The family of the national treasurer \r\nregistered 16 companies in Panama since Nicol\u00e1s Maduro came to power in 2013. \r\nQuiet, low-profile, is the faceless power. But more importantly, he is Cilia \r\nFlores' favorite nephew.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Truths \r\nand lies are told about the first lady -first fighter in revolutionary-speak. \r\nBut a side of her personality seems to admit no argument: she is a woman who \r\nhelps, protects and defends her own in all circumstances.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">It \r\nbarely mattered that in 2008 the press found on the payroll of the National \r\nAssembly\u2014back then under her iron-fist leadership\u201447 of her family members with \r\npositions in the organization chart. Nor has she seemed to care that on \r\nWednesday, November 11, 2015, a nephew and a foster child were sent to prison in \r\nNew York on charges of conspiring to introduce a shipment of cocaine into the \r\nUnited States of America, in what has undoubtedly been an unprecedented scandal \r\nin Venezuelan political history. Instead of dissociating herself from this, \r\nCilia Flores opted to stay home and wait. Some families have a pact of silence \r\nand the Flores is among them.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">However, \r\nFranqui Francisco Flores de Freitas and Efra\u00edn Campo Flores, those involved in \r\nthe drug scandal in the U.S., are not Cilia\u2019s favorite nephews, but the son of \r\nher sister Elo\u00edsa, Carlos Erik Malpica Flores, with much more power, \r\nconsolidated at the presidential family\u2019s side after his astronomical climb up \r\nthe roads of public administration. Pdvsa Vice Presidency of Finance, a position \r\nhe reached in late 2014, looks like the pinnacle of a career that began a few \r\nyears ago, on September 28, 2005, with the position of Director General of \r\nAdministrative Management and Services at the National Assembly (NA), while his \r\npolitical uncle Nicol\u00e1s Maduro was chairing the \r\nParliament.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">A \r\nyear later, he held a similar position in the Chancery when the then-President \r\nHugo Ch\u00e1vez appointed Maduro Minister of Foreign Affairs. In late 2012, when \r\nCh\u00e1vez was already terminally ill and Maduro was second in command, Malpica \r\nFlores joined the Vice Presidency of the Republic as Director General in charge \r\nof that office. Finally, when his uncle ascended into office, he consolidated \r\nhis position as administrator of the country's finances. He has been assistant \r\ntreasurer, director general of Bandes and Treasurer of the Nation, in that same \r\norder. Nowadays, he manages the national budget, additional credits and many \r\nfinancial funds that the economists qualify as non-auditable due to lack of \r\nreports and public balance \r\nsheets.<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"444\" height=\"463\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22112015-1.jpg\" alt=\"\" class=\"wp-image-52339\"\/><figcaption>In December 2014, Carlos Erik Malpica Flores celebrated his appointment as director of PDVSA in a nightclub on the Caribbean island of Saint Barth. Photo: Twitter\/@pdvsamalpica<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">When \r\ncomparing the number of positions held in the past and the present by Malpica \r\nFlores with those held by the rest of the family that participates in the \r\n<I>Chavista<\/I> bureaucracy, it is more than evident that he is the most trusted \r\nperson of the Venezuelan presidential couple. He has wanted to repay that trust \r\nby avoiding the commotion and scandals associated with the display of power. In \r\naddition to avoiding being photographed in public, he has made sure that there \r\nis no trace of him in private and state media, including internal publications \r\nor websites of the institutions he has worked with.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Moreover, \r\nlike many of the presidential family, he does not have accounts in social media. \r\nThe tactic has worked for him, as some media confuse him with Temir Porras, \r\nformer president of Bandes and former official of the Chancery, and once a \r\nfavorite of President Maduro.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">But \r\nall that effort to keep his a low profile collapsed with the arrest of his two \r\nrelatives in Haiti. A photo shoot taken in December 2014 at a nightclub in Saint \r\nBarth, an island located in the eastern Caribbean, ended the will to \r\nhide.