To register companies in the British \r\nVirgin Islands, the Petrochemical Corporation of Venezuela used the Panamanian \r\nlaw firm Mossack Fonseca, from which the already famous Panama Papers came \r\nout.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Established \r\nin 1977, the Venezuelan state company resorted to the same services required by \r\nsome private entrepreneurs to avoid taxes or remain anonymous. It did it \r\ntogether with its Iranian counterpart of the National Petrochemical Company to \r\nformalize company Veniran, the joint venture that promises methanol for 10 years \r\nunder a business alliance between Caracas and Tehran.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The \r\ncompany was registered on August 7, 2007, under the name of Veniran \r\nPetrochemical Company Limited in the registry of the British Virgin Islands, an \r\noverseas territory of the United Kingdom, east of Puerto Rico, which shares its \r\neconomy between the Caribbean tourism and the bonanza offered by offshore \r\njurisdictions.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\noriginal idea was to register the company in Panama, but the directors of \r\nMossack Fonseca rejected that option in January 2007, a few days after the first \r\nresolution issued by the United Nations Organization against the Iranian \r\ngovernment because of the nuclear program developed by the country without the \r\napproval of the West.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"We \r\nhave decided not to register the Panamanian company due to the recent United \r\nNations restrictions on Iran,\" said Mossack Fonseca by an email addressed to the \r\nmanagers of Amaco, an Aruba firm that Pequiven had hired for this task. \"Even if \r\nyour client has not declared that the company is engaged in these matters, we \r\nrather not to involve any of our firms with any business that has relations with \r\nIran,\" they added.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\ndecision was made even in the highest levels of the law firm. Chris Zollinger - \r\none of the partners - warned that it was not a good idea to get close to the \r\nCaracas-Tehran alliance: \"It seems too risky for our reputation. Besides that, \r\neven though we are not politicians, I do not think we should indirectly help \r\nChavez and Ahmadinejad with their common plans. \"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">That \r\nwas noticed on January 15, 2007 in one of the many communications that are now \r\nknown after the filtering of the so-called Panama Papers. Three months later, \r\nhowever, the same firm ended up taking steps to establish Veniran not in Panama \r\nCity but in Tortola, the capital of the 40 British Virgin \r\nIslands.<\/p>\n\n\n<h2 class=\"wp-block-heading\">Always Accomplishes<\/h2>\n\n\n<p class=\"wp-block-paragraph\">After \r\na new request, Mossack Fonseca's office in the Virgin Islands answered that \r\nthere was no problem with opening the company in that jurisdiction, and it \r\nfinally opened the company under registration number 1423568, in the name of \r\nVenezuela and Iran in equal parts.<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"847\" height=\"587\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/pp-1.jpg\" alt=\"\" class=\"wp-image-51916\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/pp-1.jpg 847w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/pp-1-700x485.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/pp-1-768x532.jpg 768w\" sizes=\"auto, (max-width: 847px) 100vw, 847px\" \/><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Pequiven \r\nholds 49% of the shares while the remaining 1% of the Venezuelan portion is held \r\nby International Petrochemical Holding Limited, another offshore firm that \r\nPequiven established in the Virgin Islands and from which it manages its share \r\nin joint ventures operating in Western Venezuela, such as Sofilago and Grupo \r\nZuliano, as well as the trading company International Petrochemical Sales \r\nLimited.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nIranians, for their part, only insured 1% of the pie directly in their \r\nterritory, through Petrochemical Industries Investments Company. The other 49% \r\nof this financial engineering is in the United Kingdom in the name of NPC \r\nInternational Limited, a subsidiary of the Iranian National Petrochemical \r\nCompany, on which international sanctions are imposed since it appeared on the \r\nso-called Clinton list of the Office of Foreign Assets Control (OFAC) of the \r\nTreasury Department.