{"id":2366,"date":"2016-12-23T15:01:31","date_gmt":"2016-12-23T15:01:31","guid":{"rendered":"https:\/\/armando.info\/?p=2366"},"modified":"2016-12-23T15:01:31","modified_gmt":"2016-12-23T15:01:31","slug":"the-little-constructive-work-of-brazilian-construction-companies-in-venezuela","status":"publish","type":"post","link":"https:\/\/armando.info\/en\/the-little-constructive-work-of-brazilian-construction-companies-in-venezuela\/","title":{"rendered":"The Little Constructive Work of Brazilian Construction Companies in Venezuela"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Only \r\nin Venezuela, US$ 98 million was paid in bribes. Odebrecht, the Brazilian \r\nconstruction giant, not only admitted having bought officials in its country \r\n\u2014what had been revealing in the investigations of prosecutors and judges, but \r\nthat outside Brazil, the Bolivarian Republic was the place where it paid the \r\nmost bribes to get the best contracts.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Two \r\nyears ago, the <I>Lava Jato<\/I> Operation (\"Carwash\" in Portuguese) has shaken \r\nthe foundations of the Brazilian establishment. In July 2013, the Federal Police \r\nof Brazil tracked the suspicious movements of a man called Alberto Youssef, and \r\nby pulling that thread, not only did it find one of the commission agents - the \r\ninfamous <I>doleiros<\/I> [black market dollar dealers] - but a cartel of \r\nbusinessmen and political leaders who managed the monopoly of state contracts. \r\nBut it was not until last Wednesday that some of Odebrecht's management abroad \r\ncame to light not exactly from Brasilia, but in New York.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Construction \r\ncompany Odebrecht and its petrochemical arm, Braskem, pleaded guilty before the \r\ncourt of the Eastern District of New York for paying bribes of US$ 349 million \r\nin Brazil and another 439 million in a circuit of 11 countries, including Africa \r\nwith Angola and Mozambique, and Latin America with Argentina, Colombia, Ecuador, \r\nGuatemala, Mexico, Panama, Peru, the Dominican Republic and, of course, \r\nVenezuela, where they spent nearly a quarter of the total spent \r\nabroad.<\/p>\n\n<div class=\"kb-gallery-wrap-id-_ArS1yi-Hw alignnone wp-block-kadence-advancedgallery\"><div class=\"kb-gallery-ul kb-gallery-non-static kb-gallery-type-slider kb-gallery-id-_ArS1yi-Hw kb-gallery-caption-style-below kb-gallery-filter-none kb-gallery-magnific-init\" data-image-filter=\"none\" data-lightbox-caption=\"true\"><div class=\"kt-blocks-carousel splide kt-carousel-container-dotstyle-dark kt-carousel-arrowstyle-none kt-carousel-dotstyle-dark kb-slider-group-arrow kb-slider-arrow-position-center\" data-slider-anim-speed=\"400\" data-slider-scroll=\"1\" data-slider-arrows=\"false\" data-slider-fade=\"true\" data-slider-dots=\"true\" data-slider-type=\"slider\" data-slider-hover-pause=\"false\" data-slider-auto=\"\" data-slider-speed=\"7000\" data-show-pause-button=\"false\"><div class=\"splide__track\"><ul class=\"kt-blocks-carousel-init kb-blocks-slider splide__list\"><li class=\"kb-slide-item kb-gallery-slide-item splide__slide\"><div class=\"kadence-blocks-gallery-item\"><div class=\"kadence-blocks-gallery-item-inner\"><figure class=\"kb-gallery-figure kb-gallery-item-has-link kadence-blocks-gallery-item-has-caption\"><a href=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/23122016-2.jpg\" data-description=\"Alberto Youssef\" class=\"kb-gallery-item-link\"   role=\"button\" aria-haspopup=\"dialog\"><div class=\"kb-gal-image-radius\"><div class=\"kb-gallery-image-contain kadence-blocks-gallery-intrinsic kb-gallery-image-ratio-inherit kb-has-image-ratio-inherit\" ><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"400\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/23122016-2.jpg\"   alt=\"\" data-full-image=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/23122016-2.jpg\" data-light-image=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/23122016-2.jpg\" data-id=\"51472\" class=\"wp-image-51472 skip-lazy\"\/><\/div><\/div><div class=\"kadence-blocks-gallery-item__caption\">Alberto Youssef<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\n<p class=\"wp-block-paragraph\">The \r\nUS Department of Justice announced that the construction company committed to \r\npay the Brazilian, Swiss and American authorities a sum of 3.5 billion US \r\ndollars, a record fine for a holding company that used global banking in order \r\nto buy contracts and wills.