{"id":2470,"date":"2017-10-22T11:07:22","date_gmt":"2017-10-22T11:07:22","guid":{"rendered":"https:\/\/armando.info\/?p=2470"},"modified":"2017-10-22T11:07:22","modified_gmt":"2017-10-22T11:07:22","slug":"china-the-fierce-partner","status":"publish","type":"post","link":"https:\/\/armando.info\/en\/china-the-fierce-partner\/","title":{"rendered":"China, the Fierce Partner"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The \r\naggressive expansion of China in Latin America has marked the last decade. \r\nEcuador and Venezuela have been two of the main destinations for Chinese \r\nfinancing, technology and labor in the region. The alliance took shape in \r\nVenezuela with the creation of the Venezuelan Chinese Fund, from which the \r\ngovernment of the self-styled Bolivarian Revolution awarded millionaire \r\ncontracts to Chinese companies for the execution of infrastructure works, \r\nhousing construction or constructions for the electrical system, among other \r\nareas. Meanwhile in Ecuador, the close relationship with China marked the \r\nten-year management of Rafael Correa, who has just left power. Seven out of ten \r\nworks in that period were performed by a Chinese company, almost always tied to \r\nfinancing by a Chinese bank. Some of these projects, both in Ecuador and in \r\nVenezuela, are today failed projects. The review of some of these agreements \r\nshows the \"fine print\" and the requirements imposed by the Chinese when doing \r\nbusiness with these countries.&nbsp; \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">The Formula in Venezuela<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Venezuela \r\nholds onto China. In mid-September 2017, the state oil company Petr\u00f3leos de \r\nVenezuela (Pdvsa) published for the first time the price of Venezuelan oil in \r\nyuans. It was Caracas response to the financial sanctions imposed by the Donald \r\nTrump administration to prevent the Venezuelan government from issuing a new \r\ndebt. \"We have decided to start a new stage of foreign trade with the use of \r\ninternationally convertible currencies beyond the US dollar,\" Venezuelan \r\nPresident Nicol\u00e1s Maduro had warned in early September, after the US measure was \r\nknown.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nprice of the Venezuelan crude oil in yuans seems more than a symbol. It looks \r\nlike the corollary of the relationship that Caracas and Beijing forged from the \r\ngovernment of Hugo Ch\u00e1vez as soon as the new century began. Although initially \r\nconceived as the formula for the \"development\" of \"socialist\" Venezuela, it has \r\nresulted in an increasing dependence on the Caribbean nation with the Asian \r\nnation.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>The results for the South American nation are more than just doubtful.<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The \r\nmoment in which Venezuela joined its destiny to that of China could be 2008. \r\nThat year, the office of the Venezuelan Chinese Fund was opened, which \r\nultimately resulted in a peculiar and questioned financing system of at least \r\n50,000 million dollars, supported by Venezuelan oil, the purchase of Chinese \r\nmerchandise and the hiring of its companies for works of infrastructure, housing \r\nor the electrical system, among other areas.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"This \r\nis a wonderful formula, financing for development. It is a socialist \r\ndevelopment,\" Ch\u00e1vez predicted in May of that same year. More than a decade \r\nlater, after three sections of that binational fund having been executed, with \r\nVenezuela heading for the fourth consecutive year of contraction and on the \r\nbrink of hyperinflation, the results for the South American nation are more than \r\njust doubtful.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Only \r\nOdebrecht, the Brazilian giant that fell from grace due to accusations of \r\ncorruption in almost all of Latin America, can boast about such favorable \r\nagreements with <I>chavismo<\/I> as those achieved by companies like China \r\nRailway Engineering Corporation (CREC), China Camc Engineering (CAMC) or Citic \r\nConstruction Co Ltd (CITIC), among others.<B \r\nstyle=\"mso-bidi-font-weight: normal\"><\/B><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><B style=\"mso-bidi-font-weight: normal\"><\/B><\/p>\n\n\n<h2 class=\"wp-block-heading\">Opacity \"Ad Hoc\" in Ecuador<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The \r\nrelationship between the Ecuadorian Government and several Chinese companies is \r\ndeep and hard to unravel. The contracts that bind them are difficult to access. \r\nKnowing the precise amounts, conditions, institutions involved is a complex \r\ntask: there is no state office or a single web portal that gathers all the \r\ninformation. The information is scattered among the government entities that \r\nhave signed the contracts, where everything happens slowly, and not all the \r\ninformation requested is obtained: only three out of thirteen requests for \r\ninformation received a positive response through the submission of seven \r\ncontracts. Give reasons to explain what motivates the labyrinth that has to be \r\nwalked to find the contracts of Chinese companies would be speculating. However, \r\nthere is an obvious truth: the lack of transparency is one of the roots of \r\ncorruption, both here and in China.