At the height of its international expansion - which \r\ncoincided with the wave of progressive governments in the region in the early \r\n21st century -, Odebrecht pulled the strings of the political balance in Latin \r\nAmerica. And not the company but Marcelo Odebrecht, the so-called Prince of \r\nBrazil, personally oversaw that, for example, the Venezuela of Hugo Ch\u00e1vez \r\n\u2014after defecting from the Andean Community of Nations (CAN), which the country \r\nhad helped to establish 40 years before\u2014 was accepted with forceps in the \r\nSouthern Common Market, Mercosur.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">It \r\nwas an eight-month process with lobby meetings called by the top levels of the \r\nnow prominent Brazilian construction giant, even Marcelo Odebrecht. Already in \r\nMarch 2009, the Executive President of the corporation and top of the family \r\nbrought together his senior staff to plan an action to guarantee the entry of \r\nVenezuela into the natural field of the Brazilian economy, a move of \r\ngeopolitical nature that counted on stern resistance in the parliaments of \r\nBrazil and Paraguay. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<p class=\"wp-block-paragraph\">In \r\norder to overcome the reluctance in the Brazilian Senate, Odebrecht recruited \r\nthree key senators, Aloizio Mercadante, Antonio Palocci and Ti\u00e3o Viana of the \r\nthen ruling Workers' Party (PT), the party of former presidents Inacio Lula da \r\nSilva and Dilma Rouseff. This is evident based on the e-mails found in Marcelo \r\nOdebrecht's computer, collected on the pages assembled in the prosecutor's \r\noffice and the Brazilian Judiciary, as part of the Lava Jato \r\nOperation.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">Odebrecht\u2019s drill turned on<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Ch\u00e1vez \r\ngovernment, with its proclaimed Bolivarian vocation, embraced a pretension of \r\nhemispheric integration that would crystallize into different initiatives. Alba, \r\nCelac, Petrocaribe, and Unasur were some, and <I>Chavismo<\/I> may be responsible \r\nfor their origin. But this doctrine gave rise to one of the positions that \r\ntransformed into a daring pirouette \u2014Caracas decided to break with the old \r\nAndean Pact and, above all, with a solid commercial trade with Colombia, to join \r\nMercosur.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At \r\none point, leftist governments coincided in the four Mercosur capitals: \r\nBrasilia, Buenos Aires, Montevideo and Asunci\u00f3n. The scene seemed attractive to \r\nCh\u00e1vez, an ally - and in many cases, a financier - of those governments. But the \r\nsong of the progressive sirens led the Venezuelan leader to run aground on a \r\nstalemate. In spite of all the sponsorships, after three years of negotiations, \r\nVenezuela was no more than a figure with voice but no vote in Mercosur. The \r\nexpress channel towards the membership that the Venezuelan leader may have \r\nimagined was blocked. However, three years later, the country status was in limbo. \r\nAlthough all the presidents had already said \u201cyes,\u201d the parliaments of Paraguay \r\nand Brazil had not given their approval.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Even \r\nwith a majority in the Senate, not even Lula's political machinery managed to \r\nget enough support for the Committee of Foreign Affairs and National Defense of \r\nthe upper house of Brasilia to agree to elevate the case to the Plenary, but \r\nOdebrecht intervened.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\npower of the company ensured that Eduardo Azeredo \u2014president of that committee, \r\nwho had publicly emerged as one of Ch\u00e1vez's most tenacious adversaries in \r\nBrasilia\u2014 sit down with them to review and eventually change his position \r\nregarding Caracas. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<div class=\"kb-gallery-wrap-id-_TZoFKW-yl alignnone from the \r\ncommittee a resolution to reject the silencing, decreed by Ch\u00e1vez, of the main \r\nprivate television network in Venezuela, RCTV. Vehemently, Chavez did little to \r\nplay down the dispute. On the contrary, he dedicated rhetorical darts to Azeredo \r\nand the Brazilian congress, whom he called \"parrots that repeat everything the \r\nUSA says.\" In general, he did not seem willing to win the goodwill of the \r\nparliamentarians. Persuasion would be left to Odebrecht.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Azeredo \r\nwas asked for understanding. Venezuela then established itself as the \r\ndestination of a fifth of the sales of the most important construction company \r\nin Brazil and one of the largest customers in the country forced to look outside \r\nwhat it could not find at home. Behind closed doors, the same senator who \r\npublicly confronted Ch\u00e1vez, told Odebrecht that although he would support his \r\nparty's refusal against the Venezuelan leader in front of the media, he would \r\nnot express particular resistance during the debate for Venezuela to join the \r\nregional block.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">This \r\nwas reported by Rubio Fernal e Sousa, one of Odebrecht executives, in an e-mail \r\naddressed to his boss, Marcelo Odebrecht, and four other members of the board of \r\ndirectors interested in the mission to open the door for Venezuela to enter \r\nMercosur.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"500\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/08042018-05.jpg\" alt=\"\" class=\"wp-image-53140\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/08042018-05.jpg 800w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/08042018-05-700x438.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/08042018-05-768x480.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><figcaption>Marcelo Odebrecht, Former CEO of the Odebrecht Organization<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">\"Today, \r\nI was with Senator Eduardo Azeredo (PSDB MG), who recently held the Presidency \r\nof the Committee of Foreign Affairs of the Senate, where the project is coming,\" \r\nsaid Fernal, the company's executive, in an e-mail sent on Wednesday, March 11, \r\n2009, at 3:12 pm. \"He will try to be well-balanced without allowing any \r\nexaggeration and avoiding protections, and he is sure that entry will be \r\napproved if the Government wishes so (the committee has 19 votes and only 7 are \r\nagainst, led by the PSDB).