The \r\nfuss and dialogue of Nicol\u00e1s Maduro Government officials suggest a trade breakup \r\nwith Panama. But a thorough review of the Caracas blacklist reveals the \r\nprecision with which Venezuelan authorities avoid to incur \"collateral damage,\" \r\nthus evading the incorporation of registered companies or companies operating in \r\nthe isthmus that act as intermediaries in the supply business of imported food \r\nfor the Local Supply and Production Committee (Clap) in Venezuela. Incidentally, \r\nthey do not appear among the companies sanctioned by the Panamanian Government \r\nof Juan Carlos Varela either.<BR><BR \r\nstyle=\"mso-special-character: line-break\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Some \r\nexample are FB Foods LLC and Wellsford Trading Corp, two shell companies \r\nincorporated in the Panamanian capital that have been active in the shipment of \r\nsupplies for the Claps, a program implemented two years ago, aimed to ease the \r\nravages of the chronic shortage of essential goods among the low-income \r\npopulation - the electoral customers of Chavism.<BR \r\nstyle=\"mso-special-character: line-break\"><\/p>\n\n\n<p class=\"wp-block-paragraph\">Caracas sanctions were focused - at least on the first \r\nlist of 46 companies - on big names of the binational trade, like Compa\u00f1\u00eda \r\nPaname\u00f1a de Aviaci\u00f3n (Copa)\u2014one of the few airlines that still flight to \r\nVenezuela\u2014, and Samsung, the Korean electronics company, and the Swiss Sanofi \r\nAventis, both with headquarters in Panama. They are prevented from operating in \r\nVenezuela for 90 days, effective April 6, but the period could be extended. All \r\nin retaliation for the penalty previously imposed in Panama City to 55 officials \r\nand 16 companies from Venezuela related to Carlos Malpica Flores, nephew of the \r\nVenezuelan first lady, Cilia Flores.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">While new \r\npunitive measures are being suggested in both countries, the surge already went \r\nup one step with Panama banning Venezuelan airlines from landing in that \r\ncountry, and the publication on Friday of a second list with 50 other Panamanian \r\ncompanies banned by the Venezuelan authorities. \"The Bolivarian Government \r\nrejects the unacceptable aggression of the anti-grass roots and corrupt \r\ngovernment of President Juan Carlos Varela against the people of Venezuela. The \r\npresident @JC_Varela aims to divert attention from the serious moral breakdown \r\nthat his government is going through,\" Venezuelan Vice President Tareck El \r\nAissami attacked on Twitter on the afternoon of April 5.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><BR><BR style=\"mso-special-character: line-break\"><BR \r\nstyle=\"mso-special-character: line-break\">&nbsp;<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\thttps:\/\/youtube.com\/watch?v=hoLI9V-gx6s\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<p class=\"wp-block-paragraph\">Minutes later, the Central American Head of State \r\nresponded on the social media with a poisoned dart by suggesting that \r\nVenezuela's ruling leaders are lining their pockets at the expense of the hunger \r\nof its citizens. \"I do not know what is more difficult to understand, seeing a \r\nrich country which most of its population depends on the distribution of food \r\nbags to feed itself, or seeing a top authority of this country enrich himself \r\nwith the sale of these bags,\" Varela said and spread the \r\nsuspicions.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">But, in the \r\nmidst of the fierce crossfire, FB Foods and Wellsford emerged \r\nunscathed.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><BR><BR style=\"mso-special-character: line-break\"><BR \r\nstyle=\"mso-special-character: line-break\">&nbsp;<\/p>\n\n\n<h2 class=\"wp-block-heading\">Formula to Go Unnoticed<\/h2>\n\n\n<p class=\"wp-block-paragraph\">There are two companies registered in Panama, \r\noperating as contractors of the state-owned Corporaci\u00f3n Venezolana de Comercio \r\nExterior (Corporvex), which in 2017 invoiced millions of dollars in exchange for \r\nthe food combos. FB Foods LLC, incorporated on March 24, 2017 by the law firm De \r\nLa Fuente &amp; Salda\u00f1a, Abogados (Delasa), which unlike the Morgan &amp; Morgan \r\nlaw firm, was not on the list of companies banned by the Venezuelan \r\nGovernment.