{"id":2353,"date":"2017-07-30T10:43:20","date_gmt":"2017-07-30T10:43:20","guid":{"rendered":"https:\/\/armando.info\/?p=2353"},"modified":"2017-07-30T10:43:20","modified_gmt":"2017-07-30T10:43:20","slug":"in-2013-maduro-or-capriles-made-almost-no-difference-to-odebrecht","status":"publish","type":"post","link":"https:\/\/armando.info\/en\/in-2013-maduro-or-capriles-made-almost-no-difference-to-odebrecht\/","title":{"rendered":"In 2013, Maduro or Capriles made (almost) no difference to Odebrecht"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Today's \r\npresident of Venezuela, Nicol\u00e1s Maduro, received $35 million dollars from \r\nBrazilian construction company Odebrecht for his 2013 election campaign. In \r\nMarch of that year, the maximum leader of the self-proclaimed Bolivarian \r\nRevolution, Hugo Ch\u00e1vez, had died of cancer. Maduro, Ch\u00e1vez's former minister of \r\nforeign affairs, had to face presidential elections just a month later, although \r\nin some ways anticipated, because the commander himself had designated him as \r\nhis successor in a speech on television - his last public act - on December 8, \r\n2012. Despite the chieftain's explicit endorsement, Maduro had to struggle to \r\nwin a tight victory in the April 2013 presidential election, according to \r\nofficial figures, with only 1% of the votes ahead of his opponent, opposition \r\ncandidate and Miranda state governor Henrique Capriles \r\nRadonski.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Odebrecht's \r\ncontribution to the pro-government campaign was already known from the \r\ndepositions of Brazilian publicist Joao Santana and his wife, Marina Moura, \r\nbefore judicial authorities investigating the <I \r\nstyle=\"mso-bidi-font-style: normal\">Lava Jato<\/I> scandal, the scheme of bribes \r\nand commissions that the national civil engineering companies, with Odebrecht at \r\nthe helm, created to ensure their participation in major infrastructure and \r\npublic works projects. It is a scheme that these corporations exported to other \r\ncountries as they developed an international expansion of their businesses that \r\nran in parallel with the projection of the political influence of Brazil and the \r\ngovernment of In\u00e1cio <I style=\"mso-bidi-font-style: normal\">Lula<\/I> Da Silva \r\ntowards large regions of Latin America and Africa, \r\nespecially.<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\thttps:\/\/youtube.com\/watch?v=xUXXNpp5F50\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<p class=\"wp-block-paragraph\">Santana \r\nand Moura, who advised Maduro's 2013 campaign, had revealed that Odebrecht paid \r\nat least seven of the $35 million of its bill.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">But \r\nnow new and more precise details of the relationship arise. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Odebrecht's \r\nExecutive Director in Venezuela, Euzenando Azevedo, presented a sworn statement \r\nlast December 15 at the Attorney General's office in the state of Sergipe, on \r\nBrazil's northeastern coast. The powerful former Odebrecht representative in \r\nCaracas took advantage of the figure of \"rewarded delations\" established by \r\nBrazilian law, which has allowed the Brazilian authorities to investigate the \r\ncorruption scheme of the so-called Lava Jato case, through protected witnesses \r\nwho confess in exchange for procedural benefits. So far 78 people, including top \r\nexecutives of the companies involved and their respective financial operators \r\n-the so-called <I>doleiros<\/I>- have preferred to offer their testimonies in \r\nthese conditions.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">From \r\nAzevedo's account, presented to the prosecutors Heitor Alves Soares and Leonardo \r\nCervino Martinelli, and in the company of his lawyers, Carla Domenico and Sergio Ferraz de Campos, \r\nsome endorsements have just leaked to the press and feed this report. \r\nThis testimony implies simultaneously, by paradox or irony, both adversaries of \r\nthe disputed electoral campaign of 2013, Nicol\u00e1s Maduro and Henrique Capriles \r\nRadonski.&nbsp; \r\n<\/p>\n\n\n<h2 class=\"wp-block-heading\">50 millions 'in their pockets'<\/h2>\n\n\n<p class=\"wp-block-paragraph\">There \r\nis no doubt that Maduro arrived at the Miraflores presidential palace in 2013 \r\nwith the decisive support from Odebrecht. In return for the money, the now \r\npresident would have guaranteed the company the same favorable conditions that \r\nit already enjoyed with his predecessor and mentor, Hugo \r\nCh\u00e1vez.