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"600\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-01.png\" alt=\"\" class=\"wp-image-52528\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-01.png 800w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-01-700x525.png 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-01-768x576.png 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The \r\nlack of transparency also has a cost. A study by the FARO group \u2014made in \r\n2011 with support from the Inter-American Development Bank (IDB)\u2014 determined \r\nthat, for example, the lack of transparency in the oil area entails a cost to \r\nEcuador of at least 2.87% of the gross domestic product \u2014more than 2,000 million \r\ndollars, a lot of money. And if it is public money, it is even much more. For \r\nexample, is it enough to pay in full for the Coca Codo Sinclair hydroelectric \r\nplant (the largest dam in the country, in the northeast, on the Napo \r\nprovince).<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nthe seven contracts obtained by requesting information, there is a common \r\ndenominator: hiring was made under a special system, a modality that allows, in \r\ncertain cases, contracting under more flexible parameters. In five of the seven \r\ncontracts, the work was tied to the financing of Chinese banks. Both \r\npossibilities are provided for in the Organic Law on Public Enterprises, \r\napproved in 2009. According to the councilor and former mayor of Quito, Daniela \r\nChac\u00f3n, this type of contracting is very beneficial for politicians who \"want to \r\ndo things without transparency\". Chac\u00f3n says that the fact that the contracts \r\nthemselves determine the contracting processes (and how they will be regulated) \r\ncreates a vacuum to supervise. Transparency loses under these \r\nconditions.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">\"Small Print\" of Big Business in Venezuela<\/h2>\n\n\n<p class=\"wp-block-paragraph\">On \r\nJuly 30, 2009, CREC, one of the companies of holding China Railway Construction \r\nCorporation (CRCC), signed a contract with the State Railways Institution (IFE) \r\nfor 7.5 million dollars for the construction of the railway system \"<I>eje \r\nnorte-llanero<\/I> (north-plain axis), Tinaco-Anaco stretch, under the \r\nturnkey-total amount closed modality.\" Hugo Ch\u00e1vez had authorized the hiring of \r\nthat company in the 073-2009 \"report\" of March 3, 2009, based in turn on the \r\nagreement of economic and technical cooperation signed by both Governments on \r\nSeptember 24, 2008, in Beijing.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"Have \r\ncredit with the second largest economy in the world, which is a great guarantee \r\nfor us. In addition, the important thing is how those resources have been \r\nallocated,\" presumed in 2011 Jorge Giordani, then Minister of Planning and \r\neconomic mentor of Ch\u00e1vez. But today the train is an unfinished project. Despite \r\nthe millionaire outlay \u2014the figure today represents 70% of Venezuela's \r\ninternational reserves and exceeds the cost of the recent expansion of the \r\nPanama Canal\u2014, the work that would allow the train trip between the center and \r\nthe east of Venezuela at 220 kilometers per hour is in ruins. According to the \r\ncontract, CREC had to complete it in \"40 continuous months from the signing of \r\nthe initial instrument.\"<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"M\u00e1s de $7.500 millones se invertir\u00e1n en tramo ferroviario Tinaco-Anaco Venezuela\" width=\"500\" height=\"375\" src=\"https:\/\/www.youtube.com\/embed\/NxLI10gYZOE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"Entrevista Diosdado Cabello Tramo Tinaco Anaco Ferrocarriles de Venezuela\" width=\"500\" height=\"375\" src=\"https:\/\/www.youtube.com\/embed\/3PyPNiKBV4M?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<p class=\"wp-block-paragraph\">Venezuela \r\npaid CREC 10.66% of the total in 2009, another 26.67% of the \"total amount \r\nclosed\" in 2010, 30% in 2011 and finally, the remaining 32.67% in 2012, as \r\nagreed. Although the payments were subject to \"valuations for work performed\", \r\nthe company guaranteed the possibility that the final price could rise even more \r\nduring the course of the work for \"additional works\". The company also \r\nestablished that the expenses associated with the importation of machinery and \r\nequipment to carry out the work would be borne by the Venezuelan \r\nGovernment.