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">By \r\nthe date FB Foods LLC was founded, the idea of the Claps had taken off. With the \r\nCLAPs conceived in late 2016, the Government of Nicol\u00e1s Maduro fed the people by \r\nmeans of massive food imports through intermediaries from Barbados (Postar \r\nIntertrade Limited) and Hong Kong (Group Grand Limited) from Mexico, the country \r\nwhich most of the so-called combos or Clap bags came from, and which was the \r\ngreat beneficiary of the Venezuelan state program. To be part of the millionaire \r\nbusiness, the $ 10,000 capital with which FB Foods LLC was created \r\nsufficed.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Just months \r\nbefore the incorporation of FB Foods LLC, in July 2016, the then Vice President \r\nof the Economic Area, Miguel P\u00e9rez Abad, and the Major General of the Air Force \r\nand still President of Corpovex, Giuseppe Yoffreda Yorio, sealed an agreement in \r\nPanama with the Minister of Commerce of that nation, Augusto Arosemena, for just \r\nover 16,000 tons of food that would allow putting together up to three million \r\nClap combos. The military man and Venezuelan ambassador to Panama, Jorge Dur\u00e1n \r\nCenteno, who due to the recent diplomatic tension, was called to Caracas for \r\nconsultations, was present at the signing of the agreement. But in September \r\n2016, Dur\u00e1n Centeno was celebrating the progress of the agreement. \"The \r\nVenezuelan and Panamanian community accelerate the rhythm to fulfill the \r\ncommitment with the Claps from the isthmus,\" he posted on Twitter along with \r\nsome photos showing the now popular Clap boxes stacked.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><BR><BR><BR style=\"mso-special-character: line-break\"><BR \r\nstyle=\"mso-special-character: line-break\">&nbsp;<\/p>\n\n<div class=\"kb-gallery-wrap-id-_2LNXlA-IK alignnone population.<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\n<p class=\"wp-block-paragraph\">One of these boxes dominated the table on which the \r\nauthorities of both nations signed the agreement. Panamanian local media \r\nreported on that occasion that it was a 46 million-dollar business, which would \r\nbenefit at least five \"Panamanian companies,\" the names of which were not \r\ndisclosed. \"This was a transparent and direct agreement, without intermediaries, \r\nbetween the Venezuelan Government and Panamanian producers and companies,\" P\u00e9rez \r\nAbad said to La Prensa on July 31, 2016. The official said that the exchange \r\ncould scale up to 100 million dollars. \"This is the first round of business, so \r\nto speak, but we hope it will be the beginning of a fluid and reciprocal trade \r\nbetween both countries.\"<BR \r\nstyle=\"mso-special-character: line-break\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In July \r\n2017, one year after those words, FB Foods LLC received payments from the \r\nVenezuelan Government through the National Development Fund (Fonden) that went \r\nto a company account at the CIM Banque in Geneva, Switzerland. A list of Clap \r\nsuppliers recently disclosed by Well Thought Consultants \u2014a consulting firm \r\ncreated in U.S.A. and behind which is Hebert Garc\u00eda Plaza, Minister of Food and \r\nthe Water and Air Transportation portfolio in the early years of Maduro\u2019s \r\ngovernment\u2014 gave FB Foods LLC an agreement for 500,000 Clap \r\nboxes.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"This was a transparent and direct agreement, without intermediaries, between the Venezuelan Government and Panamanian producers and companies\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Jos\u00e9 \r\nEnrique Cachutt D'Sola appears as the legal representative and president of the \r\ncompany, while Daniel Alberto Regalado Plaza holds the position of treasurer, \r\nboth Venezuelan. According to the Venezuelan Institute of Social Security \r\n(IVSS), Cachutt D'Sola works for Sideral Show C.A. in Venezuela, while press \r\nreleases indicate that he was the director of Club Campestre Los Cortijos, east \r\nof Caracas. A warehouse on calle Bernardette in that area of ??the Venezuelan \r\ncapital is the address that appears on the shipping documents made by FB Foods \r\nLLC.