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">To \r\nthis end, Maduro never met in person with the Brazilians. He relied on the \r\nintermediation of the then-coordinator of his electoral campaign, Am\u00e9rico Mata, \r\nwho, on behalf of the Venezuelan government, asked for 50 million dollars to \r\nguarantee the construction company the updating of payments - which in Venezuela \r\ncan be easily delayed by the delinquency of the State or by the procedures of \r\napproval of foreign currency necessary to overcome the exchange control regime - \r\nand the participation in future contracts of \r\nworks.<\/p>\n\n<div class=\"kb-gallery-wrap-id-_sDOqGr-kZ alignnone wp-block-kadence-advancedgallery\"><div \r\nmeetings with Azevedo, three of them, were held at the Gourmet Market in El \r\nRosal, one of the few trendy caf\u00e9s that have survived the crisis in Venezuela, a \r\nfavorite of models and businessmen, close to Caracas's financial district, El \r\nRosal, and Odebrecht's office. On behalf of Odebrecht, Azevedo pledged to cancel \r\n35 of the 50 million dollars he was being asked to close a deal. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nthen interlocutor of Azevedo and emissary of Maduro, Am\u00e9rico Mata, is a \r\ntransversal piece in the chavismo gear, that has been climbing steps along the \r\nformer deputy, several times minister and even former vice president of the \r\nRepublic, El\u00edas Jaua, who for these recent days presided over the commission \r\npromoting the controversial National Constituent Assembly that the government \r\nintends to install. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Am\u00e9rico \r\nMata has held various positions of trust in the public administration, from the \r\nVice-Minister of Agricultural Economy to the extinct National Foreign Currency \r\nAdministration Commission (Cadivi), passing through Hidrocapital, the National \r\nInstitute of Socialist Educational Cooperation (Inces) and the National \r\nCorporation \"Barrio Nuevo, Barrio Tricolor\".&nbsp; <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\n2015, Mata succeeded its direct sponsor, El\u00edas Jaua, as president of the \r\nDevelopment Corporation of the Tuy Miranda River Basin, Corpomiranda. This is an \r\n<I style=\"mso-bidi-font-style: normal\">ad-hoc<\/I> entity created by the chavismo \r\nfrom the central government to eclipse the Governor of that province, Capriles \r\nRadonski. Jaua worked in this kind of parallel governorship of Miranda - the \r\nstate from which he received the unofficial title of <I \r\nstyle=\"mso-bidi-font-style: normal\">Protector<\/I>- as president of Corpomiranda \r\nuntil 2015, when he left the office to run as a candidate for the National \r\nAssembly and bequeathed it to his pupil, Am\u00e9rico \r\nMata.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"I asked him that, in case that the candidate would win, he should keep our works as a priority in his government\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Even \r\nbefore that, Mata had accompanied Jaua - who became the sector's minister - \r\nduring his tenure as head of the agriculture and food organisms. It was at the \r\nNational Institute of Rural Development (Inder) where Mata met Euzenando Azevedo \r\nand other representatives of Odebrecht, a company that was in charge of projects \r\nin the agricultural sector such as the 35,000 hectares project on the southern \r\nplains of the state of Anzo\u00e1tegui (eastern Venezuela), the Integral Socialist \r\nAgrarian Project <I style=\"mso-bidi-font-style: normal\">Jos\u00e9 In\u00e1cio de Abreu e \r\nLima<\/I>, a utopian agricultural city for 500 peasant families, still \r\nunfinished. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">With \r\na budget of at least 640 million dollars, the agricultural project is now \r\nhalfway through. But from those years Mata kept - at least - the key names of \r\nthe Brazilian construction giant. \"All the companies are going to help and you, \r\nwho are one of the big ones, must give 50 million\", Mata dared to ask Azevedo, \r\nwhich he agreed, but not before setting out certain conditions. \r\n<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>Azevedo's concern is that despite the continuity, Maduro could have other interests<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">\"I \r\nasked him that, in case that the candidate would win, he should keep our works \r\nas a priority in his government\", said Azevedo, \"because they were contracts \r\nfrom the previous administration, from President Ch\u00e1vez, and despite continuity, \r\nhe (Maduro) could have other interests\". <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">He \r\ndid not specify details of the bank transfers he then had to order. He only said \r\nthat the so-called Structured Operations Department - a euphemism they found in \r\nOdebrecht to name their bribery and commissions unit - issued