\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Azeredo, \r\nhowever, challenges those agreements. Although he did not fail to admit the \r\nmeeting with the company, now that he is away from the Congress and politics in \r\ngeneral, this week he responded by e-mail that nothing affected his position. \r\n\"My vote was against, as stated in the records of the Senate,\" he said. \"There \r\nwas no interference with the conversations with Odebrecht representatives. The \r\nentry was approved because most senators were in favor of the then \r\nGovernment.\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">Business Lobby<\/h2>\n\n\n<p class=\"wp-block-paragraph\">On \r\nOctober 29, 2009, the Committee of Foreign Affairs finally brought the \r\ndiscussion of the adhesion protocol to a higher level, where the motion obtained \r\ntwelve votes in favor and five against. Two months later, the Plenary of the \r\nSenate approved the incorporation of Venezuela into the regional bloc. Viana received the double, two \r\nmillion reais (around $ 600,000). But he only officially reported a quarter for \r\nhis campaign as a candidate for governor of the state of Acre. While Palocci, \r\nformer senator and former finance minister, a strong man of the governments of \r\nLula da Silva and Dilma Rousseff, is in jail after being sentenced to just over \r\ntwelve years for participating in the illegal payment and subsequent laundry of \r\nover ten million dollars, also for political campaigns.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">And \r\nif it was not exactly a surprise that Odebrecht found correspondents in \r\nBrazilian politics through whom it operated, it obtained unexpected support from \r\nVenezuela. Opposition leader Antonio Ledezma, former mayor of Caracas and now a \r\npolitical exile surprisingly pushed the boat in the same direction as \r\nOdebrecht.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">To \r\nmake the final decision and vote on the thorny issue, the parliamentarians of \r\nthe Committee of Foreign Affairs of Brazil opted to get the testimony of an \r\nexpert in the matter. They called Ledezma to testify.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"The final vote will be today and, according to senators, the setbacks put by Ch\u00e1vez were cleared by his greatest critic, Antonio Ledezma\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Although \r\nLedezma had sent a letter to the Brazilian Senate in May 2009, warning that \"it \r\nwould be a very serious precedent to admit a president into Mercosur whose \r\nactions reflect an authoritarian escalation and who does not believe in the \r\nmarket principles and the processes of integration,\" five months later, he \r\nchanged his position when he gave a statement before the Brazilian \r\nSenate.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Ledezma\u2019s \r\nrectification probable surprised the most the Ch\u00e1vez government representatives, \r\nwho had hastened to disqualify his statements in advance. The party leader of \r\nAlianza Bravo Pueblo (ABP) asked Brazil's senators to approve Venezuela's entry \r\ninto Mercosur, even despite of his own reservations about the authoritarian \r\ndrift of the Caracas regime. \"The final vote will be today and, according to \r\nsenators, the setbacks put by Ch\u00e1vez were cleared by his greatest critic, \r\nAntonio Ledezma,\" reported El Espectador de Colombia newspaper in its October \r\n28, 2009 edition.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"One \r\nthing is integration and another thing is the policy of expansion implemented by \r\nthe Government of President Ch\u00e1vez, and for the democracies of our continent, it \r\nis necessary that Venezuela respects the technical rules and adheres to the \r\nprotocols that are the backbone that support Mercosur,\" said Ledezma in \r\nBrasilia.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"500\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/08042018-09.jpg\" alt=\"\" class=\"wp-image-53144\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/08042018-09.jpg 800w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/08042018-09-700x438.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/08042018-09-768x480.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><figcaption>Antonio Ledezma, former Mayor of the Metropolitan District of Caracas<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">As \r\nreported in this portal in July 2017, <A \r\nhref=\"https:\/\/armando.info\/Reportajes\/Resume\/145\">Ledezma is mentioned - along \r\nwith other Chavismo and opposition leaders, like Diosdado Cabello or Carlos \r\nOcariz - among the presumed beneficiaries of contributions made<\/A> by \r\nOdebrecht to different electoral campaigns of local scope, also mentioned in the \r\nplea bargains of the company executives. In the case of Ledezma, always \r\naccording to those testimonies recorded by the Brazilian justice, the \r\ncontribution would was made in April 2008, just over a year before the former \r\nmayor's testimony to the Brazilian Senate, and precisely on the occasion of the \r\nlocal elections for the Metropolitan Mayor\u2019s Office of \r\nCaracas.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Despite \r\nthe efforts to contact the former mayor, including negotiations with five of his \r\nrelatives and close associates, it was not possible to have Ledezma's version \r\nfor this report. During the most recent week, according to the news agencies, \r\nLedezma accompanied the opposition leaders Carlos Vecchio and Julio Borges on a \r\ntour through France and Spain, where they were received by presidents Maurice \r\nMacron and Mariano Rajoy, respectively.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nany case, and regardless of Ledezma\u2019s appearance before the Brazilian parliament \r\nor Odebrecht\u2019s boldness to overcome the political obstacles, the efforts, though \r\nsuccessful in Brasilia, would be insufficient. Venezuela\u2019s intention to enter \r\nMercosur got stuck in Paraguay, a country of seven million inhabitants, a \r\nLilliputian member of the trade alliance, together with Uruguay. The congress of \r\nParaguay never approved Chavez's Venezuela, and it was necessary that the other \r\nmembers of the bloc suspended the Guarani in June 2012, following the \r\nparliamentary impeachment of President Fernando Lugo, for Caracas to join the \r\nclub.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At \r\nthat time, Hugo Ch\u00e1vez was already suffering from the cancer that killed him \r\njust nine months later. His successor, Nicol\u00e1s Maduro, was kicked out of the \r\ngroup in 2017.