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">As of the \r\nclose of this article, Cachutt D'Sola did not respond to the interview request \r\nto clarify if his agreement was part of that negotiation initiated by Venezuelan \r\nofficials in mid-2016. However, ImportGenius, international trade database, \r\nshows that between last year\u2019s September and October, he made food shipments to \r\nVenezuela from the ports of Cartagena, Colombia, and Manzanillo, Panama. Sources \r\nfamiliar with the Clap business claim that FB Foods LLC would be connected to \r\nother traders used by the Government since late 2016. Part of the payments of the Venezuelan Government to the Panamanian company was made to an account at CIM Banque in Geneva, Switzerland.<\/figcaption><\/figure>\n\n\n<h2 class=\"wp-block-heading\">More Shell Companies<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Another shell company, registered as Wellsford Trading \r\nCorp, stands out among the winning bidders of a portion of the substantial \r\nbusiness. Like FB Foods LLC, neither Wellsford Trading Corp nor the firm that \r\nserved as settlement agent (Sucre, Arias &amp; Reyes) were subject to the ban \r\nimposed by the Venezuelan Government.<BR \r\nstyle=\"mso-special-character: line-break\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">On July 8, \r\n2017, a year after Miguel P\u00e9rez Abad and Giuseppe Yoffreda Yorio negotiated with \r\nthe Panamanian Minister of Commerce, Wellsford Trading Corp billed to the \r\nproductive and food service company Corporaci\u00f3n \u00danica de Servicios Productivos y \r\nAlimentarios (Cuspal), attached to the Ministry of Food, 73,710 Clap boxes from \r\nthe port of Veracruz, Mexico. Each one was valued at $ 34.87 \u2014a total of $ 2.57 \r\nmillion, a small part of a larger agreement for two million combos that the \r\ncompany negotiated with Corpovex, the state holding company led by Yoffreda \r\nYorio that works as a public imports control agency. That agreement would entail \r\nsales of nearly 70 million dollars to this unknown company, registered in \r\nPanama, on November 25, 2013.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><BR \r\nstyle=\"mso-special-character: line-break\">&nbsp;<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"500\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/15042018-F.jpg\" alt=\"\" class=\"wp-image-53007\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/15042018-F.jpg 800w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/15042018-F-700x438.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/15042018-F-768x480.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The president of the company is Plutarco Cohen \r\nCamarano, a Panamanian who acts as a \"front man\" for this type of holding \r\ncompanies, thus allowing concealment of the true beneficiaries of the company. \r\nHis name appears in hundreds of companies of the isthmus, as well as others \r\nregistered in tax havens, to the point that it came out years ago with the \r\nOffshore leaks, coordinated by the International Consortium of Investigative \r\nJournalists (ICIJ).<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">At \r\nthat time, according to a report published by La Naci\u00f3n, Plutarco Cohen was \r\nrelated to a company created in the British Virgin Islands associated to an \r\nArgentine senator linked to Kirchnerism, Juan Hector Estrada. In that paper, \r\nPlutarco Cohen also appears as president of Grupo Avelina Internacional, a \r\nPanamanian affiliate of the Venezuelan company of the same name, belonging to \r\nMauro Libi, a businessman recently questioned by the comptroller's commission of \r\nthe Venezuelan National Assembly. \"Grupo Libi, owner of the Avelina brand in \r\nVenezuela, hired in Panama the services of the Sucre, Arias, Reyes legal firm in \r\norder to register the brand internationally. We were informed that the most \r\nsuitable mechanism to carry it out was incorporating a company with no par value \r\nshares, the underwriters and managers of which had to be of Panamanian.