deposits before, \r\nduring and after the election - between March and June 2013 - on behalf of \r\nseveral offshore companies provided by the same official Am\u00e9rico Mata. \r\n<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\thttps:\/\/youtube.com\/watch?v=QJPLQZfj8L0\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<p class=\"wp-block-paragraph\">Via \r\nthese channels, the pro-government campaign received contributions from \r\nOdebrecht. The route not only circumvented the controls established by the \r\nregime since 2003 with exchange control and the subsequent Law on Foreign \r\nExchange Crime, which has been reformed several times, but has always requested \r\nto declare before the Central Bank and convert any foreign currency at the \r\nofficial rate. He also avoided what is stipulated in the Law on Electoral \r\nProcesses, which in its article 75 expressly prohibits electoral propaganda \r\n\"financed with funds of foreign origin\".<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nintermediary for the Venezuelan government, Am\u00e9rico Mata, was contacted via \r\nphone-call to the same telephone number that he used to answer the media. \r\nHowever, the communication ended immediately after mentioning the word \r\nOdebrecht, and could not be reinstated.<\/p>\n\n\n<h2 class=\"wp-block-heading\">Parallel Friendships<\/h2>\n\n\n<p class=\"wp-block-paragraph\">But \r\nat the same time, something without precedent was happening. Perhaps by \r\nmeasuring with insightfulness the change of wind direction in the Venezuelan \r\nelectoral climate, Odebrecht also decided to put some chips in the box of the \r\nopposition candidate.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nMay, the Brazilian magazine <I>Valor Econ\u00f3mico<\/I> gave a surprise, warning that \r\nthe construction company had already supported Henrique Capriles Radonski in the \r\ncampaign of October 2012, in which he faced a terminally ill Ch\u00e1vez and lost. \r\nSomething similar, but without details, had appeared in January in <I \r\nstyle=\"mso-bidi-font-style: normal\">The Wall Street Journal<\/I>. \r\n<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Now \r\na new collection of unpublished documents - leaked for this report - show that \r\nthe corporation gave the following year, to face Maduro, an even more determined \r\nsupport for Capriles Radonski's campaign.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"For me it is an honor to be served by the President of the Republic\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">After \r\nCh\u00e1vez's death and with the not so clear polls, the Brazilian construction giant \r\nbet with a contribution - simultaneously to the 35 million that were donated to \r\nMaduro - of 15 million dollars that were deposited abroad, according to the \r\ntestimony of Azevedo.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Azevedo \r\naffirms that, as a regard, Capriles himself invited him to his home one night, a \r\nfew days before that decisive April 14 when Maduro was declared victor. The <I \r\nstyle=\"mso-bidi-font-style: normal\">viceroy<\/I> of Odebrecht in Venezuela was \r\nsurprised that the candidate himself went to the kitchen to serve him a glass of \r\nwater. \"For me it is an honor to be served by the President of the Republic\", \r\nAzevedo replied, a diplomat and a bit flattering, in an anecdote that makes him \r\nsmile even under the rigor of judicial \r\ninterrogations.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"I never dealt with him directly about any financial aid, but it was inferred that I had helped\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">That \r\nnight Capriles guaranteed that Odebrecht would stay in Venezuela after the \r\nChavismo. \"I never dealt with him directly about any financial aid, but it was \r\ninferred that I had helped, and in a very affectionate way, he thanked me and \r\nemphasized that if he won he would not take any action against the contracts\", \r\nsaid Azevedo.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\ncontrast to the current scandal, when the Odebrecht brand has been reserved \r\nthroughout the world and in all languages ??is synonymous with corruption, by \r\nthe time the name showed a halo of success in globalization. The corporate \r\nrepresentatives found more risky and uphill to explain to the Chavismo the \r\nreasons for a photo with their contender, than to the leader of an opposition \r\neager for votes and financing mechanisms to do the same exercise with their \r\nelectoral clientele.