Neither did the various law \r\nsuits \r\nhe should \r\nhave faced \r\nback in \r\nVenezuela. Pedro Jos\u00e9 Castillo Uzc\u00e1tegui changed countries but not trades, and \r\nhe\u2019s being applying a technique with which he has being able to fool \r\nknown and \r\nunknown people, recognized professionals from the Cuban community in Miami and \r\nVenezuelan talents that, running from their country\u2019s crisis, have come to the \r\nUnited States for a fresh start.&nbsp; \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">His name \r\nin Venezuela could be just another citizen\u2019s name until you clear out his \r\ndescent. He is the son of Chana Uzc\u00e1tegui, creator of the recognized \u201cRanchos de \r\nChana\u201d \r\nin \r\nMargarita Island in the East part \r\nof the \r\ncountry. That way he won over some people but not all of them because \r\nPedro Castillo has come to climb his way up in his business not just because he \r\nis \u201cthe son of...\u201d. His cleverness, slyness and \r\ngood \r\nverbal skills would be his real weapons to get in top with the best, \r\nundertake \r\nvarious \r\nprojects and gain his fame. A fame wanted by few.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\u201cWe all \r\nbelieve his trade is to scam, or rather, to be a scammer\u201d, says Arnaldo \r\nLimanski, a Venezuelan producer.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">They\u2019re \r\nnot tales. A law suit introduced in the court of Miami Dade (case M13-40403) \r\nconfirms one of the stories that goes up to more than 45 people conned in five \r\nprojects, all of them communication media: three digital signal television \r\nstations, a magazine and a radio station. \r\nAnd the \r\nInterpol order that was still active until May 2017 speaks out about his past in \r\nVenezuela and his relations with chavismo.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"Tras la pista de Pedro Castillo\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/16U7JVJR7tE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<h2 class=\"wp-block-heading\">A repeated and improved tactic<\/h2>\n\n\n<p class=\"wp-block-paragraph\">In \r\nFebruary 2015, when the Cuban community took on the task of denouncing via \r\nprinted and digital media the scams Pedro Castillo Uzc\u00e1tegui had done to them \r\n(some he didn\u2019t pay, some he borrowed money from that he didn\u2019t return \r\nlater) \r\nnone of \r\nthem knew of the previous mischief of this Venezuelan.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At this \r\ntime, he had already been processed in Miami Dade Court for a minor offense, \r\nwriting checks with insufficient funds, and he was conditionally released under \r\nthe commitment to pay $10.000 to the \r\ncomplainant \r\nRa\u00fal Rodr\u00edguez, \r\n$750 minimum per month. All this is explained with detail on \r\nhis case file (M13-40403) registered on September 17th 2013, file \r\nthat was judicially active on August 2016 because the debt had not been paid \r\nyet.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">None of \r\nthis was of the knowledge of those who decided to join Castillo Uzc\u00e1tegui on \r\nthat project he decided to start at the end of 2014, the Internet radio station \r\nMia 1450 AM.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Its \r\ntransmissions went on air on December 2014 and in February 2015 the complaints \r\nstarted to receive coverage on paper and radio. Journalists, announcers, \r\ndesigners, administrative staff and other professionals, nearly all of them from \r\nCuban origins, took on the task of exposing their cases and find out who else \r\nhad been cheated by this Venezuelan residing in Miami under, in his own words, \r\nan investor\u2019s visa.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>Contacted two years later he assures that these complaints led to nowhere<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">None of \r\nthe workers, around 25 people, could collect their wages, not even the ones that \r\nstarted working since October, denounced at that time Nelson Rubio, one of the \r\njournalists Castillo Uzc\u00e1tegui owed $8.000 from his salary as the conductor of \r\none of the shows. Contacted two years later he assures that these complaints led \r\nto nowhere because even today the man has not paid any of \r\nthem.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Roberto \r\nAriel confirms it. This Cuban journalist was hired by the Venezuelan to make a \r\nnews web page for the radio station. He worked with him for 45 days and left, \r\nnot only because he was not paid but because he was blatantly deceived. \u201cA lot \r\nworse\u201d he assures.