The concierge also comes out from behind his desk in the lobby as he \r\nnotices that someone is taking photos of the entrance to the building, the \r\nnumber 77 on Nu\u00f1ez de Balboa street, in Madrid. With a frugal tone, reserved for \r\npeople who are not particularly welcome, he assures that the person doesn\u2019t live \r\nthere for more than a year now.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Nu\u00f1ez de Balboa street runs parallel to the \r\nluxurious Serrano, the Champs-Elysees of the Spanish capital, both being \r\nseparated by only four blocks of distance. It is the heart of Salamanca, the \r\ncentric neighborhood of Madrid that\u2019s being gentrified once again with the money \r\nbrought in by a new wave of wealthy Venezuelan migrants. Up until the surge of \r\nthe coronavirus pandemic, an apartment in the building on N\u00fa\u00f1ez de Balboa 77 \r\nwould be worth around two million euros. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">But Jos\u00e9 Trinidad M\u00e1rquez has already left \r\nthis part of the city, where the well-off Venezuelans and the most exclusive \r\nbrands started settling down. Although we could not trace him to try to \r\ninterview him for this story, one could come to a conclusion that he must\u2019ve had \r\ngood incentives to leave a location that holds such a privileged life: fresh \r\nmoney to spend and an inquiry from the justice authorities. The file consists of more than 4000 \r\nfolios which try to decipher the complexity of the fraudulent tissue that the \r\nhigh management of BES, led by its president Ricardo Salgado \u2013 famous in \r\nPortugal by the acronym DDT (short for <i style=\"mso-bidi-font-style: normal\">Owner Of Everything<\/i> in Portuguese) \u2013 has \r\nthread for years in order to cover up the holes in the bank\u2019s balances. The \r\nfacts reported by the Public Ministry are succulent, but the narrative can turn \r\na bit tedious in between the details of financial engineering, debt papers \r\noperations and corporate governance entities.&nbsp;&nbsp;&nbsp;&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">For the laypersons, however, the voluminous \r\nfile hides eight pages of mischief: the bizarre story of how Salgado recruits, \r\nthrough an intermediary, a professional con man, Jos\u00e9 Trinidad M\u00e1rquez, to \r\nimpersonate a high official of PDVSA for some of Salgado\u2019s colleagues and BES \r\nexecutives, who allegedly came from Caracas to offer the management of the \r\nafflicted bank \u2013 which by then, March 2014, was already in the final days before \r\nthe bankruptcy and the quest for liquidity was frantic \u2013 to fix a bidding for an \r\ninvestment fund of the Venezuelan state oil company, in exchange for the payment \r\nof certain <i style=\"mso-bidi-font-style: normal\">expenses<\/i>. M\u00e1rquez played \r\nhis part to perfection and with the move earned himself a reward of 4,5 million \r\neuros, while Espirito Santo didn\u2019t take much longer to definitely collapse in \r\nAugust of 2014. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Within the reach of anyone without strong \r\nfinancial knowledge, reading about this episode is delicious and captivating. It \r\nlooks like a draft version of a screenplay for a Hollywood film about classic \r\ncon artists, the likes of 1973 picture <i style=\"mso-bidi-font-style: normal\">The Sting<\/i>, or the 2013 <i style=\"mso-bidi-font-style: normal\">American Hustle<\/i>, in which the wit and \r\ncleverness the con artists put in play to make their victims fall for the decoy, \r\nconquer equally the sympathy of the audiences. Not in vain, the Portuguese press \r\nrushed to <a href=\"https:\/\/jornaleconomico.sapo.pt\/en\/news\/how-ricardo-salgado-and-the-manager-of-bes-madeira-contract-an-extra-to-use-the-deposits-of-the-venezuelans-to-finance-ges-618618\" target=\"_blank\" rel=\"noopener\">spread the story<\/a> in numerous <a href=\"https:\/\/observador.pt\/especiais\/os-dias-do-puro-desespero-de-ricardo-salgado\/\" target=\"_blank\" rel=\"noopener\">front pages<\/a>, without pondering that the \r\ninvisible M\u00e1rquez \u2013 there are barely any photos of him \u2013 probably wouldn\u2019t end \r\nup looking as appealing as Robert Redford or Christian Bale. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">What the Portuguese media overlooked is that \r\nM\u00e1rquez is not only a con artist that has turned deception of people into a way \r\nof life. In fact, since the 1990-ies he has accumulated an international \r\ncriminal record, which now includes Portugal too: he has been trialed in the \r\nUnited States, Spain and Venezuela, at least. In all those jurisdictions he has \r\nbeen sentenced, with awarded prison time in the two latter. He has always come \r\nout unhurt. How he manages to serve only short prison terms, go back to his con \r\nways, and maintain a lifestyle of the rich and the famous, just by pretending he \r\nis a petroleum expert, constitutes an adventure of more than two decades that \r\ncan only be explained by a certain resilience founded on a probable pathological \r\ntendency.&nbsp;&nbsp;&nbsp; \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"Jos\u00e9 Trinidad M\u00e1rquez: El camale\u00f3n criollo.\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/HAoVEL_zi6c?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<h2 class=\"wp-block-heading\">Catch me if you can<\/h2>\n\n\n<p class=\"wp-block-paragraph\">In January of 1998 <i style=\"mso-bidi-font-style: normal\">El Pa\u00eds<\/i> daily from Madrid included an \r\n<a href=\"https:\/\/elpais.com\/diario\/1998\/01\/28\/espana\/885942026_850215.html\" target=\"_blank\" rel=\"noopener\">information<\/a> in its Local news section titled: \u201cDetained when trying to fraud \r\nAstilleros Espa\u00f1oles (Spanish Shipyards) for 250.000 million\u201d. The then reporter \r\nof the Spanish newspaper, Jan Mart\u00ednez Ahrens, with a hint of admiration, \r\nfollows the adventure and the final capture of the \u201cman with thousand faces\u201d who \r\n\u201cwithout even having finished high school, managed to supposedly make fools out \r\nof companies such as Cooper Rolls, from Ohio; Icec, from New York; Intel \r\nChemical Co., from Tulsa, and Lewag, from Vienna\u201d. In the opening paragraphs he \r\nbaptizes him as The Golden Middleman and when he finally identifies him as the \r\nVenezuelan Jos\u00e9 Trinidad M\u00e1rquez, he assures that \u201cabove all the search and \r\ncapture warrants for him, he flew from one capital city to the next one offering \r\nthe big business deal\u201d. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Back in those days M\u00e1rquez used to pretend \r\nhe was either the vice-president of Pdvsa, Pablo Reimpell, the second in charge \r\nafter Luis Giusti, or as an emissary of Reimpell himself. In that capacity, with \r\nthe assistance of forged documentation \u2013 after his arrest, when raiding the room \r\nhe used to stay in at the traditional hotel Plaza Princesa, close to La Moncloa, \r\nthey found paperwork and seals with the mark of Pdvsa and the Venezuelan \r\nMinistry of Energy and Mines \u2013 he managed to persuade the Astilleros Espa\u00f1oles \r\n(Spanish Shipyards) company, at the time a mixed venture whose specialty was the \r\nconstruction of tankers, that he was facilitating the acquisition of 26 ships \r\nfor the value of 1.65 billion dollars: a dream contract. To make sure that the \r\nSpanish company does get the order, M\u00e1rquez asked for an 800.000 dollars \r\ncommission for himself. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">M\u00e1rquez presented a forged check issued by \r\nswiss bank UBS to his Spanish negotiating partners, for the value of 30% of the \r\ntotal amount of the contract as a guarantee, and the operation was closed with a \r\nword bond. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At the moment the executives of Astilleros \r\nEspa\u00f1oles haven\u2019t entrusted anyone the <i style=\"mso-bidi-font-style: normal\">due diligence<\/i> task to investigate their \r\ncounterpart, that maybe would have let them find out that, just a couple of \r\nmonths prior, in October 1997, Vitol, the largest independent petroleum trader \r\non the global markets outside of the state companies and the mythical <i style=\"mso-bidi-font-style: normal\"><a href=\"https:\/\/es.wikipedia.org\/wiki\/Siete_Hermanas\" target=\"_blank\" rel=\"noopener\">seven sisters<\/a><\/i>, had just introduced a \r\nlawsuit against Jos\u00e9 Trinidad M\u00e1rquez in a Miami tribunal. The company, of Dutch \r\norigin but with a legal personality in Switzerland, demanded a 3,75 million \r\ndollars compensation from M\u00e1rquez for \u201cbreach of \r\ncontract\u201d.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"669\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-02.jpg\" alt=\"\" class=\"wp-image-55379\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-02.jpg 1024w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-02-700x457.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-02-768x502.