Part \r\none |<\/B> Since \r\nJoaqu\u00edn 'El Chapo<\/I>' Guzm\u00e1n escaped for the first time from a maximum \r\nsecurity prison in Jalisco, western province of Mexico, the Attorney General's \r\nOffice has not fought the financial structure of his powerful cartel, Sinaloa's, \r\nor his personal fortune, calculated at $21.6 billion. This is demonstrated by \r\ndocuments of the Federal Prosecutor's Office.<\/p>\n\n\r\n\n

His \r\nfirst escape was in January 2001. He was then recaptured in the port of Mazatlan \r\nin February 2014 and imprisoned. He managed to escape for the second time going \r\nthrough a tunnel in July 2015. He evaded the penitentiary system over and over \r\nagain and then he was recaptured in early 2016.<\/p>\n\n\r\n\n

Surprisingly, \r\na year later, the Mexican Government decided to extradite him to the United \r\nStates one day before Donald Trump took over the presidency, on January 20, \r\n2017.<\/p>\n\n

    Three \r\ndifferent governments - those of presidents Vicente Fox, Felipe Calder\u00f3n and \r\nEnrique Pe\u00f1a Nieto - passed, and the Attorney General reports that, in the \r\nperiod 2001-2017, only three jewels, two vehicles, a house, eight ammunition \r\nclips, a grenade and 171 munitions were confiscated from him. The value of what \r\nwas recovered is minute compared to that of the real estimated estate \r\nof El Chapo<\/I>, which is in fact similar to the man ranked 33rd in the \r\ntop 100 of richest people in the world, Michael Dell, creator of the computers \r\ncompany of the same name, according \r\nto Forbes<\/I> magazine.<\/p>\n\n\n

    The information available from the institutions in charge, about the quantities and the value of the seized goods is limited and irregular<\/p><\/blockquote><\/figure>\n\n\n

    The \r\nanalysis of three databases of the Attorney General's Office, obtained by \r\nrequests through the Transparency Law which is in force in the country, shows \r\nthat although the Mexican State has apprehended high-profile drug traffickers, \r\nthe same authorities tend to ignore the magnitude of their financial structures. \r\nThe information available from the institutions in charge, about the quantities \r\nand the value of the seized goods is limited and irregular. And in cases where \r\nfigures are handled, the value of registered objects and money is minuscule in \r\ncontrast to estimates of the mafia's assets.<\/p>\n\n\r\n\n

    The \r\ninstitutional weakness in the financial investigation against the mafias also \r\naffects judicial processes that backfire to the State. In some cases, the \r\ngovernment has had to financially compensate damages to third parties for goods \r\nseized from drug traffic activities. The situation is exacerbated by the \r\nextradition of narcos abroad, because Mexico, by ignoring the structures of \r\nproperties and economic resources of crime, risks not being able to claim \r\nthem.<\/p>\n\n\r\n\n

    An \r\ninterview was requested with the Attorney General, Ra\u00fal Cervantes, to clarify \r\ndifferences in the data and to delve into the subject but, until the date this \r\nreport has been written, it was not granted.<\/p>\n\n\r\n\n

    In \r\nthe first days of May, Cervantes stated in a television interview \r\nthat El Chapo<\/I> did not use the financial system. \"Every time we \r\nwere searching, we said: 'He doesn't use the financial system'. However, this is \r\nnot so simple. There are others who do\".<\/p>\n\n\r\n\n