<\/p>\n\n\n<h2 class=\"wp-block-heading\">A Family \u201cEnterprise\u201d in Panama<\/h2>\n\n\n<p class=\"wp-block-paragraph\">No \r\none refers to him by name. He is \"Cilia's nephew\", the voices of the National \r\nAssembly, the Ministry of Foreign Affairs, PDVSA and business circles in \r\nValencia, the city where the Malpica and some Flores are settled, coincide. \r\nAfter his uncle and aunt, the president of the parliament and the president of \r\nthe state oil company, he must be the most powerful civilian in \r\nVenezuela.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Those \r\nsurrounding him are now aware of this situation and are making the most of it. \r\nWithin nine months of being part of PDVSA board of directors, the administrator \r\nmet his parents Carlos Malpica Torrealba and Elo\u00edsa Flores in Panama, in the \r\nsame period (September 2-10) when 10 family businesses were registered in that \r\ncity. His aunt, Evelyn Malpica Torrealba, traveled to Panama in previous days, \r\nwhile his sister came back to Venezuela from that country days after the \r\nbusiness enterprise. The information is based on the analysis of migratory \r\nmovements of the family and consultations made in the Public Registry of the \r\ncapital of the Central American country. Likewise, it was determined that prior \r\nthat curious week of September, the Malpicas had created two companies in 2014 \r\nand three in 2015 (from March to August). In October 2015, they added another \r\none to their substantial \r\ninventory.<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"550\" height=\"426\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22112015-2.jpg\" alt=\"\" class=\"wp-image-52340\"\/><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Each \r\ncompany opened in Panama was registered with an initial capital of US$ \r\n10,000.&nbsp;<a title=\"Opens external link in new window\" href=\"https:\/\/www.scribd.com\/doc\/290683856\/Empresas-Malpica-Flores-en-Panama\" target=\"_blank\" rel=\"noopener\">The names of the companies suggest that it is a holding company \r\nengaged in maritime transport<\/A>, \r\none of Pdvsa branches: Seaside Services, Maritime Crews Inc., Oceans Investors \r\nCorp., Marine Administration Panama. However, that is just one of at least 30 \r\nobjectives of each company. <a title=\"Opens external link in new window\" href=\"https:\/\/www.scribd.com\/doc\/290684017\/Empresas-Malpica-Flores-Registros-fisicos\" target=\"_blank\" rel=\"noopener\">The articles of incorporation<\/A> \r\nof all the companies establish the following objectives: purchase of furniture \r\nand real estate, hiring of personnel and transport services, property research, \r\nappraisals, purchase, sale, mortgage, encumbering of movable and immovable \r\nproperty, demolition, air and ground transportation, export, import, re-export, \r\ncontracting, and participation in public and private \r\ntenders.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nsister of Carlos Erik, Iriamni, the paternal aunt, Evelyn Milagros Malpica, and \r\nthe father, Carlos Evelio, participate in all these companies holding positions \r\nof president, director, subscriber, and treasurer. Evelyn, who presides over 11 \r\ncompanies and runs 16, stands out as the busiest, while Iriamni and her father \r\nopted for less responsibility.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Each \r\nof them is in charge of a company, but act as directors, treasurers or \r\nsubscribers of shares in the rest of the conglomerate. Another coincidence in \r\nthe business opening week (September 2-10) is that the treasurer, his father and \r\nmother used the same private plane to travel to Panama, but in different trips. \r\nOnly Elo\u00edsa and Carlos traveled together in the Gulfstream aircraft, \r\nregistration No. N896AC, from an aircraft rental company based in Fort \r\nLauderdale, U.S.A. It is the same jet that Malpica Flores used between July and \r\nSeptember to move to Panama, Fort Lauderdale, Aruba and Barbados. Conversely, \r\nthe aunt and sister avoid flying with their relatives. Both travel with \r\ncommercial airlines and charter flights.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Panama \r\nhas fought for many years against the image of a tax haven hiding bad money. His \r\ngovernment hopes that the nation will be removed from the gray list of countries \r\nwith deficiencies in the fight against money laundering and terrorism financing \r\nprepared by the Organization for Economic Cooperation and Development (OECD). \r\nThe great number of companies opened in short time by the relatives of a \r\npolitically exposed person (PEP), as Malpica Flores, in a territory considered \r\noffshore financial center arises suspicions.