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Picture: Fabrice Coffrini \/ AFP<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">According to the lawsuit introduced before \r\nthe 11th Tribunal in the Civil court of Miami-Dade County, in Florida, between \r\nthe months of May and June 1996 M\u00e1rquez has deployed a <i style=\"mso-bidi-font-style: normal\">modus operandi<\/i> which in time will be \r\nestablished as a sort of watermark of his subsequent set-ups: he had said that, \r\nbecause of his contacts in the Venezuelan oil company, he was in a position to \r\nnegotiate a contract in which Pdvsa would ship 120.000 barrels of crude daily to \r\nVitol, in a stable manor and with favorable conditions. He had shown Pdvsa \r\ncredentials and he even went to meetings accompanied by some supposed executives \r\nof the Venezuelan company, which at the end won over Vitol\u2019s confidence. The \r\ncompany agreed to sign a contract with M\u00e1rquez and pay him a commission of 5 \r\nmillion dollars. On the 5th of June 1996, Vitol transferred 3,75 \r\nmillion dollars to an account in the name of Jos\u00e9 Trinidad M\u00e1rquez in the swiss \r\nbank Vonbotel, an entity that would curiously be <a href=\"https:\/\/www.antilavadodedinero.com\/el-lavado-de-dinero-en-venezuela-es-registrado-por-el-banco-vontobel\/\" target=\"_blank\" rel=\"noopener\">mentioned years later<\/a> in press \r\nversions as one of the pipelines of chavismo black money laundering. This \r\nquantity was only the first installment of the fee promised to M\u00e1rquez, as the \r\nentire amount would be completed when Vitol received the first shipment, \r\nsomething that, as expected, never came to happen.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At the time M\u00e1rquez had his yacht <i style=\"mso-bidi-font-style: normal\">La Marquesita<\/i> (Little Marquise), \r\nbaptized with the same name as the house he used to live in years before in the \r\nexclusive southeastern Caracas neighborhood of Cerro Verde, moored in a Miami \r\nmarina. This fact and some other relations that M\u00e1rquez kept with Florida \r\nmotivated Vitol to lodge the lawsuit precisely in Florida\u2019s jurisdiction, where \r\nby motion of the defense the process was ascended to the Federal Court of the \r\nSouthern District. M\u00e1rquez, on the other hand, had his residence fixed in \r\nHouston, Texas. Luxurious offices in the NationsBank building in the city were \r\npart of the paraphernalia Jos\u00e9 Trinidad M\u00e1rquez had constructed in order to show \r\noff a patina of credibility to his petro <i style=\"mso-bidi-font-style: normal\">trader<\/i> facade.&nbsp;&nbsp;&nbsp;&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<div class=\"lazyblock-embed-script-wCps3R wp-block-lazyblock-embed-script\"><iframe loading=\"lazy\" class=\"scribd_iframe_embed\" title=\"Demanda de Vitol contra Jos\u00e9 Trinidad M\u00e1rquez\" src=\"https:\/\/www.scribd.com\/embeds\/475779963\/content?start_page=1&view_mode=scroll&access_key=key-MljBGTE8jD89POQkQ0hh\" data-auto-height=\"true\" data-aspect-ratio=\"0.7762478485370051\" scrolling=\"no\" width=\"100%\" height=\"600\" frameborder=\"0\"><\/iframe><p  style=\"   margin: 12px auto 6px auto;   font-family: Helvetica,Arial,Sans-serif;   font-style: normal;   font-variant: normal;   font-weight: normal;   font-size: 14px;   line-height: normal;   font-size-adjust: none;   font-stretch: normal;   -x-system-font: none;   display: block;\"   ><a title=\"View Demanda de Vitol contra Jos\u00e9 Trinidad M\u00e1rquez on Scribd\" href=\"https:\/\/www.scribd.com\/document\/475779963\/Demanda-de-Vitol-contra-Jose-Trinidad-Marquez#from_embed\" style=\"text-decoration: underline;\" target=\"_blank\" rel=\"noopener\">Demanda de Vitol contra Jos...<\/a> by <a title=\"View ArmandoInfo&#039;s profile on Scribd\" href=\"https:\/\/www.scribd.com\/user\/172222252\/ArmandoInfo#from_embed\" style=\"text-decoration: underline;\" target=\"_blank\" rel=\"noopener\">ArmandoInfo<\/a><\/p><\/div>\n\n<p class=\"wp-block-paragraph\">None of this was known by the authorities of \r\nAstilleros Espa\u00f1oles at the time of arranging the payment of an 800.000 dollars \r\ncommission for M\u00e1rquez, a sum for which he would secure an order of 26 tankers \r\nfor Pdvsa. But the suspicion wouldn\u2019t leave them in the lurch. They noticed in \r\nM\u00e1rquez a certain rush to sign, as well as some \u201csuspicious commentaries\u201d, \r\naccording to a story by <I style=\"mso-bidi-font-style: normal\">El Pa\u00eds<\/I>. So, \r\nthey reached out to the Pdvsa hierarchy, the company for which they had \r\npreviously built four tankers. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">M\u00e1rquez almost got away with his play. \r\nCaptured and referred to the prosecution office on 23rd of January \r\n1998, he still had some mitigating circumstances playing to his favor, that \r\nwould eventually lead to a more lenient sentence from the Spanish judiciary: he \r\nhadn\u2019t cashed in the commission to complete the felony and he also didn\u2019t have \r\nprevious criminal record. Spain decided to deport him to Venezuela, where other \r\ndues with justice were waiting.&nbsp; \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">Internship in El Junquito<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The only photograph of Jos\u00e9 Trinidad M\u00e1rquez \r\none could find in the archives for the purpose of this report was published on \r\nthe second page of Siete Dias (Seven Days), the Sunday supplement of the <I \r\nstyle=\"mso-bidi-font-style: normal\">El Nacional <\/I>daily from Caracas, in it\u2019s \r\n23rd of August of 1998 edition. He can be seen in what appears like \r\nthe surrounding area of the headquarters of the former Polic\u00eda T\u00e9cnica Judicial \r\n(Judicial Technical Police or PTJ; today known as Scientific, Penal and Criminal \r\nInvestigation Force \u2013 CICPC; equivalent to a police unit assisting the public \r\nprosecutor office in other countries), on the centric Plaza Carabobo of the \r\nVenezuelan capital. Thick black mustache, designer round-shaped glasses, \r\ndouble-breasted jacket in dark fabric that could be linen: anyone would take him \r\nfor a high management executive of one of the State\u2019s companies. He is \r\nsurrounded by a fence of TV news microphones and tape recorders that reporters \r\nuse to gather his statements. Although his name will again reappear in media, \r\nmaybe this is the only time his face illuminates the <I \r\nstyle=\"mso-bidi-font-style: normal\">prime time<\/I> on TV screens (something \r\nwithout a doubt inconvenient for his trade as a con artist). \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">As it happens, when Astilleros Espa\u00f1oles \r\ninquired Pdvsa about the credentials M\u00e1rquez had shown them at the beginning of \r\nthe year, other stories involving the character surfaced to the ground. The most \r\nimportant being: he was wanted by the justice in Venezuela to answer accusations \r\nof issuing checks without funds, benefiting as a functionary \u2013 hence the penal \r\ncharges \u2013 and the use of fake stamps.&nbsp;&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In one case, M\u00e1rquez, presenting himself as \r\nPablo Reimpell, had defrauded Linde AG, a German company in the field of \r\nindustrial gases by-products of oil, for the amount of 3,5 million German marks \r\n(DM) and 3,5 million dollars. Both sums were part of the payment of commissions \r\nto M\u00e1rquez-Reimpell, promised by the Germans in exchange for being granted the \r\nmultimillion dollar project to construct an ethylene plant in the then still \r\nembryonic Cryogenic Complex of Jose, on the coast of Anzo\u00e1tegui state, in \r\nnorthwestern Venezuela.&nbsp;&nbsp; \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In a second case, M\u00e1rquez pretended he was \r\nan emissary of Frank Alcock and Claus Graf, in those days the vice-president and \r\nthe director of Pdvsa, respectively. In such quality, M\u00e1rquez would convince the \r\nmanagement of Stone &amp; Webster, a US civil engineering projects company with \r\nheadquarters in Massachusetts that would later be taken over by Westinghouse, \r\nthat they could obtain the contract for the construction of the olefin plant at \r\nthe same industrial complex in Anzo\u00e1tegui. Stone &amp; Webster agreed to pay \r\nM\u00e1rquez\u2019s intermediation with a commission worth 1,2 million dollars. Marquez\u2019s \r\naudacity reached such a point that by mid \u2013 1994 he didn\u2019t have any \r\nembarrassment to join two representatives of the American company, Michael Pears \r\nand James Holt, at a presentation of their catalogue of services orchestrated in \r\nthe very office of Claus Graf at the main Pdvsa headquarters in the La Campi\u00f1a \r\nneighborhood, in the north of Caracas. It was only a couple of months later, \r\nwhen the American executives presented Graf with a contract \u2013 forged \u2013 for the \r\nconstruction of the olefin plant bearing his signature \u2013 apocryphal - , that it \r\nbecame obvious to all the parties included that they\u2019ve been victims of an \r\nexpensive elaborate scam. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"957\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-02B.jpg\" alt=\"\" class=\"wp-image-55380\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-02B.jpg 1024w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-02B-700x654.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-02B-768x718.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Picture: El Nacional<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Upon returning to Caracas in February of \r\n1998, after being deported from Spain, Jos\u00e9 Trinidad M\u00e1rquez had a swift trial. \r\nMaybe even too swift. Also, too soft.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The head judge of the 43rd \r\nTribunal in penal matters, Norma Hern\u00e1ndez de Arteaga, sentenced him to one \r\nyear, five months and ten days of prison. Considering the seriousness of the \r\ncommitted felony, the sentence seemed rather light. Maybe channeling the voice \r\nof her expert sources, the reporter that signed the <I \r\nstyle=\"mso-bidi-font-style: normal\">El Nacional<\/I> story published that Sunday \r\nin August 1998, Albor Rodr\u00edguez, enumerated all the subtractions in the penalty \r\nand the procedural benefits that the judge had applied in order to cut the \r\nsentence short. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The journalist also revealed the privileges \r\nbeing afforded to M\u00e1rquez at the center where he served his sentence, the \r\nso-called Ret\u00e9n Judicial de El Junquito (Judicial Remand Prison in El Junquito), \r\non the outskirts of Caracas. For a while he was placed in a room at the \r\nadministrative building of the penitentiary, where he had a queen size bed, \r\ncomputer, microwave oven, two phone landlines and a refrigerator. He would \r\nreceive visitations at any hour of any day, and he tended guests on the terrace \r\nof the director of the prison. When the director was dismissed and they wanted \r\nto discipline M\u00e1rquez, he was relocated to the best cell of the Pavilion H, a \r\nVIP enclosure where not long ago before they lodged Ramiro Helmeyer, the <I \r\nstyle=\"mso-bidi-font-style: normal\">yuppie<\/I> financier that had conducted a \r\nshort campaign of sending envelope bombs in 1993, during the rule of the \r\nprovisional government of the historian Ram\u00f3n J. Vel\u00e1squez.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">It seemed as M\u00e1rquez had the means to buy \r\nhimself favors. Whether with influences or not, the fact is that he was able to \r\nleave Venezuelan captivity and reappear in 2003 in Texas. At that moment he \r\nrequested the protection of a tribunal in the city of Austin, the state\u2019s \r\ncapital, to declare bankruptcy, a protection that lasted up until 2008. It \r\nshould\u2019ve been a dark chapter in his career. But if he had to live with defeats \r\nand hardship then, it wouldn\u2019t be long before he makes up for the lost \r\ntime.&nbsp;&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">Setback in Madrid<\/h2>\n\n\n<p class=\"wp-block-paragraph\">In March of 2009 he appeared at the central \r\noffices of T\u00e9cnicas Reunidas (United Technics) in Madrid \u2013 a corporation \r\nspecializing in the construction of infrastructure for the hydrocarbon industry, \r\npart of the IBEX index of the 35 largest Spanish companies \u2013 a man claiming he \r\nwas the emissary of Rafael Ram\u00edrez Carre\u00f1o, the all-powerful president of Pdvsa \r\nand minister of energy in the government of Hugo Ch\u00e1vez. The character, \r\naccompanied by other individuals, asserted that the ministry, in the middle of \r\nthe prolonged drought that at the time was devastating Venezuela and that a year \r\nlater would lead the commander of the revolution to issue an <I \r\nstyle=\"mso-bidi-font-style: normal\">electrical emergency<\/I> decree, was set out \r\nto build a thermoelectric power station with a combined cycle in the coastal \r\nregion of the country. According to the visitor, the Venezuelan state had 210 \r\nmillion euros to invest in the construction. In the name of Rafael Ram\u00edrez, he \r\ncould make assurances that the substantial contract would be assigned to \r\nT\u00e9cnicas Reunidas. In exchange, as <I style=\"mso-bidi-font-style: normal\">El \r\nPais<\/I> daily would later recount, \u201che requested different quantities of money \r\nin Venezuelan currency (bol\u00edvar) and in euros in order to organize the trip to \r\nSpain, the rental vehicles and his stay in Madrid\u201d.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">No need to say it was Jos\u00e9 Trinidad M\u00e1rquez. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"727\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-03.jpg\" alt=\"\" class=\"wp-image-55381\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-03.jpg 1024w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-03-700x497.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-03-768x545.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Picture: Juan Barreto \/ AFP<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">He made a third party call the Spanish \r\nambassador to Caracas at the time, D\u00e1maso de Lario Ram\u00edrez, and, acting as if he \r\nwas Rafael Ramirez, confided to him that he had delegated M\u00e1rquez as his \r\nrepresentative and gave him authority to decide the awarding of the contract. \r\nBut just to be clear: the transaction has to be confidential and no other \r\nexecutive of Pdvsa or the Venezuelan government should have any knowledge of \r\nit.&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">With his sophistry, Jos\u00e9 Trinidad M\u00e1rquez \r\nobtained a first allocation of 350.000 euros from T\u00e9cnicas Reunidas, and after \r\nthat a check for 1,3 million euros, both of them paid in the spring of 2009. But \r\nas soon as the directors of the Spanish company realized that the promised \r\npayment of 210 million euros wasn\u2019t ever arriving from Venezuela, they denounced \r\nM\u00e1rquez to the authorities. The investigating judge managed to freeze one of the \r\nbank accounts of the Venezuelan which had deposits of 350.000 euros, and then \r\nacted with sufficient speed to prevent M\u00e1rquez from cashing the check.&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The trial started in October of 2011 in the \r\nProvince court of Madrid. Even though the prosecution asked for four years of \r\nimprisonment for the convict, the verdict, that came in April of 2012, ordered \r\ntwo years of prison for the accused for the felonies of fraud and forging a \r\nprivate document. The mitigating circumstances came to M\u00e1rquez\u2019s help yet again: \r\nhe didn\u2019t have a criminal record in Spain \u2013 he wasn\u2019t trialed for the deception \r\nof Astilleros Espa\u00f1oles in 1998 \u2013 so he accepted his punishment without a word. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At the time of publishing this story we \r\nweren\u2019t able to verify if M\u00e1rquez did serve his sentence and, if that was the \r\ncase, where was he locked up. In March of 2016 a Tribunal in Caracas granted his \r\ndivorce from Bety Haydee Jakson, who has been his wife since 1979. The sentence \r\nquotes a notarized power from October 2014 that certifies M\u00e1rquez as a resident \r\nof Madrid at the time. According to information, he also had the liberty to \r\ntravel abroad that same year. Because between April and May of 2014, when barely \r\ncompleting the two years of the tribunal sentence for the fraud to T\u00e9cnicas \r\nReunidas, M\u00e1rquez was in Lisbon at least two times to complete his master \r\nstroke.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">Master stroke<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Jos\u00e9 Trinidad M\u00e1rquez isn\u00b4t the only \r\nVenezuelan mentioned in the cast of characters of the so-called <I \r\nstyle=\"mso-bidi-font-style: normal\">Case Espirito Santo<\/I>, a name too simple \r\nto understand the sophisticated scheme of maneuvers and financial products that \r\nRicardo Salgado and his team, with the consent of its principal shareholders, \r\nimplemented for years from the highest management in order to cover their \r\ninsolvency without stopping big payoff days for themselves. It seems striking \r\nthat the document presented by the Portuguese prosecutors this last July, which \r\nleads to accusation of twelve individuals and five organizations of diverse \r\ncrimes, includes two segments entirely dedicated to the relations the financial \r\ngroup had with Venezuela. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">These connections go back as far as 2008 \r\nwhen \u2013 as the prosecution explains \u2013 a delegation of Portuguese businessman \r\naccompanied prime minister Jos\u00e9 S\u00f3crates on an official state visit to Caracas. \r\nRicardo Salgado came along with the group. And, while up until then Espirito \r\nSanto had been acting as a financier for Portuguese companies such as GALP oil \r\ncompany or Caixa Geral de Dep\u00f3sitos starting business ventures in Venezuela, \r\nfrom that precise moment they found the chavista administration to be a solution \r\nfor the chronic liquidity problems caused by the bank\u2019s imprudent \r\nmanagement.