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\naccusations on <I>Lava Jato<\/I> threaten to stir even the president of Brazil, \r\nMichel Temer. The Odebrecht issue has revealed a mafia that has undermined the \r\nparadigm of its business class. Not in vain, Marcelo Bahia Odebrecht, the heir \r\nand CEO of the construction emporium, will spend this Christmas behind bars. \r\nThis week, however, it was the first time that a state institution has reported \r\nthe magnitude of the case beyond Brazilian borders, although the document of the \r\nUS Department of Justice made sure not to give names. Tell the deed, not the \r\ndoer.<\/p>\n\n\n<h2 class=\"wp-block-heading\">The Expensive Heart of People<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The \r\ntrailer of the Odebrecht film in Venezuela can still be seen in the 13th Court \r\nof the Federal Criminal Court of the city of Curitiba, south of Brazil, where it \r\nall began. This is where the testimonies of the famous publicist and electoral \r\ncampaign advisor, Jo\u00e3o Santana, and his wife, M\u00f3nica Moura are filed. They \r\nparticipated in the campaign for the re-election of Ch\u00e1vez in 2012, which they \r\nnow recognize was used as a vehicle to inject money.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"The \r\ncost of that campaign was approximately 35 million US dollars,\" Moura said in a \r\ntestimony she gave on February 24 of this year. The money landed in the global \r\nfinancial system from accounts in the Heritage Bank of Antigua and Barbuda in \r\nthe name of offshore companies such as Klienfeld Services and Shellbill Finance \r\nSA, the corporate facades that Odebrecht used in its bribery \r\ncircuit.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Considered \r\na guru in electoral counseling, with clients in Argentina, El Salvador, the \r\nDominican Republic and even Angola, Santana was one of the advisors who helped \r\nprofile President Nicol\u00e1s Maduro as \"the son of Ch\u00e1vez.\" Now, it is known that \r\nhis counseling services included - at least in 2012 - funds that came from \r\nOdebrecht\u2019s Department of Structured Operations, the firm of which was awarded \r\nthe 32 most emblematic works in Venezuela that are a business card of \r\n<I>Chavismo<\/I>, namely, the delayed extensions of Metro de Caracas, the second \r\nand third bridge over the Orinoco River, as well as the Cacique Nigale bridge \r\nover Lake Maracaibo. \"These were not recorded as payments for Venezuela's \r\nelection campaign, with Fernando Migliaccio, Odebrecht's executive in Brazil, \r\ndirectly responsible,\" said Santana's wife, M\u00f3nica Moura, who managed her \r\nhusband's campaigns.<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"VIDEO &quot;Ch\u00e1vez Coraz\u00f3n del Pueblo&quot; Hany Kauam, Los Cadillacs y Omar Enrique Campa\u00f1a Carabobo 2012\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/IOxj9MLP_u8?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<h2 class=\"wp-block-heading\">Two New Leads<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Many \r\nof the works commissioned from Odebrecht are not ready. Last year, Maduro \r\ninaugurated line 5 of Metro de Caracas with only one of its ten stations. Not to \r\nmention the Manuel Piar Hydroelectric Plant in Bol\u00edvar state, better known as \r\nthe Tocoma dam, which was originally promised for 2010 and is not operative at a \r\ntime when shortages include power.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Interviewed \r\nbefore the Joint National Assembly Committee investigating the Electricity \r\nCrisis, Odebrecht representatives Jorge Faroh and Sergio Nogueira declared on \r\nMay 25 that the work was almost ready. \"Physical execution is at 96%,\" they \r\nsaid. But then the representatives of the Argentine company Impsa, responsible \r\nfor the installation of turbines, responded that they had not progressed as they \r\nwere awaiting completion of the civil works.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Something \r\nelse must have happened for the hydroelectric plant to stand out among the notes \r\nthat the Federal Police of Brazil found hidden in the mobile phone of the CEO of \r\nthe construction company. \"Tocoma?,\" asked Marcelo Odebrecht in some notes on \r\nhis mobile phone that were followed by references to the Venezuelan opposition \r\nand even deputy Diosdado Cabello himself, number two of \r\n<I>Chavismo<\/I>.