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\" \r\nIFE will be responsible for paying all expenses related to the temporary \r\nadmission of equipment or clearance of materials, parts and pieces required to \r\ncarry out the work, as well as all expenses related to the importation and \r\nclearance of those equipment, materials, parts and pieces to be included in the \r\nwork,\" provides clause 95 of the contract. In the event of \"delay in the \r\nintroduction of the imported goods and equipment into the country, for causes \r\nnot attributable to CREC, and provided that the import has been processed in due \r\ntime, such delay shall result in an automatic extension of the execution period \r\nfor the same term of the delay.\" This last provision is not a minor condition if \r\nbearing in mind that Venezuelan ports are among the most inefficient in the \r\nregion.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Despite \r\nthe millionaire amount and the extent of the work, the contract also established \r\nthe possibility of CREC outsourcing companies without major restrictions. \"CREC \r\nmust notify IFE of the subcontractors that it intends to outsource and IFE \r\nreserves the right to disapprove said subcontracts where, at IFE\u2019s sole \r\ndiscretion, there are well-founded reasons for such decision, which shall be \r\nmade within eleven consecutive days from receipt of the notification and the \r\nsubcontractor documents,\" specifies clause 83 of the agreement. \r\n<\/p>\n\n<div class=\"kb-gallery-wrap-id-_UA2wKC-SI alignnone wp-block-kadence-advancedgallery\"><div class=\"kb-gallery-ul kb-gallery-non-static kb-gallery-type-slider kb-gallery-id-_UA2wKC-SI kb-gallery-caption-style-below kb-gallery-filter-none kb-gallery-magnific-init\" data-image-filter=\"none\" millionaire contracts in Venezuela.<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\n<p class=\"wp-block-paragraph\">Thanks \r\nto this provision, the Chinese company, after charging the Government in \r\ndollars, was able to outsource Venezuelan construction companies in bolivars, \r\nwhich ended up imposing more rigorous conditions than those set by IFE on CREC. \r\n\"The price of this contract cannot be modified or adjusted,\" say the contracts \r\nthat CREC entered into with Consorcio Maquivial-Otassca and Basis C.A., two of \r\nthe companies outsourced in 2010. This clause was not only a straitjacket for \r\nlocal companies in the middle of an economy that already accumulated a \r\ndouble-digit inflation, it also allowed CREC to play in an economy with several \r\nexchange rates, including the \"parallel\" market, well above official rates. \r\n\"Although the work was financed with the Chinese Fund, those payments were made \r\nin local currency. How did they (the Chinese) sell the dollars? In principle, the company had to \"make use of mostly Venezuelan \r\nhuman resources\" (clause 21), but in the cases of hiring Chinese personnel it \r\nwas agreed that \"IFE shall cooperate and provide all necessary support to \r\nprocess and issue work visas or of any other nature, that allow permanence of \r\nsuch personnel in Venezuelan territory in a legal manner and for the time \r\nnecessary to execute the work\" (clause 91). This condition appears in other \r\ncontracts of Chinese companies with the Venezuelan Government and, in some \r\ncases, has been the subject of complaints by Government-related \r\nunions.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nquestions have also come from China. In July of this year, the National \r\nRailway Administration, the regulatory agency of the sector in China, \r\nsanctioned and imposed a penalty on CRCC, the parent company of CREC, due to \r\nshortcuts and non-compliance in several projects of its subsidiaries, as well as \r\nmodifications without consent in the railway works it has participated \r\nin. <\/p>\n\n\n<h2 class=\"wp-block-heading\">The Financier of Pharaonic Works in Ecuador<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The \r\nlink between China and Ecuador got stronger in 2009. The break between the \r\ngovernment of former President of Ecuador Rafael Correa and the agencies that \r\nhad traditionally financed the country (World Bank, International Monetary Fund) \r\nforced him to look for money on the other side of the world. \"There is \r\npreferential treatment for China,\" says Carolina Viola, a professor at \r\nPontificia Universidad Cat\u00f3lica of Ecuador, who studies labor and environmental \r\nissues in Sino-Ecuadorian projects. \"Because when Ecuador received zero external \r\nfinancing, China covered its back.