Exactly since April 9, 2010. His only son, Sergio Omar Abril Torres, \r\ndisappeared that day. Since then she has had no peace of mind. Such has been the \r\nchange in her life, that she stopped working in the school near her home, in the \r\nneighborhood Trigal del Norte, in C\u00facuta, to dedicate herself to the search of \r\nher firstborn.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At \r\nthe time of his disappearance, Sergio Omar, according to his mother, had been \r\nworking as a motorcycle-taxi driver in the El Escobal neighborhood of C\u00facuta for \r\ntwo years. The young man's job was to take people to Ure\u00f1a, a Venezuelan \r\ncommunity after the international bridge Francisco de Paula Santander, in \r\nexchange for money.&nbsp;<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"Una madre, que siempre espera su regreso\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/rox8WJOsoVE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<p class=\"wp-block-paragraph\">Carmen \r\nremembers that on April 9, her 26-year-old son went to work as he had been doing \r\nfor two years. \"He left like every day at 6a.m. and, as some of his companions \r\ntold me, my boy worked that day until 4p.m. when it started to rain very \r\nheavily\". From that time, no one ever saw Sergio Omar \r\nagain.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">After \r\nwaiting in vain all night, the mother went out the next day to look for him. She \r\narrived at the place where he used to work and asked his son's companions for \r\npossible causes of his disappearance. But she did not get any. Then Carmen \r\nremembered that before he left to work, Sergio Omar made a comment. \"Mom, what \r\ndo you think two men came in a taxi yesterday? Although some know that they are no longer alive.<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\n<p class=\"wp-block-paragraph\">The \r\ndistressed woman asked her son what he had answered. \"He replied that no, that \r\nhe did not know anything about it and that all he did was to \r\nwork\".<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">His \r\nson added that one of the men after hearing him pulled out the cell phone and \r\ncalled someone, with whom he spoke for several minutes. \"Then they told Sergio \r\nto stay calm, to keep working and that nothing had happened\". The strangers \r\nleft. But strangely, the next day the boy disappeared and until this day no one \r\nhas known anything about his whereabouts.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"They told sergio to stay calm, to keep working and that anything had happened.\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">After \r\na year of Sergio's disappearance, a stranger arrived at Carmen's house and \r\nassured her that his firstborn had been killed. \"The guy told me that my son was \r\nburied in the La Isla sector, on the third track, the one known as La Mona, \r\nwhich runs from El Escobal to Ure\u00f1a. He indicated me the coordinates and told \r\nme: 'He is passing the T\u00e1chira River, close to a cave, which is made by a few \r\nbranches' \".<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nwoman, desperate for what she had been told, rushed to report the new \r\ninformation to the Colombian authorities, to whom she had already made a formal \r\ndenunciation about the disappearance of her son. She asked the officials to \r\naccompany her, but they refused, as they were not allowed to work on Venezuelan \r\nsoil. Then she decided to go and check for herself.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"I \r\narrived to that place, which was on an islet. There were buried shoes and pieces \r\nof women's clothing. In that place there must be many more people buried\", she \r\nsaid. The stories are very similar. The \r\nonly difference among them is the name of the illegal armed group acting on the \r\nColombian-Venezuelan border involved. In May, she received a call to inform her that her son's body \r\nhad appeared on a trail leading to La Mulata, another community in Venezuela. \r\nThe body of the young man, 22 years old, was found half-buried and in a state of \r\nadvanced decomposition. The woman had to wait almost six months for the \r\nInstitute of Forensic and Legal Medicine to confirm it was \r\nCarlos.<\/p>\n\n\n<p class=\"wp-block-paragraph\">\"My \r\nson disappeared on December 12, when he was riding a red Bera 200(*) motorcycle, \r\nvia Santa Cecilia-San Faustino, rural area of C\u00facuta\", tells the woman. (NT: \r\nbrand and model of the motorcycle). On that day the Venezuelan government had \r\nclosed the border as a result of the elimination of the 100 bolivars bill, the \r\nbasis of a retail economy that includes smuggling of fuel and foreign exchange. \r\n\"Carlos Alberto had some money that he used to buy gasoline that he carried on \r\nhis motorcycle. Since then he disappeared. The law of silence prevails along these roads, where illegal armed \r\ngroups coexist with military authorities - both on the Colombian and Venezuelan \r\nsides - fed by smuggling activities that never \r\ncease.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"It has been very hard because it is my son the eldest, the child that I spoiled, I consented. For a mom it's very difficult,\" Zoraida Meneses.<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Five \r\ndays later the authorities communicated with the woman and informed her that \r\nthey should take samples of her DNA to contrast it with that of a body that had \r\nappeared on the banks of the Pamplonita River. \"Legal Medicine took the tests on \r\nDecember 21 and told me that the results would take between six months and a \r\nyear\", Zoraida recalled. From there she began the struggle for the government to \r\nexpedite them.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">After \r\nfive months of insisting, the forensic institute informed her that the remains \r\nwere of Carlos. Not knowing whether to laugh or cry, she promptly got ready and \r\nwent with her family to reclaim the corpse and bid the last farewell to her son. \r\nNow she only hopes that one day the Colombian authorities will clarify the \r\nheinous crime.