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"Marcelo \r\nBahia Odebrecht warns about illegal payments to the opposition,\" the police \r\nconcluded in a report on August 25, which also leaked references to lobby \r\nmeetings with Cabello that remained on the phone, \"Diosdado was in Brazil with \r\nThe Ambassador. Will he have to take the box?\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">However, \r\nOdebrecht\u2019s case is not the only one that links Brazilian contractors to the \r\nfinancing of Venezuelan politics. In what has been a series novel, the <I>Lava \r\nJato<\/I> case shows that even after Ch\u00e1vez's death, the political favors \r\ncontinued.<\/p>\n\n\n<p class=\"wp-block-paragraph\">In \r\none of the first condemned denunciations, commission agent Alberto Youssef \r\nconfessed that he had sent three payments for the contracts, for which company \r\nAndrade Guti\u00e9rrez is responsible in Venezuela. \"I did three operations,\" he \r\nsaid. \"In late 2013 and early 2014, an operation of <BR>US$ 300,000, which I \r\nsent to (company) DGX, and two operations of US$ 150,000, which has nothing to \r\ndo with Petrobras; it was a box-2 operation by Andrade. He was talking to his \r\nmanager - who asked me to do this - Fl\u00e1vio Magalhaes, and the director of \r\nAndrade Venezuela, Alberto (Moreira).\"<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>Venezuela had become the country with which Brazil maintained \"the largest surplus\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">A \r\nyear earlier, in February 2009, Sim\u00f5es proclaimed that Venezuela had become the \r\ncountry with which Brazil maintained \"the largest surplus\" among all the nations \r\nof the planet. <\/p>\n\n\n<p class=\"wp-block-paragraph\">The \r\nspring of business between Caracas and Brasilia had rationale. In addition to \r\nthe ideological affinities and personal sympathies between Presidents Hugo \r\nCh\u00e1vez and Luiz In\u00e1cio Lula Da Silva, the Venezuelan authorities' compulsion to \r\ncomplete infrastructure projects required a reliable \r\npartner.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nanother office of Ambassador Sim\u00f5es \u2014in which he reported to the heads of the \r\nItamaraty Palace the results of the visit to Caracas of an official delegation \r\nled by Minister of Development, Industry and Foreign Trade Miguel Jorge\u2014 the \r\nBrazilian diplomat quoted the then Venezuelan Minister of Science, Technology \r\nand Intermediate Sciences, Jesse Chac\u00f3n. According to Sim\u00f5es, Minister Chac\u00f3n \r\nhad confessed in a meeting to the president of the Brazilian Industrial \r\nDevelopment Association (ABDI), Reginaldo Arcuria - another dignitary of the \r\ndelegation - that the strategic relationships with Brazil were the most \r\nimportant for the <I>Chavista<\/I> regime because \"[relationships] with Iran are \r\ndifficult; with China, whatever it is agreed in writing differs from what it is \r\nexecuted; with Russia, the results are unsatisfactory; and with Belarus, distant \r\nand not very relevant, we are just getting results.\"<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nseries of diplomatic reports can be seen as a series of celebrations for large \r\ninfrastructure projects granted by the Venezuelan Government to Brazilian \r\ncontractors. The first one registered in the communications \u2014which does not mean \r\nthat it was the first contract obtained in Venezuela, only the first one in the \r\nsample of cables\u2014dates from 2003. Ambassador Ruy Nunes Nogueira reports \r\nregarding a business meeting with the then vice president Jos\u00e9 Vicente Rangel, \r\nthat El Diluvio irrigation project in the state of Zulia (western Venezuela) had \r\nbeen assigned to Odebrecht, with a line of credit of 115 million US dollars from \r\nthe Brazilian National Economic and Social Development Bank \r\n(Bndes).<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\ndance of millions causes dizziness when examining the financing contracts \r\nentered into by and between Bndes and the Venezuelan authorities. These are \r\nagreements in which the Brazilian entity finances the purchase of materials, \r\nequipment and services in Brazil for export to Venezuela, where they will be \r\nemployed in projects carried out by Brazilian contractors, like \r\nOdebrecht.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Jorge \r\nGiordani, Nelson Merentes, Al\u00ed ??Rodr\u00edguez Araque, Rodolfo Marco Torres and \r\nAsdr\u00fabal Ch\u00e1vez are some of the authorities of the top <I>Chavista<\/I> hierarchy \r\nthat appear signing with Bndes. In general, and despite the nationalist \r\ndiscourse of most of them, they accepted the typical clauses of those contracts \r\nin which the Brazilian justice system is established as the jurisdiction where \r\nany dispute over the enforcements of the loans should be resolved.