\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Under \r\nthose circumstances, the big Asian country became the great financier of \r\nEcuador. According to Paulina Garz\u00f3n, a specialist in Chinese investment in \r\nLatin America, companies in that country were awarded 70% of the largest public \r\ncontracts in the mining, oil and water sectors during Correa\u2019s government. \r\nResearcher Diana Castro has been able to establish that there are 21 companies \r\ncontracted by public entities from ten areas for at least 63 projects: \r\nconstruction of hospitals, schools, bridges, buildings, roads. \r\n<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"726\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-07.png\" alt=\"\" class=\"wp-image-52534\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-07.png 800w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-07-700x635.png 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-07-768x697.png 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Castro \r\nalso reports difficulty in accessing contracts between China and Ecuador. \r\nContracts that are usually tied to the credits to pay for the works to be \r\nexecuted and are, in general, 5% more expensive than those granted by the \r\nWorld Bank.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\npast decade was characterized by its hunger for Pharaonic works. The Government \r\nFinancial Platform, a mega building constructed to receive 3800 public officials \r\nfrom the economic areas of the State, is one of them. It was built by Chinese \r\ncompany CAMC, and the amounts of its contract have varied according to who \r\nreported its costs (and when they were reported). The structure was criticized \r\nfor the price increase without apparent justification. Urban planner John Dunn \r\nwrote, \"For the first time in Quito, a building has been built that breaks the \r\ngeographical condition of the valley containing the city. You can no longer see \r\nthe Pichincha (volcano) from avenida de los Shyris and from calle Jap\u00f3n (in the \r\nnorth center of Quito). Perhaps we have confused \"monumentality\" with \r\n\"hypertrophy\".<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"726\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-08.png\" alt=\"\" class=\"wp-image-52535\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-08.png 800w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-08-700x635.png 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-08-768x697.png 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Days \r\nbefore its inauguration, after a heavy rain, the gigantic work was flooded. The \r\nparking lots were filled with so much water that the cars were submerged \r\nhalfway.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">It \r\nis not the only project in the hands of a Chinese company with inconsistencies \r\nand inconveniences. The Quijos hydroelectric plant was promoted as another of \r\nRafael Correa's emblematic works. Its construction was awarded to the \r\nChinese company National Electric Engineering (Cneec) for 94 million dollars. It \r\nhad to start operating in 2015. But the cost what not as expected, neither was \r\nit finished when expected. The budget went up to 110 million dollars, and the \r\ncompletion of the work was postponed to March 2016. The latest \r\ninformation available from Corporaci\u00f3n El\u00e9ctrica del Ecuador - Celec \r\n(June 2015) says that the Quijos project was completed at just over \r\n45%.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nDecember 2015, Celec unilaterally terminated the contract with the \r\nChinese company. \"Due to breaches of technical, quality and engineering \r\nstandards in the execution of the work,\" said Manuel Andrade, head of \r\ncivil works of the project and a Celec official. He also explained that the \r\ncollection of 25 million dollars for the performance bonds was in progress. \r\nCelec was asked to confirm if the payment had been collected, but it gave no \r\nanswer. That same company had been declared a non-compliant contractor due to \r\nfaults in the Mazar-Dudas hydroelectric project, one of the eight \r\nhydroelectric plants of the self-proclaimed Citizen Revolution, the government \r\nprocess led for ten years by President Rafael Correa.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Coca \r\nCodo Sinclair was also an emblematic work and in trouble. Another of the eight \r\nhydroelectric plants built during the government of Rafael Correa, according to \r\nthe Ministry of Energy, was 95% finished in April 2017. When it was \r\ntendered in 2008, the international call for tender was conditioned, it was open \r\nbut it was tied to financing. The only bidders were two Chinese companies. \r\nSinohydro Corporation won the heads-up with a proposal of 1,979 million dollars, \r\nabout 400 million dollars more than the cost that had been predicted in the \r\n2006-2015 Electrification Plan. Let\u2019s put these numbers into perspective: 1,979 \r\nmillion dollars would be enough to launch a space shuttle four times. The \r\ndifference between what was planned and its cost, 400 million dollars, would \r\nhave paid for the 80 millennium schools that the government of Rafael \r\nCorrea managed to build until he left power in 2017 (when he had to stop \r\nproducing them due to lack of resources, and prefer the less sumptuous model of \r\nthe so-called 21st century schools, even though that amount would have been \r\nenough to cover around 2,000).