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Two were \r\nthe excuses given by Castillo Uzc\u00e1tegui to the station staff to justify the late \r\npayments, one was that he had a check for $3.000.000 made out to him that he had \r\nnot been able to deposit. He even showed it as a proof that he could pay. \u201cBut \r\nit was fake\u201d, assures Ariel. The other excuse concerned his bank accounts which \r\nwere frozen as a result of the divorce application he was facing at the \r\nmoment.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">This was \r\nthe excuse he gave to Ariel. He had verbally committed himself to pay him $2.000 \r\nas a monthly salary, promising to raise it up to $3.000 or $4.000 if business \r\nwent well.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Within 15 \r\ndays of work in the radio station he asked for the payment. Castillo Uzc\u00e1tegui \r\ntold him he would give him the money at the end of the month stating that was \r\nthe reached agreement. It didn\u2019t happen. He insisted and the man wanted to make \r\na deal. Roberto Ariel remembers the scene and the dialogues: \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\u201cHe told me he had some jewelry he would pawn so he could pay me a part but not the whole amount\u201d<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">\u201cHe told \r\nme he had some jewelry he would pawn so he could pay me a part but not the whole \r\namount. He asked me how much money did I need, I told him at least the rent \r\nmoney which were $550 and he told me ?OK, let\u2019s trade the \r\njewels\u2019.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">When they \r\nwere going out to the pawnshop, Castillo Uzc\u00e1tegui asked him to wait in the \r\nstation for an acquaintance that would bring a package, meanwhile he would look \r\nfor the jewels at his house and they would meet at the shop door at the agreed \r\ntime. Ariel trusted his word. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\u201cWhen I \r\narrived, he was nowhere to be seen. He never showed up, never stood up to me. I \r\ncomplained to him, he banned me from entering the station, I waited for him at \r\nthe door every day and in the end I left. He never answered. That is Pedro \r\nCastillo\u201d, says in his heavy Cuban accent and with a tone of indignation as if \r\nthe offense had just occurred.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">All those \r\nwho didn\u2019t collect their salary decided to join and hire a famous Cuban lawyer \r\nto sue. They didn\u2019t achieve anything. For the case to prosper, Castillo \r\nUzc\u00e1tegui had to have some property on his name so that the lawyer of the \r\nvictims could take the amount of the debt from there and distribute it, but they \r\ncouldn\u2019t find anything. The lawyer dismissed them. They contacted another one \r\nwith the same result. Without a property, they couldn\u2019t win the case, so none of \r\nthem wanted to take on that lost cause.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Although \r\nthey couldn\u2019t recover their money, the investigation made by this Cubans leaded \r\nthem to find indications that the Venezuelan was no novice on these matters. \r\nYears back something of the sort had occurred to various Venezuelans \r\nlinked \r\nto the \r\nmedia, that had started to migrate \r\nto \r\nMiami.&nbsp; Castillo Uzc\u00e1tegui had use \r\nthe same pattern and improved his technique, especially after that one lawsuit \r\nthat could prosper for issuing bad checks.<\/p>\n\n<div class=\"kb-gallery-wrap-id-_3cZMrL-Xy alignnone wp-block-kadence-advancedgallery\"><div class=\"kb-gallery-ul was one of the first digital television channels that this Venezuelan, \r\nborn in Maracay, Aragua state in 1967, wanted to put on the air. It was \r\nregistered with that same name on August 2011 and it remained active until \r\nSeptember 2012 according to legal registers, although the staff didn\u2019t complete \r\na year of work. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\u201cThis \r\nlasted almost three months, until none of us could stand not receiving the \r\naccorded fees. Nobody could get their wages\u201d, says Arnaldo \r\nLimanski.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\u201cThis lasted almost three months, until none of us could stand not receiving the accorded fees.