&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">If between 2009 and 2014 somehow Espirito \r\nSanto and its immense fleet of subsidiaries maintained themselves afloat, it was \r\nlargely due to plugging the huge holes in their balances with wads of Venezuelan \r\npetrodollars. Salgado\u2019s management was able to persuade diverse organisms of the \r\nVenezuelan State \u2013 most significantly Pdvsa, but also Fonden or the development \r\nbank Bandes among others \u2013 to, primarily, entrust BES with functions of the \r\nTreasury; then, to invest in debt papers issued by the group; almost \r\nsimultaneously, to appoint BES as the guarantor of Venezuela\u2019s purchases of \r\ngoods and services abroad, principally through Bariven. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-04.jpg\" alt=\"\" class=\"wp-image-55382\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-04.jpg 1024w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-04-700x466.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-04-768x512.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Picture: Patricia De Melo Moreira \/ AFP<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Each one of these functions implied an \r\ninjection of liquid cash to the coffers of BES. For example, according to data \r\nfrom the Portuguese Attorney General\u00b4s office, between 2008 and 2014 various \r\nentities of the Venezuelan State invested something over 3,1 billion dollars in \r\nsecurities papers of the financial group.&nbsp; \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Of course, these massive investments were \r\nmade not precisely as result of the impeccable quality of client service that \r\nEspirito Santo provides. On top of a certain amount of ingenuity and \r\ncarelessness on part of the Venezuelan authorities, the systematic payment of \r\nbribes also resulted decisive for the hierarchy in the chavista administration, \r\nso they averted the flow of money towards the Portuguese bank. The bribes were \r\ncirculating through an entangled capillarity of offshore companies which the \r\nprosecutors have been studying for years and which they finally decided to set \r\naside from the main trial, and pack it all up under the name Investigation \r\nGES\/Venezuela\/Switzerland\/Dubai\/Macao. As a result of this investigation, a \r\nsurge of a new accusation is expected, one that would point out various bank \r\nexecutives and Venezuelan citizens such as Nervis Villalobos, Rafael Reiter, \r\nRita Gonz\u00e1lez, Luis Carlos de Le\u00f3n, Abraham Shiera, Roberto Rinc\u00f3n and C\u00e9sar \r\nRinc\u00f3n, under the presumption of having committed felonies as \u201ccriminal \r\nassociation, corruption in detriment of the international trade, corruption in \r\nthe private sector, falsifying documents and money \r\nlaundering\u201d.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Even so, in the main case of BES, upon which \r\nthe prosecution focused all the evidence regarding administrative \r\nirregularities, transgressions of regulation, and financial manipulation \r\ncollected during the investigation, the story of Jos\u00e9 Trinidad M\u00e1rquez still \r\nholds. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Before the prosecution presented the formal \r\naccusation in Lisbon last July, M\u00e1rquez had been mentioned in leaks to the \r\nSpanish press as a member of a <a href=\"https:\/\/www.vozpopuli.com\/politica\/guaido-tribunales-corrupcion-regimen-maduro_0_1243976519.html\" target=\"_blank\" rel=\"noopener\">money laundering network for Pdvsa<\/a> that has been \r\ncriminally denounced in a Madrid tribunal by a law firm hired by the Interim \r\nGovernment of Juan Guaid\u00f3, or as a part of a <a href=\"https:\/\/www.vozpopuli.com\/politica\/guaido-tribunales-corrupcion-regimen-maduro_0_1243976519.html\" target=\"_blank\" rel=\"noopener\">bribe payment scheme<\/a> of the \r\naforementioned Banco Espirito Santo. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-05.jpg\" alt=\"\" class=\"wp-image-55383\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-05.jpg 1024w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-05-700x466.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-05-768x512.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Picture: Patricia De Melo Moreira \/ AFP<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">But the truth is M\u00e1rquez is added to the \r\ncase as a result of what could only be seen as a true labor of selection and \r\nrecruitment of talent. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At the beginning of 2014, the circumstance \r\nin which the Espirito Santo group found itself was desperate. The large gap in \r\nthe balance kept widening and the Venezuelan manna was coming in short supply. \r\nAnd not only that: under the pressure of its own insolvency and the European and \r\nPortuguese regulators, the BES had undertaken some initiatives to restructure \r\nthat, paradoxically, sounded the first alarm bell for the debt owners in \r\nCaracas. They didn\u2019t like being exposed for the leniency with which they had \r\nmanaged Venezuelan public funds, in case of a scandalous collapse of BES. So, \r\nthey demanded the bank reimburse some of the bonds that were reaching maturity \r\nand replace the rest of its positions with papers from another of its \r\nsubsidiaries, only seemingly more solid.&nbsp; \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Since Salgado didn\u2019t have any money to \r\nfulfill the first request coming from Venezuela, he arranged to take care of it \r\nalong with the second one through the issue of new debentures for the value of \r\nalmost 300 million dollars in the name of it\u2019s subsidiary Rioforte del Espirito \r\nSanto. But trying to do so he fell over an unexpected obstacle: the resistance \r\nof his colleagues from the management of the subsidiary, who maintained that, \r\ngiven the level of restricted liquidity of the company, weren\u2019t in conditions to \r\ngenerate further debt. They refused to approve the new commitment. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Then, Salgado developed a set up that should \r\nbe an essential part of the universal annals of corporate fraud. He instructed \r\nthe head of international business of the BES office in Madeira, Joao Alexandre \r\nSilva, in charge of the Venezuelan agenda for a long time, to act as a <I \r\nstyle=\"mso-bidi-font-style: normal\">headhunter<\/I> and try to recruit an \r\nimpostor. The winner of the <I style=\"mso-bidi-font-style: normal\">fraudster \r\ncasting<\/I> was, of course, Jos\u00e9 Trinidad M\u00e1rquez.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Since then and during the months of April \r\nand May of 2014, by request of Salgado and Silva, the Caracas native M\u00e1rquez \r\nwould be known as <I style=\"mso-bidi-font-style: normal\">Domingo Gal\u00e1n \r\nMac\u00edas<\/I>, pretend boss of an inexistent Division of Engineering at Pdvsa. \r\nM\u00e1rquez \u2013 Gal\u00e1n assured people he was a Spanish citizen with a residence in \r\nCaracas, owner of the DNI 70030366X (which in effect belongs to a doormen of a \r\ncertain building in Madrid, with the same name, who denounced the theft of his \r\nidentification document to the police authorities).&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">M\u00e1rquez, now in character as Gal\u00e1n, told the \r\nexecutives of Rioforte \/ Espirito Santo that he was an emissary of Rafael \r\nRam\u00edrez and he was baring a good news for them: Pdvsa was just about to announce \r\na tender for the management of an investment fund worth 3.5 billion dollars, \r\nwhose outcome could be manipulated in favor of BES. Furthermore: the provisions \r\nof the fund would be designed in a manor that 20% of it, some 700 million \r\ndollars, could be invested in the bank\u2019s debt, a miraculous option which, in \r\ntranslation, spelled salvation for the group. They would only have to pay a \r\ncommission for M\u00e1rquez, in order to make this dream reality.&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"653\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-06.jpg\" alt=\"\" class=\"wp-image-55384\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-06.jpg 1024w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-06-700x446.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/13092020-06-768x490.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Picture: Federico Parra \/ AFP<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">And even though some of the executives \r\nparticipating in said meetings with Jos\u00e9 Trinidad M\u00e1rquez, aka <I \r\nstyle=\"mso-bidi-font-style: normal\">Domingo Gal\u00e1n Mac\u00edas<\/I>, were estranged \r\nthat the Venezuelan intermediary showed little interest when they were \r\npresenting him the technical information, they still conceded credibility to his \r\neffort. After all, Venezuela had proven to be a corruption paradise during the \r\nfive-year period when Espirito Santo was living off of it, and where anything \r\nwas possible. On April 11th 2014, encouraged by the imminent \r\ninjection of liquidity, they raised the limit of indebtedness, such as was \r\nSalgado\u2019s wish.