<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nmultimillion-dollar Coca Codo Sinclair project was surrounded by technical \r\nquestions and accusations of irregularities in its execution. In the book\u201d \r\nEcuador made in China,\u201d political activist Fernando Villavicencio details three \r\nproblems of Coca Codo. It had no technical studies to justify the power (the \r\namount of energy it can generate) of the hydroelectric plant. Nor did it have \r\nthe final studies for hiring when the tender was launched. The Comptroller's \r\nOffice, in charge of overseeing the use of state assets and monies, determined \r\nthat from March 2010 to February 2012, not all the corresponding penalties for \r\nfailure to comply were imposed on Sinohydro. The amount should be 425,000 \r\ndollars a day, but according to the control entity, only phase I and II of the \r\nproject were penalized, leaving out non-compliance of supervisions or delays in \r\nthe incorporation of personnel and equipment, among others. \"In the development \r\nof the project, it did not comply with the supervision and overseeing orders, \r\nregarding the completion of the plan. It delayed the start of works in several \r\nwork fronts, delayed the completion of several contractual milestones, breaches \r\nfor which no penalties are provided for in the contract.\" <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>With each Day of Delay the Country Loses over a Million Dollars<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The \r\nexecution of the contract would begin when Eximbank granted the funds for the \r\nwork. Eight months passed until the Chinese bank disbursed 1,682.7 million \r\ndollars to the Ecuadorian Government, i.e. 85% of the total cost of the project. \r\nThe works began more than two years later, on July 28, \r\n2010.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">On \r\na radio and television station in September 2014, the then President Rafael \r\nCorrea complained about the delays: \"This has to be finished in February 2016. \r\nThey wanted to convince me that they were four months only because the tunnel \r\nboring machine was locked. Let's accept that. The contract is very clear,\" he \r\nsaid in his usual tone, and said that he had ordered for measures to be taken to \r\npenalize the construction company if the work was not delivered in February \r\n2016. \"With each day of delay the country loses over a million dollars,\" Correa \r\nsaid. But his warning was no more than words. The work was inaugurated on \r\nNovember 18, 2016, nine months after the date initially scheduled, with the \r\npresence of Chinese President Xi Jinping.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\ngrowing Chinese presence in Ecuador was born from the interest in the raw \r\nmaterial wealth of the South American country. But it is not the only factor. \r\nAccording to Yang Yong, a researcher at the Hengduan Mountain Research \r\nInstitute, there is also a great political factor. \"China is seeking greater \r\ncommunication, and especially greater economic cooperation with South American \r\ncountries. Ecuador is one of the countries that early established diplomatic \r\nrelationships with China, and that's why China prefers it.\" In this highly \r\npoliticized scenario, hydroelectric projects have not always gone well. Chinese \r\ncompanies need to reflect and learn from this, if they want the general \r\nsituation to improve, Yang says. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">More Tall Tales<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Failure \r\nto finish the works has not stopped the hiring of Chinese companies by the \r\nVenezuelan Government. Last July, China Camc Engineering, a subsidiary of the \r\nChina National Machinery Industry Corporation (Sinomach), which in 2007 \r\nincorporated company Camce Sudamerica in Caracas, was appointed by the Maduro \r\nGovernment for a nickel mining project. Previously, in February 2016, a \r\n\"memorandum of understanding\" had been announced for the company to also \r\nparticipate in the Southeast of the territory in the \"certification of resources \r\nof the Orinoco Mining Arc\", the plan with which Venezuela seeks to counteract \r\nthe fall of oil revenues.