\u201d<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">On this \r\nproject Castillo Uzc\u00e1tegui applied his cunning. He wanted to form a TV channel \r\nexclusively for information so he contacted two renowned professionals to drive \r\nit forward: Eduardo Sapene, who had been vice president of information on RCTV \r\n(one of the main open television channels in Venezuela until it went off air on \r\nMay 2007 after Hugo Ch\u00e1vez refused to renew its concession) and Arnaldo \r\nLimanski, a movies and soup operas producer in Venezuela and Latin America. With \r\nboth names to his credit he started the quest for talents.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nhost \r\nMar\u00eda \r\nAlejandra Requena remembers she didn\u2019t know Castillo Uzc\u00e1tegui but she did know \r\nSapene, and it was because of him, because of his trajectory on RCTV and for \r\nhaving worked on the same channel, that she decided to listen to the \r\nproposition. They began negotiations through her manager and finally there was \r\nno agreement. \u201cThanks God it didn\u2019t happen\u201d she says now.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">From the \r\nonly time she spoke to Castillo, a brief encounter where they only talked about \r\nthe project, she was left with the impression that the man was a little arrogant \r\nbut that he had a clear view of what he wanted to do and \r\nhow.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Limanski \r\naccepted working with him because of the invitation from quite \r\n\u201ceminent\u201d \r\nVenezuelan \r\njournalists. \u201cIf they were there, it must be good\u201d, he says, but he also \r\nacknowledges that his own name was used to get a good staff, because if he was \r\nin, good projects could be expected. Limanski was the producer of all of Rom\u00e1n \r\nChalbaud\u2019s movies, except \u201cEl Pez que Fuma\u201d, he worked on RCTV producing soap \r\noperas, he was production manager on Venevisi\u00f3n and Vice President of Telemundo \r\nin Miami.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">His work \r\nin RH Noticias would be mounting the channel and the production of the programs \r\nin the two studios \r\nrented \r\nfor that end. Castillo Uzc\u00e1tegui ended up owing him $30.000 after three months \r\nof work. On this time, he delayed the payments and when he finally delivered all \r\nthe checks at the same time, they all bounced. The checks had no funds. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\u201cI was \r\none of those who took most of the damage, I remember Sapene didn\u2019t last more \r\nthan 15 days\u201d, Limanski points out. Contacted via email, Sapene chose to stand \r\naside: \u201cMy working relationship with Mr. Castillo was very brief and it occurred \r\nalmost six years ago, so I don\u2019t wish to speak more of that subject\u201d, he \r\nanswered.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">After \r\nvarious months on production, changes on stage, contact with international news \r\nagencies and apparent investments on technology, the channel didn\u2019t go on air in \r\ndigital. \u201cIt was a lot of money. A month passed, another more and he didn\u2019t pay. \r\nBesides we started to notice that he was delaying everything. Those of us who \r\ncould endure it for a while would, but it came a moment when we asked ourselves \r\n\u201cwhat\u2019s going on here?\u201d, adds Limanski.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\thttps:\/\/youtube.com\/watch?v=uvkyxia57e0\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<h2 class=\"wp-block-heading\">More communication media<\/h2>\n\n\n<p class=\"wp-block-paragraph\">That \r\nwould not be the last work team asking themselves the same question without \r\nunderstanding the situation, because Castillo Uzc\u00e1tegui is persistent. Or maybe, \r\nas an old family friend describes him, \u201che loves to get into \r\ntrouble\u201d.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">After RH \r\nNoticias, where this \u201cbusinessman\u201d appeared in the registers as President, his \r\nname stopped showing in the directive board of his new businesses. The second TV \r\nchannel would be called Democracia TV and then it would change its name to DTV \r\nMundo. Castillo Uzc\u00e1tegui was in charge for a while, then it changed owners and \r\nclosed on October 2014.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\u201cHe \r\nchanged its name because of the bad name he got for not paying people\u201d, assures \r\nanother one of the scammed Venezuelans that even became his associate. He asks \r\nto remain anonymous. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nVenezuelan professionals, most of them journalists, who decided to migrate or \r\nask asylum in Miami were again the target, and as a good \u201csnake charmer\u201d as his \r\nex-associate describes him, Castillo Uzc\u00e1tegui was convincing. He did it with RH \r\nNoticias and then again with Mia 1450 AM.