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Although \r\nthe Venezuelan State companies have accounts and subsidiaries all over the \r\nworld, Pequiven is an unprecedented case. There is no expert who ventures to \r\npoint out the reasons why a state company has chosen to register a company in a \r\ntax haven. But Veniran is not Pequiven's only offshore company. Laying low in \r\nthe English Caribbean, the Venezuelan petrochemical industry also has other \r\ncompanies that have nothing to do with Iran and international sanctions imposed \r\nagainst their government, namely, International Petrochemical Holding Ltd, \r\nInternational Petrochemical Sales Ltd, and International Petrochemical \r\nLtd.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Also \r\nin the Virgin Islands, Pequiven registered Monomeros, a Colombian subsidiary \r\nthat until recently appeared on its website as \"the only subsidiary in which \r\nPequiven participates, with headquarters outside of Venezuelan territory.\" \r\nHowever, there is no one in the Venezuelan state company who can give \r\ninformation on the subject. Their website is down and last week there was no one \r\nto answer the phone in their offices.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Not \r\neven in person was there any way for someone to answer why a state company uses \r\nthe offshore world. Its offices in Caracas remained closed last Friday due to \r\nthe electricity rationing schedule implemented by the Venezuelan Government. In \r\nany case, there has been no good news about Veniran for a while. The CEO of \r\nIranian state-owned Persian Gulf Petrochemicals Holding Co., Adel Nejad-Salim, \r\nsaid two years ago that the partnership with Venezuela for the construction and \r\noperation of a methanol production plant has been \"partially\" \r\ncanceled.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\na visit to the Persian Gulf coast, former Venezuelan President Hugo Ch\u00e1vez \r\nannounced in 2007, together with his Iranian counterpart, Mahmud Ahmadinejad, \r\nthe construction of a 1.65 million metric ton per year methanol plant in the \r\nIranian energy sector Pars, as well as another twin plant in \r\nVenezuela.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"This \r\nis the unity of the Persian Gulf and the Caribbean Sea,\" Ch\u00e1vez said before \r\nending that trip. Things, however, did not end as clear. In declarations to \r\nIran's Mehr agency, Nejad-Salim reported on April 28, 2014, that Venezuela \r\ngranted around 60 million Euros to start the Iranian part of the operation \r\ndespite the fact that eight years later there were no results. The Iranian plant \r\nsaid that it could be built in the port of Assaluyeh in the future, while it \r\nshowed no hope about the Venezuelan plant: \"Based on ongoing negotiations, the \r\nconstruction of the plant in Venezuela seems to be \r\ncanceled\".<\/p>\n\n<div class=\"wps-pgfw-pdf-generate-icon__wrapper-frontend pgfw-icon-display pgfw-icon-display--default\" style=\"--pgfw-icon-justify:center;\"><a href=\"https:\/\/armando.info\/en\/wp-json\/wp\/v2\/posts\/2398\/?action=genpdf&#038;id=2398\" class=\"pgfw-single-pdf-download-button pgfw-single-pdf-download-button--default pgfw-single-pdf-download-button--icon-only\" title=\"Generate PDF\" style=\"--pgfw-icon-width:25px;--pgfw-icon-height:45px;\" aria-label=\"Download PDF\"><span class=\"pgfw-single-pdf-download-button__media\" aria-hidden=\"true\"><img src=\"https:\/\/armando.info\/wp-content\/plugins\/pdf-generator-for-wp\/admin\/src\/images\/PDF_Tray.svg\" alt=\"\" decoding=\"async\"><\/span><\/a><\/div>","protected":false},"excerpt":{"rendered":"<p>Pequiven, a subsidiary of Petr\u00f3leos de Venezuela, sought shelter in tax havens to legalize its association with Iranian company National Petrochemical Company, from which Veniran emerged. Although the Panamanian law firm was suspicious of the alliance between the then presidents Hugo Ch\u00e1vez and Mahmud Ahmadinejad, it finally solved the inconvenience to please both