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">These \r\nbusinesses are in addition to those achieved by CAMC in areas like power, \r\nagriculture and infrastructure in over a decade, which exceed 3,000 million \r\ndollars, despite the fact that the Office of the Comptroller General of the \r\nRepublic noticed irregularities of this company in the execution of its first \r\ncontract in 2003. It was the agreement for the construction of the \"Bolivarian \r\nAqueduct of the State of Falcon,\" in the northwest of Venezuela, considered at \r\nthat time as \"one of the most important hydraulic projects in Venezuela\" and \r\nthanks to the \"loan agreement\" of December 20, 2002, between the Venezuelan \r\nMinistry of Finance and the Bank of China, according to the 2007 management \r\nreport prepared by the Office of the Comptroller General of the \r\nRepublic.<\/p>\n\n<div class=\"kb-gallery-wrap-id-_fs4TJA-wG alignnone wp-block-kadence-advancedgallery\"><div class=\"kb-gallery-ul Camc Engineering Co Ltd (CAMC) have guaranteed themselves millionaire contracts in Venezuela.<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\n<p class=\"wp-block-paragraph\">The \r\ndocument is an inventory of Camc irregularities and breaches. \"Deficiencies were \r\nobserved in the planning and in its administrative processes that resulted in \r\nthe reduction of the scope of the work and additional costs to the project. This \r\nsituation was reflected in the delay of 352 days in its completion; expenses the \r\ndescription of which does not directly relate to the project, nor to the object \r\nof the contract; payments higher than those established contractually; omissions \r\nof relevant aspects in the contractual terms and conditions (guarantee terms of \r\nthe works); incorporations of confusing contractual clauses, among others.\" The \r\nOffice of the Comptroller General of the Republic also recommended \"to urge \r\nChinese company Camc to proceed with the replacement of 335 meters of pipeline\" \r\nas it did not meet the agreed technical specifications, and it required the \r\nauthorities \"to ensure that the costs of excavation, extraction and \r\ntransportation are not listed through valuations to the Ministry of People\u2019s \r\nPower for the Environment.\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Conclusions \r\nsimilar to those of the Office of the Comptroller General of the Republic can be \r\nreached based on the contract entered in November 2005 between Citic \r\nConstruction Co Ltd, a subsidiary of Citic Group, and the Venezuelan Ministry of \r\nHousing and Habitat. In that first agreement between both parties for the \r\nconstruction of 20,000 homes for the amount of 905 million dollars, the Chinese \r\ncompany established confidentiality conditions like \"contractor shall not be \r\nrequired to disclose to employer, or any third party on behalf of the employer, \r\nany financial or trade information, or any document related to the contractor, \r\nits outsourced companies, suppliers, carriers, agents, appointed manufacturers, \r\nconsultants and staff (of any nationality, including Chinese, Venezuelan or \r\nthird-country)\u201d.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Just \r\nlike CREC did for the construction of the Tinaco-Anaco railway, Citic included \r\nin the agreement the option of hiring Chinese personnel. A clause of the \r\ndocument provided that \"employer shall make arrangements for contractor to be \r\nauthorized to conduct the activity of non-Venezuelan expatriate personnel of \r\ncontractor in accordance with Chinese labor regulations, including, but not \r\nlimited to, maximum daily working hours\" and that in the event \"employer does \r\nnot achieve these exemptions, contractor shall be entitled to an extension of \r\ntime.\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Tax \r\nexemptions, payment of the contract \"exclusively in US dollars\" ??and the option \r\nof \"increasing prices in each payment for inflation of material and labor\" were \r\nother conditions imposed by Citic to the Venezuelan authorities in that first \r\nagreement of November 2005. Some of those conditions were softened by the \r\nVenezuelan counterpart in an \"addendum to the contract\" signed almost a year \r\nlater, in August 2006. However, Citic had managed to secure a very favorable \r\nbusiness in Venezuela. In that first modification, the contract was quoted in \r\neuros. \"Each home had an average cost of 80,000 euros,\" says a builder. \r\nAccording to him, like with CREC or CAMC, the contract with Citic was reviewed \r\nseveral times to the point that in 2011 more changes were made to the initial \r\nagreement and the price of the homes continued to escalate. The facts seem to \r\nvalidate his information, since it was only in last July when the President of \r\nthe Republic handed over some homes built by Citic at the Tiuna Military Fort in \r\nCaracas, one of the six places where the Chinese company had to build the \r\nhomes.