{"id":2543,"date":"2018-11-04T11:56:11","date_gmt":"2018-11-04T11:56:11","guid":{"rendered":"https:\/\/armando.info\/?p=2543"},"modified":"2018-11-04T11:56:11","modified_gmt":"2018-11-04T11:56:11","slug":"three-families-in-mexico-fatten-their-fortunes-with-venezuelas-claps","status":"publish","type":"post","link":"https:\/\/armando.info\/en\/three-families-in-mexico-fatten-their-fortunes-with-venezuelas-claps\/","title":{"rendered":"Three Families in Mexico Fatten their Fortunes with Venezuela\u2019s Claps"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">On \r\nOctober 18, the Attorney General of Mexico revealed the findings of an \r\ninvestigation into the financial operations behind the purchases of food in that \r\ncountry by intermediaries of the Government of Nicol\u00e1s Maduro for the state \r\nprogram of the Local Committee for Supply and Production (Clap). The assistant \r\nattorney general specialized in organized crime investigation, Israel Lira, \r\ndefined it as a \"fraudulent scheme\" of \"unusual operations\" by companies and \r\npeople who sold \"low-quality\" products with \"overpricing\" to \r\nVenezuela.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At \r\nthat time, the official statement of the Mexican agency only referred to the \r\ncast of characters that move around the scheme of import intermediation of \r\nColombian entrepreneurs Alex Nain Saab Mor\u00e1n and \u00c1lvaro Pulido Vargas. But did \r\nnot made an allusion to the suppliers, a trio of business groups in Mexico that \r\nhold in their few hands a billion-dollar \r\nbusiness.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Jorge \r\nand El\u00edas Landsmanas Dymensztejn, owners of Corporativo Kosmos and its \r\nsubsidiaries Productos Serel and La Cosmopolitana; Jorge Carlos Fern\u00e1ndez \r\nFranc\u00e9s of El Sardinero; and Arist\u00f3teles Vaca P\u00e9rez, owner of Almacenes Vaca and \r\nRice &amp; Beans, are the names of those who supply a fundamental portion of the \r\nsupplies that arrive in Venezuela packed as Clap boxes or bags. They are joined \r\nby Grupo Brandon, a dummy company that in 2018 has monopolized the offer of \r\npowdered milk for the Venezuelan social program.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Some \r\nof these companies have already appeared on the Mexican press as protagonists of \r\npublic incidents. For instance, La Cosmopolitana was responsible for \r\ndistributing Salmonella-contaminated food in a jail called Puente Grande in \r\n2014, which intoxicated 450 inmates. El Sardinero was fined for falsifying the \r\naddress in a public tender, while Almacenes Vaca holds around 600 contracts by \r\ndirect award with the Government of Enrique Pe\u00f1a Nieto, outgoing president of \r\nMexico.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nthe statement of October 18, the authorities preferred to omit the participation \r\nof these companies for which the government plan formalized by Nicol\u00e1s Maduro on \r\nMarch 12, 2016 became a millionaire opportunity. Figures from the Ministry of \r\nEconomy of Mexico indicate that from January 2017 to August 2018 alone, exports \r\nof the 11 products containing Clap boxes totaled 850 million dollars. A \r\nsignificant increase if taking into account that months before the creation of \r\nthe state plan, the trade between both countries was minimum and there were just \r\nsporadic exports of vegetable oil, corn flour and lentils. \r\n<\/p>\n\n\n<h2 class=\"wp-block-heading\">Deep-Sea Fishing<\/h2>\n\n\n<p class=\"wp-block-paragraph\">As \r\nto El Sardinero, self-defined as a \"leading company in food services\", business \r\nstarted soon. In early 2017, it dispatched thousands of Clap combos for \r\nCobiserta, a company attached to the T\u00e1chira State Government, with which Group \r\nGrand Limited signed in late 2016 a contract to supply the program of the \r\nVenezuelan Government. At the time of the agreement between Group Grand Limited \r\n- the holding registered in Hong Kong by Saab and Pulido - and the State \r\nGovernment of T\u00e1chira, in western Venezuela, the governor of the State was Jos\u00e9 \r\nGregorio Vielma Mora, a captain of the army of Hugo Chavez's batch, former \r\ndirector of the national tax agency and then Minister of Foreign Trade of \r\nNicol\u00e1s Maduro for a few months.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">On \r\nOctober 18, the assistant attorney general of Mexico pointed at the network \r\ncreated around <A \r\nhref=\"https:\/\/armando.info\/Reportajes\/DemoPublico\/167\">Group Grand Limited, with \r\nwhich the duo of Colombian entrepreneurs organized all their import \r\nbusiness<\/A>. \r\n\"The presence of several operators was detected, like Alex X, apparently related \r\nto Government authorities of that country, as well as \u00c1lvaro X, Emmanuel X, \r\nSantiago X and Andr\u00e9s X, who, with the purpose of obtaining the food products to \r\nbe supplied to the Venezuelan Government, resort to other companies in different \r\ncountries, including Mexico.\" He was referring to Alex Saab and \u00c1lvaro Pulido, \r\nbut also <A \r\nhref=\"https:\/\/armando.info\/Reportajes\/DemoPublico\/175\">to representatives of \r\nGroup Grand Limited in Mexico<\/A>, \r\nSantiago Uzc\u00e1tegui Pinto, Andr\u00e9s Eduardo Le\u00f3n Rodr\u00edguez and Emmanuel Enrique \r\nRubio Gonz\u00e1lez, son of \u00c1lvaro Pulido, who changed his name shortly after 2000, \r\noriginally Germ\u00e1n Rubio. The General Prosecutor, Luisa Ortega D\u00edaz, dismissed by \r\nNicol\u00e1s Maduro, denounced in last year\u2019s August that the Venezuelan president \r\nwas behind Group Grand Limited.