In \r\ntotal, D\u00e1ger appears linked to the flow of 235 million dollars that the Swiss \r\nProsecutor's Office attributes to the Odebrecht plot in Venezuela. The alarms \r\nwent off when they found about 49 million in bank accounts in that country that \r\nhe had received from Innovation Research Engineering and Development and some of \r\nthe already known facades of the Brazilian construction giant to circulate their \r\nirregular payments.<\/p>\n\n\r\n\n
But, \r\nafter that initial discovery, the Swiss authorities noticed an even larger flow \r\nthat reached the accounts of D\u00e1ger from the OIV Consortium, a trio of companies \r\nthat, together with Odebrecht, the Italian Impregilo and the Venezuelan \r\nVinccler, was organized in June of 2005 to erect in the State of Bol\u00edvar, in the \r\nVenezuelan Guayana, the so many times promised and still unfinished \r\nhydroelectric dam of Tocoma.<\/p>\n\n

<\/div><\/div>The OIV Consortium was responsible for the Tocoma hydroelectric plant together with Odebrecht<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\n\"In \r\naddition to the direct or indirect income of the Odebrecht group in accounts \r\nheld by D\u00e1ger, other income that could be of interest is recorded,\" said \r\nprosecutor Dounia Rizzonico in a document dated November 10, 2017, which she \r\nsent from Switzerland to the General Prosecutor's Office of the Republic of \r\nVenezuela, under code SV.17.0220-REZ. \"Nearly 180 million USD were recorded \r\nbetween 2010 and 2015, coming from an account of OIV-Tocoma Consortium in \r\nBanesco Bank, Panama, with the reference of 'purchase \r\nmaterial'\".<\/p>\n\n\r\n\n
The \r\nSwiss prosecutor's office managed to freeze almost 90 million dollars dammed in \r\nfour of the thirteen bank accounts in the name of companies controlled by D\u00e1ger: \r\nBMS Investment, Kenvest Corp, Ocean Business Ltd, and Alquimia Holdings. But the \r\nrest of the money went on. For example, 1.3 million ended up in the M&L Art \r\nCorporation and was received by Venezuelan Alejandro Freites, owner of the \r\nFreites Gallery. Interrogated on the matter, the dealer assures that the \r\ntransaction does not hide more mystery than the sale of artworks to D\u00e1ger, the \r\ndetails of which he prefers to reserve. He also seems surprised. He never \r\nexpected that the Swiss authorities would link him to one of the greatest cases \r\nof corruption ever seen in Latin America.<\/p>\n\n\r\n\n
But \r\nhe also did not suspect, he says, of another million dollars that he received, \r\nnot directly from D\u00e1ger, one of the clients of his gallery, but from the \r\naforementioned Odebrecht facade company Innovation Research Engineering and \r\nDevelopment, which between 2012 and 2014, remitted 14 million to D\u00e1ger from the \r\nMeinl Bank of Antigua, the bank that Odebrecht bought and tailored to suit its \r\nneeds in the Caribbean island of Antigua.<\/p>\n\n\r\n\n
Two \r\ntransactions were made to Freites in an offshore company, which he shared with \r\nhis wife and daughter in the British Virgin Islands, under the name of Maambe \r\nCorporation, and from which he only claims to have sold several artworks that he \r\nsent to Miami Beach, Florida. No more than that. In the interview, he prefers \r\nnot to give details out of respect for his clients.<\/p>\n\n\r\n\n

Swiss Effort<\/h2>\n\n\n
The \r\nOffice of the General prosecutor\u2019s Office of Venezuela has not referred to this \r\nparticular aspect nor, in general, to the framework of irregular contributions \r\nand payments built by Odebrecht and other Brazilian civil engineering companies \r\nin Venezuela. Now that several pieces of the Odebrecht puzzle in Venezuela are \r\nbeginning to appear, in the office of the pro-government prosecutor, Tarek \r\nWilliam Saab, they ignore the case while their archrival, the rebel prosecutor, \r\nLuisa Ortega D\u00edaz, got this week from the so-called Supreme Court in exile a \r\nsentence of 18 years in prison against the head of state, Nicol\u00e1s \r\nMaduro.<\/p>\n\n\r\n\n
A \r\nyear ago, Saab ruled out opening an investigation against Maduro. \"We will not \r\nwork based on speculations,\" he resolved in August 2017, when he had just held \r\nthe position at the Prosecutor\u2019s Office. Now he does not even mention the case. \r\nHis office agreed to give an answer when formally requested for information \r\nabout the Odebrecht case, but it never came.<\/p>\n\n\n

In \r\nSwitzerland, where there are still many clues on the matter, the prosecution \r\nauthorities continued with the investigative measures. There they keep track of \r\na dozen Venezuelan contractors and subcontractors -mainly related to the Tocoma \r\ndam -, who received payments from Odebrecht, either through D\u00e1ger or through the \r\nparallel channels with offshore companies of the Department of Structured \r\nOperations, as Odebrecht euphemistically called its management of bribe \r\npayments.<\/p>\n\n\r\n\n
The \r\nlist includes, among others, the name of Manuel Jos\u00e9 Salazar Bianchi, the vice \r\npresident of the Venezuelan Government contractor, Constructora Servisaga, who \r\nreceived $ 3 million from Yellow Sun Group Corp. Also includes the Venezuelans \r\nAlan Jes\u00fas Rodr\u00edguez Gonz\u00e1lez and Luis Ram\u00f3n Serrano, each with more than six \r\nmillion dollars that D\u00e1ger paid them on behalf of companies M.L. Intelligence \r\nand Gambrel Group, respectively. Also 4.4 million for Energy Consultancy \r\nVentures, owned by lawyer Freddy Manuel D\u00edaz, general secretary of the Gigantes \r\nde Guayana basketball team and, in the past, part of the board of directors of \r\nthe Professional Basketball League.<\/p>\n\n\r\n\n