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"363\" height=\"550\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22112015-3.jpg\" alt=\"\" class=\"wp-image-52341\"\/><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Sources \r\nchecked in Panama indicate that the abundance of companies could have an \r\noperational purpose: the opening of bank accounts. The declared object of the \r\ncompanies suggests that the Valencian family wants to make the most of the \r\nadvantages of the import-oriented economy in Venezuela to do \r\nbusiness.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">That \r\nmay be the reason why the Valencian family, some of which already had experience \r\nas importers, began to leave their jobs since 2014, except Cilia Flores' sister, \r\nElo\u00edsa. The father appears in the file of the Venezuelan Institute of Social \r\nSecurity (Ivss) as unemployed since August 2014. Evelyn and Iriamni, aunt and \r\nsister, respectively, resigned their jobs a month later and only a fortnight \r\napart.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\ntreasurer does not appear holding any position in the management structure of \r\nthe Panamanian companies, which seems consistent with the decision to keep up \r\nappearances. In the past\u2014when there were less obstacles\u2014Malpica Flores was with \r\nhis own in the board of companies Inlasa and Redilama, registered in Valencia \r\nand engaged in \u201cbusiness operation of national and foreign product \r\nrepresentation.\" Both companies were registered with the National Register of \r\nContractors (RNC) in 2006, but do not currently qualify to do business with the \r\nState.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">Between La Vi\u00f1a and Avenida Urdaneta<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Carlos \r\nErik is 43 years old and was born on September 17, 1972. In his passport photo, \r\nhe looks like a light-brown skin man, with a thick nose, side hairstyle, without \r\nobvious line, wavy hair, and a wary look. The bitter moment experienced by his \r\ncousins ??in U.S.A. has forced him to take precautions. This week, there have \r\nbeen changes in the surroundings of his residence in La Vi\u00f1a de Valencia, \r\nCarabobo state, which he shares with his wife Carmen Hurtado, as the neighbors \r\nwidely comment. It has been observed typical movements of someone who has made \r\ndecisions, such as moving things from their place and moving at night. Until a \r\nweek ago, there were always 8 cars, 10 escorts and 4 bikes in front of the \r\nhouse. Also garbage boxes that revealed a luxurious consumption of groceries - \r\nMo\u00ebt &amp; Chandon champagne, among others - and clothing. Now, the home is like \r\nthe others, alone and guarded by a private guard from a guardhouse a few meters \r\naway.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"550\" height=\"369\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/22112015-4.jpg\" alt=\"\" class=\"wp-image-52342\"\/><figcaption>Interior of the jet where the Treasurer of the Nation travels. Photo: Ijets.eu.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">He \r\nqualified as an administrator in December 1999 at Universidad de Carabobo. In \r\n2001, he got a graduate degree in Marketing. Ten years later, in February 2011, \r\nhe earned a basic salary of Bs. 13,327 monthly, plus a premium per child and \r\nfood tickets for his performance in the position of Administrator III. More than \r\nthe salary, perhaps what is striking in the Chancery, where the Valencian worked \r\nas the closest man to Nicol\u00e1s Maduro, is that the family life pattern changed a \r\nlot with the rise of his political uncle. \"Everyone knows that Carlos Erik moved \r\nhis family from Venezuela to Panama, and that they have many companies there,\" \r\nsays a ministry source who knew him well during his years of \r\nservice.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nthe Casa Amarilla (Yellow House) he was also known with the long motto of \r\n\"Cilia\u2019s nephew\". He never arrived early to the office, but rather toward the \r\nend of the day, and a glass of whiskey awaited him at his desk. He stayed in his \r\noffice until midnight. He wore <I>guayaberas<\/I>, blue jeans and Timberland \r\nboots.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">His \r\nmost visible work, according to some, was the extensive remodeling of the tower \r\nof the Chancery on Avenida Urdaneta and the Yellow House, as well as the \r\nNational Assembly. Because of his eagerness to restructure, many accuse him of \r\ndestroying property. Part of the extensive black marble floor, characteristic of \r\nthe great hall of the ministry tower, former headquarter of Banco Nacional de \r\nDescuento, was broken and removed. In any case it was a work that had a brief \r\nlife. After the torrential rains of 2010, the impact of the relocation of the \r\nvictims to both buildings -ordered by Hugo Chavez- deteriorated the \r\nrenewals.