<\/p>\n\n<div class=\"kb-gallery-wrap-id-_B5oM9p-9h alignnone wp-block-kadence-advancedgallery\"><div class=\"kb-gallery-ul kb-gallery-non-static border<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\n<h2 class=\"wp-block-heading\">More than two decades of horror<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The \r\ntrans-border odyssey that lived Carmen and Zoraida is not new. It is the \r\nphenomenon of forced disappearance, which has been occurring for more than 20 \r\nyears in all corners of the country.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nthe country there is no exact number of people who one day left their home and \r\ndid not return, and the statistics of the official instances - Legal Medicine, \r\nProsecutor's Office, police and Ombudsman's Office - do not coincide with each \r\nother.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\ngovernment has set out to shed light on this problem beginning with the creation \r\nof a truth commission on forced disappearance, as established in the peace \r\nagreement that was signed with the Revolutionary Armed Forces of Colombia \r\n(FARC), after more than half a century of conflict. The work of this group, \r\nwhich has not yet begun, will have the challenge of clarifying the number of \r\npeople missing at the border, which, according to human rights organizations \r\nsuch as the Progresar Foundation, are \r\nincreasing.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>The prosecution and police say that the number of missing persons is not accurate because many relatives refrain from reporting<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">There \r\nis a consensus among them about this crime occurring most frequently in \r\npopulations in Norte de Santander: C\u00facuta, Villa del Rosario, Puerto Santander \r\nand Tib\u00fa. In the last two decades, around 3,600 people have disappeared in this \r\ndepartment, according to the numbers of the Department of Legal Medicine, \r\nattached to the National Prosecutor's Office. The Prosecutor's Office and the \r\nPolice claim that these numbers are not accurate because many families refrain \r\nfrom reporting, either because they do not want it or because they are warned \r\nnot to do so by illegal armed groups.<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"Una lucha por los desaparecidos de Norte de Santander y la frontera\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/yoC4opACxmc?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<p class=\"wp-block-paragraph\">Progresar \r\nFoundation, a non-profit organization, is one of the few that has worked hard \r\nwith relatives of the disappeared at the border. In 2010 they recorded - in the \r\nbook&nbsp;<I>Tantas vidas arrebatadas<\/I>&nbsp;(*) - \"a high number of forced \r\ndisappearances in C\u00facuta, Los Patios, Villa del Rosario, El Zulia, Puerto \r\nSantander and San Cayetano. (NT: Book's title:&nbsp;<I>So many lives taken<\/I>). \r\nThey found out that illegal armed groups use private vehicles and weapons to \r\nintercept people and subdue them. Nobody saw these victims again, because they \r\nwere buried in common graves made in the border line, either in Colombia or \r\nVenezuela\".<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">This \r\ncriminal practice has been recognized by former leaders of irregular groups. \r\nJorge Iv\u00e1n Laverde Zapata, former commander of the demobilized block Fronteras, \r\nof the extinct United Self-Defense Forces of Colombia, affirmed for this work in \r\nan interview that was made in Antioquia, where he lives today, after leaving \r\nprison, that the disappearance was a very common practice for this illegal armed \r\ngroup. \"To divert any information, either in Colombia or in Venezuela, we would \r\ngrab the person, kill them and bury them, or throw the corpse into the river. If \r\nwe decided to let it appear, we left it on the other side of the river, so there \r\nwould have been no investigation. In Venezuela the authorities do not overthink \r\nabout the dead that are not from there\". Laverde today collaborates with justice \r\nto help locate the disappeared, as it is enforced by the Law of Justice and \r\nPeace to which he submitted when he decided to demobilize. This armed group does \r\nnot have an exact number of how many people disappeared. They estimate some more \r\nthan 5,000 dead and missing in Norte de \r\nSantander.<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"Con sus hijos se fue su alma\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/zPtLu7My_HQ?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<p class=\"wp-block-paragraph\">This \r\nconfession adds to the one made by the paramilitary leader Edilfredo Esquivel \r\nRuiz, in May 2009. He said that when the holocaust of the 'paras' began in the \r\nborder area in 2000, he was able to verify with a Venezuelan National Guard \r\nofficial that many of those killed and disappeared by his illegal group were \r\nburied in the Jes\u00fas Mar\u00eda Sempr\u00fan municipality, from the Zulia state. This \r\nsituation generated protests among local fishermen.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Wilfredo \r\nCa\u00f1izares, director of the Progresar Foundation, explained that in the 1990s \r\nforced disappearance had a political connotation, because both the guerrilla and \r\nthe public force used it as a weapon to attack the enemy. Over the next decade \r\nthe conflict changed, with alliances between drug traffickers and the armed \r\ngroups, and the practice continued. Then it got worse when the paramilitary \r\nforces joined. \"No longer disappeared just a person, but all their family. From \r\n2005, those groups born from the failure of the negotiation with the \r\nself-defense forces began to disappear people for any trifle. All this has a \r\ncommon thread. Even today in C\u00facuta and the metropolitan area there is people \r\ndisappearing\".