<\/div><\/div>Legalized documents showing Jos\u00e9 Pestana as representative of Metro de Caracas to Odebrecht<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\nThere \r\nis evidence of that in the Special Anticorruption Prosecutor's Office of Panama \r\nand also in Switzerland, where one of the key figures in this tangle of deposits \r\nand transfers appeared, financial operator Fernando Migliaccio, who remained at \r\nthe head of the Department of Structured Operations \u2014a euphemism found in \r\nOdebrecht to avoid presenting themselves as the unit of bribes and commissions\u2014 \r\nthrough which they made deposits to officials, like the engineer in charge of \r\ncontract MC-2932 of Metro de Caracas.<\/p>\n\n\r\n\n
Jos\u00e9 \r\nPestana Goncalves was the manager of the National Housing Institute (Inavi) in \r\nthe Capital District and state of Vargas, on the central Venezuelan coast. In \r\nlate 2010, he was promoted by Minister Ricardo Molina, which allowed him to \r\nbecome regional director of the Ministry for Housing and Habitat. Three years \r\nbefore, when he received the transfer, he was acting as representative of the \r\nVenezuelan Government in the Line 4 Consortium. Meaningfully, his career as a \r\npublic official ended up \u2014as it is recorded in the Venezuelan Institute of \r\nSocial Security\u2014 in the payroll of one of Odebrecht\u2019s firms (CBPO Ing de \r\nVenezuela), which he had to supervise.<\/p>\n\n\r\n\n
Although \r\nwe tried to reach him, there were no answers. Not even in the address indicated \r\nin the account where he received the transfer. The building's concierge \r\nconfirmed that it was his home, but he never opened the door when knocked, nor \r\nanswered the messages left in writing.<\/p>\n\n\n

A DEPUTY IN BETWEEN<\/figcaption><\/figure>\n\n\n Far \r\nfrom the exchange control and the regulations imposed by the Venezuelan \r\ngovernment, the commissions of Odebrecht and the rest of the Brazilian \r\nconstruction companies based in Venezuela never went through the local banks. \r\nHowever, the Venezuelan addresses of some beneficiaries of the disbursements \r\nhave allowed connecting the points. Hence, there was a deposit \r\nof US$ 377,000 to the general coordinator of the project of the second bridge \r\nover the Orinoco River, Lucas Valera. <\/A> The \r\nsame is happening today with a transfer to the account of a company registered \r\nin Panama under the name of Quest Investment Group Inc, but the address of which \r\nis an office on the 4th floor of Centro Coinasa in La Castellana, eastern \r\nCaracas, which corresponds to the law firm of the Venezuelan opposition deputy, \r\nEudoro Gonz\u00e1lez Dell\u00e1n.<\/p>\n\n\r\n\n
Certain \r\nthat he has not committed any irregularity, the head of the Venezuelan \r\ndelegation to the Mercosur Parliament and leader of the Primero Justicia \r\n(Justice First) party \u2014the same party of the two-time presidential candidate, \r\nHenrique Capriles Radonski, and the president of the National Assembly, Julio \r\nBorges\u2014 Dell\u00e1n says that it is a transfer addressed not to him or his company, \r\nbut to one of the many international firms to which he has provided services \r\nfrom his law firm. He did not say the name of the company though. He rather \r\nkeeps it confidential.<\/p>\n\n\r\n\n
When \r\nfirst asked on the subject, Gonz\u00e1lez Dell\u00e1n promised to find out which of his \r\ncustomers was, but said that, like they did to many others, at some time they \r\nprovided services in his office to establish Andrade Gutierrez in the country, \r\nthe Brazilian construction company with the most contracts in Venezuela after \r\nOdebrecht. The second time he was more cautious; he said it was not about that \r\nfirm.<\/p>\n\n\r\n\n
\"We \r\nreviewed the matter in the office and it is a foreign consulting company, but we \r\ncalled, they automatically told us that they have no connection - and I believe \r\nthem - with Lava Jato<\/I> or Petrobras or anything about that thing,\" he \r\nsaid. \"I cannot say more. I do not have to say anything more about their \r\noperations, about what they do or do not do. At the end of the day, I am a \r\nlawyer, they ask for consultation, and everyone does their \r\nbusiness.\"<\/p>\n\n

The deputy preferred not to give more details about an \r\nirregular transfer related to the address of his firm, which the Federal Police \r\nof Brazil denounces in at least three reports on file in the Regional Delegation \r\nof Combat against the Organized Crime of the Superintendence of the State of \r\nParan\u00e1. According to these testimonies, it is a payment sent by construction \r\ncompany Andrade Gutierrez through a parallel structure.<\/p>\n\n\r\n\n
For \r\nmore information, it was a deposit of one of the many offshore firms (DGX Import \r\nand Export Limited, registered in Hong Kong) that Andrade Gutierrez used as a \r\nfacade. This is reflected in the transfer and reinforces the already famous \r\ndoleiro<\/I> (black market dollar dealer) Alberto Youssef, a commissioner who, \r\nunable to explain his banking movements, ended up in 2013 detonating the \r\ncorruption case that has blown up the Brazilian establishment and a large part \r\nof the region.<\/p>\n\n\n

CAPRILES MENTIONED<\/figcaption><\/figure>\n\n\n Nobody \r\npictured businessman Marcelo Odebrecht, the strong man of businesses in Brazil, \r\nbeing sentenced to more than 19 years in prison. Not to mention the scandals \r\nthat compromise former president Luiz In\u00e1cio Lula da Silva or the current \r\npresident, Michel Temer. Even opponents such as the former presidential \r\ncandidate, Aecio Neves, have been splashed. This week, they included the \r\nVenezuelan opposition leader, Henrique Capriles, in the Odebrecht list. Valor \r\nEcon\u00f3mico<\/I> magazine in Sao Paulo gave the shocking news that in the \r\npresidential elections of 2012, the Brazilian construction giant did not put the \r\neggs in one basket. Although they financed the last
re-election of former \r\npresident Hugo Ch\u00e1vez, they contributed to the campaign of the Venezuelan \r\nopposition at the same time.<\/p>\n\n\r\n\nThe \r\nFederal Police of Brazil had already suggested that opponents to Chavez also \r\nreceived their share: \"Marcelo Bahia Odebrecht (the CEO of the company) warns of \r\nillicit payments to the opposition.\" That was recorded on June 25 of the \r\nprevious year in one of the many reports that have been leaking. But this time, \r\nthe accusations are directly against the governor of the state of Miranda \r\n(center of the country) and made by Euzenando Azevedo, the strong man of \r\nOdebrecht in Venezuela, who joined the list of witnesses turned into informers, \r\nin exchange for procedural benefits.<\/p>\n\n\r\n\n
Azevedo \r\nknows better than anyone what happened in Venezuela. Discreet, as a good \r\nbusinessman, and with the characteristic Brazilian sympathy, he knew how to move \r\nwithout making noise through the twists and turns of the Bolivarian spheres. So \r\nmuch so, that Ch\u00e1vez never spared praises and good words. \"Good friend,\" he \r\npublicly referred to him on November 13, 2006, while highlighting his role \r\nduring the inauguration of the second bridge over the Orinoco River. \"A very \r\nspecial hug for Euzenando and a very, very special congratulation on his \r\nunwavering will of steel in giving impetus to the work and the different works \r\nin progress in Venezuela\".<\/p>\n\n