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">A \r\nrecent bill, dated July 7, 2018, reveals that El Sardinero maintains food \r\nsupplies for the Claps in partnership with Colombian entrepreneurs, although no \r\nlonger through Group Grand Limited. Its merchandise arrives in Venezuela after the intermediation of companies linked to Colombians Alex Saab and \u00c1lvaro Pulido.<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\n<p class=\"wp-block-paragraph\">In \r\n2015, the name of Jorge Carlos Fern\u00e1ndez Franc\u00e9s, owner of El Sardinero, was \r\nnews when it was discovered that, in order to evade taxes, he put Mexico City \r\nlicense plates on to a Ferrari 458 that he used to drive around Paris, Barcelona \r\nand Rome at least four years before. The registration number 415-SYL used by his \r\nsports car actually belonged to a 2003 Golf, according to car records of the \r\ngovernment of Mexico City, and it was in the name of El Sardinero. The company \r\nhas also had its clashes with the law. On December 22, 2014, the Public Service \r\nsanctioned it with a ban of just under two and a half years to enter into \r\ncontracts with federal agencies and entities, and a fine of 672,000 pesos \r\n(around $ 34,000), for falsifying the address in a public tender. \r\n<\/p>\n\n\n<h2 class=\"wp-block-heading\">Captive Markets<\/h2>\n\n\n<p class=\"wp-block-paragraph\">It \r\nis not the only Mexican company linked to the Clap business, engaged in \r\nirregularities. The Landsmanas Dymensztejn family, owner of La Cosmopolitana and \r\nProductos Serel, was penalized in July 2014 by health authorities of the \r\nGovernment of Jalisco, province of western Mexico, after verifying that they \r\nsold food with Salmonella in the Puente Grande prison. It is the same \r\nconglomerate that sells Kosland milk powder, manufactured by Serel Products, \r\nwhich arrives in Venezuela in the Clap combos. The brand was one of the worst in \r\nnutritional terms after the physical-chemical analysis conducted by the \r\nInstitute of Food Science and Technology of Universidad Central de Venezuela \r\n(UCV) practiced on several Mexican milks at the request of Armando.info. \r\n<A \r\nhref=\"https:\/\/armando.info\/Reportajes\/DemoPublico\/2394\">The product showed \r\nexcess carbohydrates and sodium, but low calcium levels<\/A>, \r\nto the point that children had to consume 24.8 glasses to cover their daily \r\ncalcium supply instead of the 1.8 glasses that are normally required. Clap \r\ncombos have also contained lentils, beans and sugar from the same Kosland brand \r\nof Serel Products.<\/p>\n\n<div class=\"kb-gallery-wrap-id-_vJ169y-t5 alignnone happened in the Puente Grande prison. \r\nAlthough the National Human Rights Commission (CNDH) continues receiving \r\ncomplaints from inmates' families about \"poor-quality and unhygienic food\" from \r\nLa Cosmopolitana, the millionaire contracts to provide food to several Mexican \r\nprisons have not ceased and it has just obtained a new one for 143 million \r\nMexican pesos (just over 7.1 million dollars) to offer food services to the \r\ninmates of the Centers for Social Reintegration and Adolescents of the State of \r\nBaja California, northwest from Mexico. According to Contrabook, La \r\nCosmopolitana accrues 4,623 million pesos (around 230 million dollars) for \r\npublic contracts in Mexico.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Customs \r\nreports, however, seem to indicate that this year the participation of La \r\nCosmopolitana and Productos Serel in food shipments to Venezuela has dropped. Like El Sardinero, Grupo Brandon billed Asasi Food \r\nFZC, the company registered in the United Arab Emirates, the goods that would \r\neventually be received in Venezuela by Corporaci\u00f3n \u00danica de Servicios \r\nProductivos y Alimentarios (Sole Corporation of Productive and Food Services \r\n-Cuspal), attached to the Ministry of Food.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\ndocument shows that Grupo Brandon sold the kilo of milk from brands like Vilec, \r\nSanta Paula and Suprema to Asasi Food FZC, at $ 2.20.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Although \r\nthe product price billed by the intermediaries to the Government of Maduro was \r\nnot verified for this report, in 2017, <A \r\nhref=\"https:\/\/armando.info\/Reportajes\/DemoPublico\/2443\">&nbsp;Alex Saab and \r\n\u00c1lvaro Pulido, through Group Grand Limited, first charged the kilo of Mexican \r\nmilk powder at 4.75 dollars to the Government of the State of T\u00e1chira, and \r\nmonths later, charged it at almost 7 dollars to Cuspal<\/A>, \r\nas part of the two contracts reached with the Venezuelan authorities. This last one \r\nallowed him to stood out as one of the entrepreneurs preferred by Enrique Pe\u00f1a \r\nNieto. Not in vain, in this six-year period to be closed, he obtained about 600 \r\ncontracts by direct award and through Diconsa, the largest social network of \r\ngrocery stores in Mexico, responsible for ensuring the distribution of food to \r\nthe most financially vulnerable population.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Rice \r\n&amp; Beans was the vehicle through which the tycoon reached the Clap business. \r\nFrom this year\u2019s January and June alone, the company placed almost 75,000 tons \r\nof food in Venezuelan ports. As with El Sardinero and Grupo Brandon, exports are \r\nmade through the network of Alex Saab and \u00c1lvaro Pulido.