<\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"850\" height=\"580\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/23122016-5.jpg\" alt=\"\" class=\"wp-image-51473\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/23122016-5.jpg 850w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/23122016-5-700x478.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/23122016-5-768x524.jpg 768w\" sizes=\"auto, (max-width: 850px) 100vw, 850px\" \/><figcaption>Hugo Chavez and Luiz In\u00e1cio Lula Da Silva<\/figcaption><\/figure>\n\n\n<div class=\"wp-block-kadence-advancedgallery kb-gallery-wrap-id-_Iu7rHf-kz\">\n   <div class=\"kb-gallery-ul kb-gallery-type-slider kb-gallery-id-_Iu7rHf-kz kb-gallery-caption-style-below kb-gallery-filter-none kb-gallery-magnific-init\" data-image-filter=\"none\" data-lightbox-caption=\"true\">\n      <div class=\"kt-blocks-carousel kt-carousel-container-dotstyle-dark\">\n         <div class=\"kt-blocks-carousel-init kb-blocks-slider kt-carousel-arrowstyle-whiteondark kt-carousel-dotstyle-dark\" data-slider-anim-speed=\"400\" data-slider-type=\"slider\" data-slider-scroll=\"1\" data-slider-arrows=\"true\" data-slider-dots=\"true\" data-slider-hover-pause=\"false\" data-slider-auto=\"false\" data-slider-speed=\"7000\"><\/div><\/div><\/div><\/div>\n\n<h2 class=\"wp-block-heading\">Problems in Paradise<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Based \r\non the cables, in 2009 the commercial and industrial relationship between \r\nVenezuela and Brazil was so important that President Ch\u00e1vez himself proposed to \r\nset up a joint investment fund, similar to the one he had already agreed upon \r\nwith China. However, the special adviser to President Lula Da Silva, Marco \r\nAurelio Garc\u00eda, kept him on a short leash. He warned Ch\u00e1vez that such a thing \r\nwas not allowed in Brazilian laws. But, to satisfy the Venezuelan leader, he \r\nproposed to analyze the concept of an investment \r\nagreement.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Garc\u00edas\u2019 \r\nprecautions were not overstated, as diplomatic cables also reveal -despite the \r\nhuge profits they were betting on- that things do not always worked out for \r\nBrazilians in Venezuela. As early as 2004 (the sixth year of the Chavez era), \r\nAmbassador Joao Carlos De Sousa Gomes told Itamaraty that two works in the hands \r\nof Odebrecht \u2014Line 4 of Metro de Caracas and Metro Los Teques (capital of the \r\nstate of Miranda, 25 kilometers (15.53 mi) southwest of Caracas) \u2014 were slow to \r\nobtain the required financing from Bndes due to the \"reluctance of Venezuelans\" \r\nto provide \"the required collaterals\".<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Somehow \r\nor other, Brazilians would learn to deal with these obstacles, however \r\nextravagant they were. They knew what was at stake.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nhis February 2010 communication, Ambassador Sim\u00f5es thought that business would \r\ngo even better in Venezuela if the decisions were not so centralized in Hugo \r\nCh\u00e1vez. He then reveals that during the two years he represented Brazil in \r\nCaracas, he had to take up to 96 steps before Cadivi, the management body of the \r\nleonine local exchange control system, to unlock up to 460 million US dollars in \r\npayments for Brazilian companies.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">A \r\nrevealing case of how the partnership between Brazilian diplomacy and Odebrecht \r\nacted in Venezuela is in another February 2010 cable, where a meeting of embassy \r\nofficials is related to Sergio Thyssen, director of company Braskem for \r\nVenezuela, a petrochemical arm of Odebrecht.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">During \r\nthe meeting, Thyssen complains that Venezuela and PDVSA did not comply with the \r\nconditions established for the implementation of Propilsur and Polyam\u00e9rica \r\nprojects, agreed with Pequiv\u00e9n (a subsidiary of the Venezuelan state oil \r\ncompany) to be executed in the Jose petrochemical complex, in the state of \r\nAnzo\u00e1tegui (eastern coast of Venezuela).<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">However, \r\nthe executive admits that he has already resigned himself to losing the 100 \r\nmillion US dollars that Braskem had invested so far in the project.