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">On this \r\noccasion, he took advantage of the Venezuelan context, he said he had some Cuban \r\npartners with digital TV equipment, said that they could create media so they \r\nwould defeat the censorship that was getting worse in Venezuela after the sale \r\nof the Globovisi\u00f3n TV channel made on May 2013, that they would install a \r\ncorrespondent station in Caracas and they would have opinion programs with the \r\npolemic hosts that had ran away from the South American country.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Yolanda \r\nMedina, Venezuelan journalist that was the producer of Napole\u00f3n Bravo\u2019s program \r\non this adventure, tells that along him and the internationalist Vilma Petrash, \r\nthey denounced the nonfulfillment of the payments on court but didn\u2019t achieve \r\nanything.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\u201cIt was \r\nsuch a problem for them to pay, he still owes me $1.000\u201d, says Medina. A low \r\namount. He owned a presenter $4.500 and to the workers in the correspondent \r\nstation installed in Caracas, for which Castillo Uzc\u00e1tegui bought \r\nrecording \r\nequipment, the debt goes up to $120.000, tell those who made business with him \r\nand that, equal to their Miami resident colleagues, ask not to be \r\nnamed.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\u201cWhat Castillo offered sounded like a good idea so many of us decided to take the risk.\u201d<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat \r\nCastillo offered sounded like a good idea so many of us decided to take the \r\nrisk. Half way we started getting comments from friends and even family members \r\nof Pedro himself called to warned us about making business with him because he \r\ndidn\u2019t pay. One of us made the remark to him and he said those were envious \r\npeople, that it wasn\u2019t true.&nbsp; After \r\nthat the workers started complaining that they weren\u2019t getting paid and we \r\ndidn\u2019t understand what was going on because Pedro showed us the checks\u201d, says a \r\nVenezuelan journalist. They had no funds.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">On those \r\ndays of Democracia TV, Castillo Uzc\u00e1tegui meets the Venezuelan that would accept \r\nto become his partner, a young man who had various TV equipment and some money \r\nsupport with which he was planning to publish an equestrian magazine. He knew \r\nagain how to aim at his target.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\npartner invested near $60.000 between the channel and the magazine, and although \r\nCastillo Uzc\u00e1tegui also invested some amount, the project started to crumble as \r\nthe payments delayed. It ended up falling apart when he started asking the \r\nadvertisers of the magazine for money in exchange for publications that never \r\ncame to exist. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nequestrian project and the partnership between both men ended, but the breakup \r\nshowed another act of cunning from Castillo Uzc\u00e1tegui. Without warning or \r\nauthorization, he had registered the channel under this associate and other \r\ninvestor\u2019s names, getting rid of the budget responsibilities. He was in charge \r\nof administration and finances in all of the projects, the advertiser\u2019s checks \r\nshould get to his hands and he would deposit them. That\u2019s what was strange about \r\nthe lack of payments because it couldn\u2019t be understood what he did with the \r\nmoney.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\u201cPedro is a very open guy, agreeable, with a skill to sell ideas, he manages you to connect with him\u201d<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The list \r\nof affected Venezuelans isn\u2019t short, there are more than 10 renowned names like \r\nRoland Carre\u00f1o, alongside with that of other producers, moderators, journalists, \r\ntechnicians and administrative personnel, but different from the Cubans that \r\nwere conned by the same person, the Venezuelans didn\u2019t join to make the swindles \r\npublic. Was it shame, pride, the risk of losing their migratory status? Various \r\nfactors to consider. The truth is that all these stories allow to construct a \r\nsummary of very well thought and convincing actions from a very skillful man. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\u201cPedro is \r\na very open guy, agreeable, with a skill to sell ideas, he manages you to \r\nconnect with him. He\u2019s also a bit shameless, if he owes you money and you run \r\ninto him on the street he will greet you as if nothing happened, and he\u2019s \r\ncapable of telling you that you are the one that owes him. He\u2019s the perfect con \r\nman\u201d, says with a laugh another Venezuelan journalist that worked for him in DTV \r\nMundo.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">He learned something on the island<\/h2>\n\n\n<p class=\"wp-block-paragraph\">On \r\nFebruary 4th 2011 the name Pedro Jos\u00e9 Castillo Uzc\u00e1tegui was added to \r\nthe Interpol list of people wanted by the Venezuelan Government. The offenses \r\nfor which he was wanted were fraud, usage of public funds and criminal \r\nassociation. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nmeasure was related to the funding that the Promotora Chana C.A company received \r\non May 2007, being him one of their legal representatives, by the Fund for \r\nEndogenous Development (Fonend\u00f3geno), by that moment on dependence of the \r\nMinistry of Communal Economy. A credit of 13 million bol\u00edvares was approved for \r\nthe \u201crebuild, endowment and equipment of the Chana Puerto Ferm\u00edn hotel\u201d, located \r\nin the Antol\u00edn del Campo municipality, El Tirano Beach, Margarita Island, one of \r\nthe most attractive touristic spots from the East of \r\nVenezuela.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The fact \r\nthat the Promotora Chana C.A company, registered on 2005, had been benefited by \r\nHugo Ch\u00e1vez\u2019s Government with the construction of a hotel is something that can \r\nbe explained by the connections Castillo Uzc\u00e1tegui had made during his years in \r\nMargarita.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">He got \r\nmarried with Alexa Navarro, the daughter of Alexis Navarro, the Nueva Esparta \r\nstate Governor from 2000 to 2004 and militant of the Movimiento V Rep\u00fablica \r\n(Fifth Republic Movement) (MVR), Hugo Ch\u00e1vez\u2019s party before the foundation of \r\nthe PSUV. He was a candidate to the mayoralty of the Antol\u00edn del Campo \r\nmunicipality in 2004 with Proyecto Venezuela (a small opposition party) but he \r\nlost, he got on third place with 2.064 votes. That year his father in law didn\u2019t \r\nachieve the reelection as Governor but was appointed as Venezuelan Ambassador in \r\nRussia. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">His \r\nmother Chana Uzc\u00e1tegui\u2019s project of expanding the concept of her picturesque \r\nhousings to other areas of the Caribbean Island and of the country also got him \r\ncontacts. He had found acceptance with the Government in the Ministry of \r\nTourism. Chana wanted to develop a hotel in Card\u00f3n Beach, in Los Roques and in \r\nCoche Island. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>It was also known that Castillo Uzc\u00e1tegui had relations with Jorge Rodr\u00edguez<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">It was \r\nalso known that Castillo Uzc\u00e1tegui had relations with Jorge Rodr\u00edguez, an \r\nimportant figure on Ch\u00e1vez\u2019s Government and now of Nicol\u00e1s Maduro\u2019s. They were \r\npartners, says a person close to the family, one of his associates in \r\nMiami.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">A report \r\nissued by the General Accountancy Office of Venezuela on 2011 included this case \r\non a chapter dedicated to the Fonend\u00f3geno. The organization\u2019s version states \r\nthat Promotora Chana company got 13,72 million bol\u00edvares for the rebuild of the \r\nChana Puerto Ferm\u00edn hotel (the old El Tirano hotel), but it infringed the \r\nconditions stated for the credit that included the mortgage of the hotel in \r\nfavor of Fonend\u00f3geno and the payment of this fund in fixed quotas in an 8-year \r\nperiod.&nbsp;&nbsp;&nbsp; \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Promotora \r\nChana didn\u2019t fulfill Fonend\u00f3geno\u2019s mortgage because it had already signed on \r\nanother one with the Banco Industrial de Venezuela (Industrial Bank of \r\nVenezuela), for a loan to remodel this same hotel. But it even fell into another \r\nirregularity by selling the hotel to Seguros Premier insurance company on July \r\n2009, two years after receiving the funding. On 2010 the insurance company \r\ndeclared bankruptcy. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">On this \r\ntruss of irregularities where the Accountancy Office couldn\u2019t determine the \r\nwhereabouts of the given money, Castillo Uzc\u00e1tegui sued Seguros Premier for not \r\npaying him: even though the contract of sale was legally registered, the funds \r\nnever arrived to his account. The Chana Puerto Ferm\u00edn hotel was sold in 103 \r\nmillion bol\u00edvares, about $16 million at the time. Nowadays it is in the hands of \r\nthe State and abandoned. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">This case \r\nrepresents the ending of Castillo Uzc\u00e1tegui\u2019s business story in Margarita \r\nIsland, a story that was already bad from past years. He had been the manager of \r\na garbage collecting company called Cauvica, registered in 1997 in Nueva Esparta \r\nthat gave its services on this entity and on Anzo\u00e1tegui. On this company, that \r\nwas from a family member, he had to face numerous labor lawsuits for not paying \r\nhis workers, even though he received funds to pay for these liabilities. The \r\ncompany closed and he kept owing the personnel.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">After \r\nthat he tried to break his bad streak as a manager with Promotora Chana, \r\nboosting his mother\u2019s project of expanding the Ranchos de Chana to other areas \r\nand opening hotels in Los Roques Island, Coche Island and Margarita in El Card\u00f3n \r\nBeach apart from the El Tirano housing. In fact, on January 2009 he opened the \r\nChana El Card\u00f3n hotel after 18 months of building and 50 million bol\u00edvares \r\ninvested, a work that started almost at the same time as he received the State \r\nfunding to rebuild the El Tirano hotel. There are no few versions that coincide \r\nwith the statement that the hotel was constructed with diverted public funds. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">And from \r\nthe inauguration of the Chana El Card\u00f3n hotel, later named as Ikin Margarita, \r\nthe luxury party was very well remembered, a party that had the presence of the \r\nSpanish Bert\u00edn Osborne, the only one that could charge for his work because he \r\nasked for his payment in advance, assure friends and people who attended the \r\nevent. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\u201cThat\u2019s a lie, they took it against me and I had to come here\u201d<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">It was \r\nlike this that the plans for expanding the Chana hotels didn\u2019t last. With a \r\nhistory of lawsuits against him and against the Promotora Chana company that \r\nstarted to fall strongly since 2010 and that included trials for the charging of \r\nbol\u00edvares (Bol\u00edvar Banco and Banco Fondo Com\u00fan), property lien, prohibition from \r\nalienating and encumbering assets, aggravated fraud and breach of contracts, \r\nCastillo Uzc\u00e1tegui decides to leave Venezuela. He did it before the arrest \r\nwarrant against him was issued by Interpol. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s a \r\nlie, they took it against me and I had to come here\u201d, told Castillo Uzc\u00e1tegui to \r\none of his associates on DTV Mundo in Miami some years ago, talking about that \r\nwarrant that is still active and that almost nobody knew about on each of his \r\nbad tracks. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">He has \r\nnot been detained, but the charges in his record have been updated: fraudulent \r\nharvest of public funds. Castillo Uzc\u00e1tegui was contacted by phone to ask him \r\nabout his stance and his version of all the accusations against him, from the \r\nfrauds to the Interpol warrant, but he only said \u201cno\u201d and hanged up the call. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<p class=\"wp-block-paragraph\">\u201cWho\u2019s \r\nbehind it? Someone must be protecting him, we can\u2019t understand how he hasn\u2019t \r\nbeen arrested or deported\u201d, states Arnoldo Limanski, and he is not the only \r\ncheated one who asks himself that same question. He is \r\napparently being protected by the United States Government, for collaborating on \r\ndrug trafficking and corruption investigations that involve functionaries from \r\nchavismo, says the journalist Nelson Rubio. On May 2017, the name of Pedro Jos\u00e9 \r\nCastillo Uzc\u00e1tegui was excluded from Interpol\u2019s wanted list. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Now, \r\nafter staying away from the mass media business, he has appeared on something \r\nnew. From a few months back he is been linked with a restaurant called El Jaleo \r\nde la Ocho, Steak House found on Calle 8 in Miami. The Cubans he cheated have \r\nbeen following his steps. His name does not appear on the enterprise\u2019s register, \r\nnot as owner neither as director, but he has been seen daily on the restaurant\u2019s \r\nbar and it was there where he picked up the call that he decided to finish \r\nminutes later.