<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"800\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22102017-12.png\" alt=\"\" class=\"wp-image-52539\"\/><figcaption>In some cases, Chinese companies have imposed on the Venezuelan Government draconian conditions that entities like the Office of the Comptroller General of the Republic have questioned.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">\"I \r\nthank China, the Chinese companies, the Venezuelan workers and companies. Thank \r\nyou for everything you have done permanently, because our commander laid the \r\nfoundations of this new Ciudad Tiuna in the parish of El Valle,\" said Maduro \r\nthat day. On Citic website, a press release also echoed the event. \r\n\"During his speech, (Nicol\u00e1s Maduro) he expressed his gratitude to Citic \r\nConstruction for his great contributions to the Great Housing Mission Venezuela \r\n(GMVV) (...) He also read with enthusiasm the names of the main Chinese \r\nattendees one by one and sincerely thanked the Chinese people for their \r\ncontribution to the construction and development of \r\nVenezuela.\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Both \r\nopinions are far from that of Venezuelan academics and economists. In 2016, \r\nprofessor and researcher of Universidad de Carabobo Giovanni G\u00f3mez Ysea \r\nrequested before the Finance Committee of the National Assembly and the then \r\nPublic Prosecutor General, Luisa Ortega D\u00edaz, the revision of the financing \r\nsystem with China \"as these are illegal and onerous agreements with draconian \r\nterms and conditions against the interests of the Republic, which have caused \r\nand continue to cause irreversible economic losses to the nation.\" \r\n<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"It is necessary that Venezuela has a more one-on-one relationship with China and that it can establish long-term strategic objectives\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">For \r\nAlejandro Grisanti, economist and partner of Econal\u00edtica consultancy, the sin is \r\nin the terms in which the relationship between both nations was conceived. \"I \r\nthink the current relationship with China has been extremely negative. Virtually \r\nnone of the projects of the basket of investment projects in the non-oil sector \r\nthat supposedly China has had to develop is seen or working. Many of them are in \r\ninfrastructure and other areas, but from that basket of projects, few have been \r\nfinished and can be seen.\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Although \r\nGrisanti considers the alliance between the country with the largest oil \r\nreserves in the world and the country with the highest demand of energy as \r\nstrategic, he insists that the result for Venezuela is not favorable. \"The \r\nbalance to this day is negative. To date, the balance is that alliance was \r\ncreated under highly unequal conditions; with conditions of importation of final \r\ngoods instead of capital. It is necessary that Venezuela has a more one-on-one \r\nrelationship with China and that it can establish long-term strategic \r\nobjectives.\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Cases \r\nlike the one of Chery, Haier or Yutong, Chinese companies that for years have \r\nflooded the Venezuelan market with their products but hardly investing, confirm \r\nthe words of the economist. The 22 billion dollars that Venezuela owes to China, \r\naccording to Ecoanal\u00edtica, do not allow anticipating changes in the formula used \r\nby the Chinese to date.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nEcuador, not only the central government has favored Chinese companies. Company \r\nChina Road and Bridge Construction (CRBC) bought Hotel Quito from Banco del \r\nInstituto Ecuatoriano de Seguridad Social (Bank of the Ecuadorian Institute of \r\nSocial Security) (Biess). According to an initial assessment, the hotel - one of \r\nthe most traditional in the <BR>city - was sold for 30.8 million dollars, 7 \r\nmillion dollars less than the appraisal made by Price Waterhouse. In October \r\n2017, already in the government of Len\u00edn Moreno, the Office of the Comptroller \r\nof the State, in charge of overseeing the use of public goods and funds in the \r\ncountry, issued its final report in which observations are made on the sale, \r\nwhile it works in determining if there are civil or criminal liabilities of \r\nthose who were in charge of carrying it out, including the chairman of the board \r\nof Biess, Richard Espinosa. Espinosa could be dismissed based on another report \r\nfrom the same entity related to alleged irregularities in the management of the \r\nState's debt with the Social Security \r\nInstitute.