The \r\njudge dismissed the case on his own initiative, without any prosecutor \r\nrequesting it, even though on the 15th floor of Centro Villasmil in the \r\nCandelaria parish of Caracas, in the offices of the 55th National Prosecutor's \r\nOffice, there is a file of documents sent from Switzerland, which include the \r\nnames of the wife and the mother-in-law of the former minister in 8 out of 12 \r\nbank accounts that the prosecutor's office in that country links to Odebrecht \r\nand the other construction companies that were part of the bribes and \r\ncommissions of the Lava Jato plot.<\/p>\n\n\r\n\n

<\/p>\n\n\n The authorities warn of a transfer of 16.3 million Swiss francs from Cresswell Overseas Ltd - one of the proven facades of Odebrecht - to bank accounts of El Troudi\u2019s relatives.<\/p><\/blockquote><\/figure>\n\n\n In \r\naddition to the accounts in the name of the wife and the mother-in-law of El \r\nTroudi, the Swiss prosecutor's office managed to document at least one case in \r\nwhich the money came from offshore companies that the Brazilian company used to \r\npay bribes. \"It has been possible to reconstruct a link, at least in the case of \r\ncertain payments, between the aforementioned name code and the Metro \r\nGuarenas-Guatire project in Venezuela,\" Attorney General of Switzerland \r\nFrancesca Ghilardi said in a document endorsed with an Apostille that she sent \r\nlast year to Venezuela, to the General Prosecutor\u2019s Office of the Republic \r\nthrough its embassy in Caracas. \"Once the money was in the account of Alfa \r\nInternational SA, it was substantially transferred to accounts in the name of \r\nElita del Valle Zacar\u00edas D\u00edaz and Mar\u00eda Eugenia Baptista Zacar\u00edas in Switzerland \r\nand abroad.\"<\/p>\n\n\n If \r\nit is already difficult for a Venezuelan official to justify tens of millions in \r\ntimes of exchange control, in the city of Lugano the authorities warned of a \r\ntransfer of 16.3 million Swiss francs from Cresswell Overseas Ltd - one of the \r\nproven facades of Odebrecht- to bank accounts of the relatives of El Troudi, \r\nwith a scale in account number 0251-1499613 that Credit Suisse says is in the \r\nname of a firm called Alfa International SA, which also includes the wife and \r\nthe mother-in-law of El Troudi, together with three other Venezuelans, Alejandra \r\nUrdaneta Tovar, Jorge Lander and no more and no less than Luis Enrique Delgado \r\nContreras himself. This name came up in the trials of Brazil on the Lava Jato \r\nplot, as one of the commission agents who managed bribes and kickbacks in the \r\nCaracas Metro.<\/p>\n\n\r\n\n <\/p>\n\n\n Delgado \r\nwas a kind of Trojan horse that Odebrecht found in Caracas to streamline \r\npayments within the Venezuelan government and even to leak information and \r\ndocuments that would later work in its benefit. Not in vain, between 2011 and \r\n2015, he received and channeled 100 million dollars in commissions, according to \r\nthe testimony of the Superintendent Director that the construction company had \r\nin Venezuela, Euzenando Azevedo, who currently maintains a low profile in the \r\ncity of Sao Paulo after becoming the key witness of the Odebrecht plot in \r\nVenezuela.<\/p>\n\n\r\n\n \"On \r\nseveral occasions, Luis Delgado brought us draft copies of confidential \r\ndocuments (approval of resources for works, contractual additives, internal \r\nstudies, evaluations on price adjustments due to inflation) of these clients, \r\ngiving us the opportunity to change,\" said Azevedo in Brazil to the prosecutors \r\nof the case in December 2016, in exchange for procedural \r\nbenefits.<\/p>\n\n\r\n\n In \r\n2012, Odebrecht even forged through Delgado an Action Memorandum sent to \r\nPresident Hugo Ch\u00e1vez, to multiply the amounts agreed upon in the initial \r\nbudget. \"I remember that in 2012, we worked together with Luis Delgado on a \r\ndocument approving resources for works (called \"Action Memorandum \"), entitled \r\nMenu of Strategic Decisions, containing all the necessary works to be done in \r\nthe framework of the works of Metro de Caracas and Metro de Los Teques companies \r\nand worked as a general authorization of the President of the Republic for these \r\nclients to sign contractual additives with the Company for a value equal to US $ \r\n12 billion,\" revealed Azevedo. \"This document, although technically speaking, it \r\nshould have been an internal document prepared by the Ministry of Transport, was \r\na document that the company had the possibility to change practically in its \r\nentirety and that was approved exactly as requested to Luis \r\nDelgado.\"<\/p>\n\n\r\n\n <\/p>\n\n\n None \r\nof these facts has been investigated in Venezuela. If the case of the relatives \r\nof El Troudi did not go beyond a regulatory court, the public prosecutor general \r\nappointed by the Constituent, Tarek William Saab, has not even referred to that \r\nmatter.<\/p>\n\n\r\n\n In \r\naddition to being Minister of Land Transport and President of Metro de Caracas \r\nand Los Teques, El Troudi has passed by the Chavista administration as Minister \r\nof Planning and Development, representative of the government before \r\nmultilateral organizations like the World Bank, the Inter-American Development \r\nBank and, specially, as director of President Ch\u00e1vez's \r\noffice.<\/p>\n\n\r\n\n He \r\nled a series of alterations to El Valle-Coche highway in Caracas, which \r\ngenerated criticism and rejection after causing the overflow of the Guaire \r\nRiver. In his Twitter account, he still presents himself as a deputy for the \r\nstate of Miranda, although he has not even been seen in the Assembly. Today, one \r\ncan hear more about him in Switzerland than for the investigations by the Public \r\nProsecutor's Office. The prosecutors of that country emphasize that his wife \r\n-the same who transfers dollars abroad- \"was for a certain period the director \r\nof Metro de Caracas.\"<\/p>\n\n\r\n\n <\/p>\n\n\n <\/p>\n\n\n Not \r\nin vain, Saab was already elusive with Odebrecht when he was at the head of the \r\nProsecutor\u2019s Office. \"We will not work based on speculations,\" he replied in \r\nlast year\u2019s September when asked about the testimonies and evidence from Brazil \r\nthat involved president Nicol\u00e1s Maduro. \"It is absurd\", \"immoral\" and \"null,\" he \r\nadded last month when the magistrates of the so-called Supreme Court of Justice \r\nin exile approved a preliminary judgment to prosecute Maduro for his role in the \r\nOdebrecht plot.<\/p>\n\n\r\n\n Saab \r\nneither responded to a question sent by Armando.info through his press officer \r\nabout the reasons for the dismissal of the case opened against the relatives of \r\nEl Troudi.<\/p>\n\n\n As \r\nif it were the plague, Chavism<\/I> seldom \r\nrefers to the matter, even though Odebrecht did not even finish more than half \r\nof its works in Venezuela. Former Minister Haiman El Troudi barely claimed that \r\nit was \"a dirty trick\" when prosecutor Pedro Lopera summoned his wife and \r\nmother-in-law as accused in last year\u2019s July, after receiving evidence from \r\nSwitzerland.<\/p>\n\n\r\n\n But \r\nthe Bolivarian justice soon released El Troudi from all responsibility or \r\nsuspicion while prosecutor Lopera is paying today that indiscreet summons with \r\nthe exile, after having been accused of corruption by Diosdado Cabello in his \r\nprogram \u201cCon el mazo dando\u201d.<\/p>\n\nThe Messenger of Millions<\/h2>\n\n\n