<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"392\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/17082017-12.jpg\" alt=\"\" class=\"wp-image-50966\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/17082017-12.jpg 1000w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/17082017-12-700x274.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/17082017-12-768x301.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n<h2 class=\"wp-block-heading\">With a service without much problem<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The \r\nlack of interest in carrying out exhaustive investigations when a grave or a \r\ncorpse is found in the border and thus help dozens of people who wish to clarify \r\nthe disappearances of their relatives, is not exclusive of the Venezuelan \r\nauthorities. In Colombia, despite the guidelines of the Prosecutor's Office and \r\nthe Police against forced disappearance, there are few results. The absence of \r\nofficial documents in this regard prove it.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">A \r\nclear example is that the authorities do not have more than 10 people dedicated \r\nto investigate disappearances. This portal was able to verify that the \r\nMetropolitan Police of C\u00facuta only has two plant officials to carry out these \r\ninvestigations, whereas the Technical Corps of Investigation of the Prosecutor's \r\nOffice, has three officials. Until less than five years ago, the Government \r\nordered the creation of a specialized unit to deal with forced disappearances \r\nwhich is attached to the Prosecutor's Office, but little is known of its \r\nprogresses. They were asked for an interview. So far, it has been the \r\nconfessions of paramilitary or guerrilla men who have guided the authorities to \r\nthe places where they have buried the people, who have then identified and \r\ndelivered to their relatives.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Colonel \r\nJavier Barrera, commander of the Metropolitan Police, said that his institution \r\nhas a protocol to receive complaints and investigate missing persons. But in \r\nrelation to the border, Barrera took distance, arguing that those zones are \r\ncontrolled by the Army. \"In the Constitution of Colombia it is very clear that \r\nthe border limits are monitored by the National Army\", he \r\nsaid.<\/p>\n\nThe \r\nArmy, on the other hand, affirmed that their mission is to protect the national \r\nsecurity, for which they maintain a daily struggle against armed groups. \r\nHowever, their patrols on the border are very few and in some neuralgic points \r\nthere are only small groups of soldiers.&nbsp;<BR \r\nstyle=\"mso-special-character: line-break\"><BR \r\nstyle=\"mso-special-character: line-break\">\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"Aquellos colombianos que quiz\u00e1s no volver\u00e1n a su tierra\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/sM12JEdTq-c?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<h2 class=\"wp-block-heading\">Border Territories of Death<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The \r\nVenezuelan locations that have been used by Colombia's illegal armed groups as a \r\nspillway to commit disappearances and murders are the communities of Llano \r\nJorge, San Antonio del T\u00e1chira, Boca de Grita, Ure\u00f1a, La Mulata and their \r\nsurroundings. Today it is not uncommon to see groups of Colombian or Venezuelan \r\nfamilies in the morgue of the central cemetery of San Crist\u00f3bal, looking for \r\nnews of their missing relatives, as authorities frequently find graves with \r\ncorpses on the border.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nProgresar Foundation has said that the Venezuelan scientific police (the Corps \r\nof Scientific, Penal and Criminal Investigations) is also far from optimizing \r\nresults on investigations of violent incidents on the border. In the Venezuelan border, they point out, there is \r\nno infrastructure or protocols to sort out processes and information to clarify \r\nthese crimes. The morgue and the central cemetery of San Crist\u00f3bal have taken \r\ncare of corpses that are not claimed, many of which would be \r\nColombian.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\u00c1ngel \r\nCardona Mogoll\u00f3n works there since 11 years ago. He assures that many corpses \r\narrive to that place without identifying because the morgue of the Central \r\nHospital of T\u00e1chira\u2019s capital city is collapsed. If families do not claim them, \r\nthey are buried. \"In recent years this has increased. Many dead are arriving \r\nfrom border areas near La Fr\u00eda, El Pi\u00f1al and other locations. Worst of all is \r\nthat many of those bodies are buried unidentified\", the official \r\nexplained.<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"387\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/17082017-15.jpg\" alt=\"\" class=\"wp-image-50968\"\/><figcaption>Corpse of a Colombian found in Venezuela<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">This \r\nyear, at least five bodies are being received every week in this cemetery from \r\nthe borders between Colombia and Venezuela, according to Cardona. This year they \r\nhave dug 10 common graves, where there are buried between 10 and 15 corpses, in \r\neach one. Many of those dead may be Colombians or Venezuelans disappeared by the \r\nirregular forces operating at the border.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"Until \r\nColombia and Venezuela do not reach an agreement and build a common instrument, \r\nthe border will continue to be used by illegal armed groups to do whatever they \r\nwant, disappearances will not stop and will continue to increase as has happened \r\nso far\", said Ca\u00f1izares.<\/p>\n\n<div class=\"kb-gallery-wrap-id-_6N7Dpz-2Z alignnone wp-block-kadence-advancedgallery\"><div class=\"kb-gallery-ul