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>Cost of the Road Solution Exceeded 130 million dollars<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The \r\nsame CRBC is the beneficiary of one of the most controversial road projects in \r\nEcuador. Driven by the Municipality of Quito, led by opponent Mauricio Rodas, \r\nthe so-called Guayasam\u00edn road solution \u2014a bridge designed to lighten the \r\nincreasingly chaotic traffic of the capital\u2014 generated, from its conception, \r\ncritics of town planners and citizens. It would not only cause a bottleneck \r\nduring peak hours and the potential disappearance of residents of the Bola\u00f1os \r\nneighborhood, but it would also make the city less friendly to pedestrians. In \r\nprotest against its implementation, town councilor Daniela Chac\u00f3n resigned from \r\nthe Deputy Mayor\u2019s Office of Quito.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nApril 2016, Rodas announced the construction of the project that, in his words, \r\nwould benefit 300 thousand people who go from the surrounding valleys to Quito \r\nand back again. The cost of the road solution exceeded 130 million dollars. CRCB \r\nwould administer the highway for 30 years and charge a toll for passage, as \r\nprovided for in a contract of more than 500 pages.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">However, \r\neven the road studies conducted by CRCB say that the work will be efficient for \r\nfive years only from its inauguration. Afterwards, the number of cars will \r\nincrease so much that the 'road solution' will also collapse. The contract \r\nconditions the next eight mayors of Quito. One of its clauses says that if the \r\nmunicipality constructs other alternative routes between the Cumbay\u00e1 valley and \r\nQuito (or an alternative is created that could cause fewer people to circulate \r\nthrough the road solution ), CRCB can terminate the contract unilaterally and \r\ndemand compensation for the losses for the term that the contract is still in \r\neffect.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">According \r\nto Daniela Chac\u00f3n, the technical reports that support the Guayasam\u00edn Road \r\nSolution are insufficient. \"The feasibility report of the Office of Transport \r\nand Planning has one page and a half covered mainly by background. The financial \r\nreport does not clearly explain why a thirty-year concession is granted, nor on \r\nwhat the value of the assigned toll is based or why the profitability of the \r\nChinese company must be 15%.\" To Chac\u00f3n, it seems that the financial formula is \r\nonly approved based on the profitability of the company. Since August 2017, the \r\nwork has been suspended because archaeological remains were found on the land \r\nwhere the highway's bases would go. A year before, the Municipality of Quito and \r\nCRBC agreed that the final studies would be made and the deficiencies detected \r\nin the original project would be resolved. However, to date, the studies have \r\nnot been submitted and only 70% have been completed. No more than 3% of the work \r\nin general has been constructed.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">Compulsive Exports of \"Development\"<\/h2>\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Since \r\nthe early 2000s, the China\u2019s state \"zhou chu qu\" (Go-global) policy encouraged \r\nlarge Chinese industrialists, like Sinohydro and Gezhouba, to seek projects \r\nabroad. \"These companies were once ministries, and then they became state-owned \r\ncompanies and then companies in which the government still has a majority,\" says \r\nDarrin Magee, water expert at Hobart University &amp; William Smith \r\nColleges.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">According \r\nto Magee, these companies have internal divisions and are executing \r\nhydroelectric projects basically anywhere where \"development\" is needed, \r\nespecially if the construction of dams, roads, and other infrastructure \r\nfacilitates China's access to mineral, timber, and agricultural resources. \r\n<\/p>\n\n\r\n\n<p giant saw \r\nthe opportunity. Away from their traditional financiers, countries like Ecuador, \r\nVenezuela and Bolivia would look for alternative sources to fulfill the promises \r\nof development of their populist leaders. Ch\u00e1vez (and Maduro) in Venezuela saw \r\nin the Chinese banks and companies the solution of the national progress \r\nequation. Rafael Correa, in Ecuador, followed them very soon. But the results of \r\nthe alliance with China, announced as a formula for Venezuelan development for \r\nover a decade, are discreet. Some of them are now failed projects. Something \r\nsimilar happened -and still happens in Ecuador-, where the construction of mega \r\nprojects by Chinese companies has not been exempt from problems, delays and \r\nterminations due to breach.