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nthose days, the nephews and children of Cilia Flores, the son of Nicolas Maduro, \r\nreturned with their school uniforms, walked through aisles and offices and put \r\ntheir feet on the old mahogany furniture tables, affirmed a witness of that \r\nmisbehavior. The boys ordered food to the chef of the Yellow House as if it were \r\na delivery service. They were also seen getting out of the ministry parking lot \r\nwith brand new SUVs, like Hummers, which had been confiscated by the government \r\nfrom banks during the 2009 mini financial crisis, sources \r\nsaid.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">While \r\nhis cousins ??ran through the corridors, Malpica Flores, due to his \r\nadministrative duties, had to deal with the demands of the union of the \r\nChancery. Although the then Minister Maduro had signed the bargaining agreement \r\nin 2007, Foreign Affairs employees waited almost six years to receive the 25% \r\nsalary increase promised to them every 12 months.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nadministrator disbursed the resources agreed with the workers shortly before \r\ncompleting his management. In those meetings of claims, two sources that knew of \r\nthe negotiations affirm that the official did not accept being antagonized. \"He \r\nwas very arrogant. He listened to us with respect, but did not pay the increases \r\nagreed. Of course, he wore stylish clothing. For what they were used and why we were not \r\npaid the salary increases,\" said an active foreign service official who \r\nremembers Malpica Flores as\" the man who almost finishes off the Chancery.<BR><BR \r\nstyle=\"mso-special-character: line-break\"><BR \r\nstyle=\"mso-special-character: line-break\">\n<h2 class=\"wp-block-heading\">Saint Barth \u2014 The Treasurer Island<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The \r\nimprisonment of his cousins ??Efra\u00edn Campo Flores and Franqui Francisco Flores \r\nde Freitas has uncovered the mysterious veil surrounding Malpica Flores. Without \r\na suit, dressed casually as when he talked to the union, he appeared in a photo \r\ntaken in December 2014 at the best nightclub in Saint Barth (or St. Barth\u00e9lemy), \r\na French overseas territory in the eastern Caribbean, north of Guadeloupe. He \r\nwas spending time with a group of friends and family. Precisely in that month, \r\nhis appointment as a member of the board of directors of PDVSA was published in \r\nOfficial Gazette. It is worth noting that when Maduro made the appointment on \r\ntelevision, he refrained from pronouncing his maternal \r\nsurname.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nphoto was posted on a fake Twitter account in early 2015, but it is more \r\nrelevant know in view of the context of the current presidential scandal. \r\nRunrunes, Armando.info, Pitazo and Poderopedia have been able to check with two \r\nindependent sources that the man dressed in a white shirt to the extreme left is \r\nMalpica Flores. Right behind him is Jos\u00e9 Sim\u00f3n Elarba, a member of the Board of \r\nDirectors of El Nacional, Elarbas\u2019 son-in-law, Henry Camino Mu\u00f1oz, and his wife \r\nMariana.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Elarba \r\nis one of the shareholders who publicly criticized El Nacional for publishing a \r\nrelease, based on information collected from the newspapers ABC and The Wall \r\nStreet Journal, which says that the president of the National Assembly is being \r\ninvestigated by the United States of America for his alleged relation to drug \r\ntrafficking. The entrepreneur is also linked to oil business in the east of the \r\ncountry.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Malpica \r\nFlores did not respond to several calls made this week asking him to explain the \r\nexpansion of his family businesses in Panama and other countries. There were no \r\nanswers in the National Treasury Office, located in the parking lot of the \r\nbuilding attached to the Ministry of Finance, where you can get bypassing a pile \r\nof air conditioners and crossing the threshold of a back door. When we called \r\nthe next day, the secretary added: \"He did not come today or yesterday.\" The \r\noffice of the Vice President of PDVSA, where another letter was delivered, has \r\nnot answered either.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">His \r\nhouse in the La Vi\u00f1a development in Valencia was the third place visited.