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">It \r\nshould not be forgotten that during those days Capriles expressed in public his \r\nadmiration for the development model implemented in Brazil by Lula and the \r\nWorkers Party (PT), something that should have made it easier for him to reach \r\none of the symbols of the international expansion of the \"Lulismo\", but which \r\nbrought him not a few controversies with his most radical opposition allies. \r\n<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"Capriles se defiende de acusaciones de Maduro sobre Odebrecht\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/EMVWOvslKwM?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"as I told you last time, if I won, the works are a priority, I will continue with the works, don't worry about it\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The \r\necho of the so-called \"<I>Lava Jato<\/I> operation\" shows that beyond corruption, \r\nbribery and overpricing, Brazil's construction companies were also concerned \r\nabout supporting even the electoral campaigns of the weak. But it wasn't a \r\nsimple act of justice or pity for the <I \r\nstyle=\"mso-bidi-font-style: normal\">underdogs<\/I>: the Brazilians sought to \r\nensure that no political upheaval took them out of the \r\ngame.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">In \r\nthe previous election, they had transferred to the campaign of the Venezuelan \r\nopposition candidate, about two million dollars through companies registered in \r\ntax havens, according to the testimony of Azevedo. He and Capriles had met in \r\n2012 through a Venezuelan builder named Benito Rodr\u00edguez, whose company was \r\nsubcontracted by Odebrecht. The candidate then assured that he would respect the \r\nexisting contracts. <\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"Once \r\nagain I decided to help Capriles, and it was an aid without much bureaucracy\", \r\ncommented Azevedo about the 2013 campaign. \"I had a meeting with the candidate \r\nagain, reinforcing with him our concern that if he won he would not harm our \r\ninterests, and he insisted that yes: 'as I told you last time, if I won, the \r\nworks are a priority, I will continue with the works, don't worry about \r\nit'\".<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Reached \r\nvia direct message to his Twitter account, Capriles offered to grant an \r\ninterview that, however, there was no time to do. In the same message, however, \r\nthe Governor of Miranda also announced that he had already spoken \"to the point \r\nof exhaustion\" on the matter of Odebrecht's alleged contributions to its \r\ncampaign.<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"Now it turns out that while the corrupt government signed contracts for millions with Odebrecht, they accuse me\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">For \r\nexample, in January -as a result of the first revelations in <I \r\nstyle=\"mso-bidi-font-style: normal\">The Wall Street Journal<\/I>- Capriles, who \r\nin those days was also summoned by the Comptroller General of the Republic, \r\nloyal to Chavismo, complained in his Twitter account: \"Now it turns out that \r\nwhile the corrupt government signed contracts for millions with Odebrecht, they \r\naccuse me\". Then, in response to insinuations made by President Maduro himself \r\nin a televised speech, Capriles challenged the government to open \"real \r\ninvestigations\" on Odebrecht's actions in Venezuela.&nbsp; <\/p>\n\n\n<figure class=\"wp-block-image size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"534\" src=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/30072017-5.jpg\" alt=\"\" class=\"wp-image-51329\" srcset=\"https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/30072017-5.jpg 800w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/30072017-5-700x467.jpg 700w, https:\/\/armando.info\/wp-content\/uploads\/2020\/12\/30072017-5-768x513.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n<h2 class=\"wp-block-heading\">A thousand friends for bribes<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Odebrecht's \r\napproach to any government began with the electoral campaign. It was a support \r\nfor the leader and the political party, which then opened other doors. This was \r\nstated this week by Brazilian lawyer, Rodrigo Tacla, who was part of the \r\ncompany's Structured Operations Department. \"The first contact was established \r\nin the electoral campaign\", he said this week from Spain in an interview with \r\njournalists Jos\u00e9 Mar\u00eda Irujo and Joaqu\u00edn Gil for <I>El Pa\u00eds<\/I> newspaper. \r\n\"Odebrecht paid for the candidates' political <I>marketing<\/I> \r\nexpenses\".<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>\"The construction company bribed more than 1,000 people in the world\"<\/p><\/blockquote><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Tacla \r\neven reported parties with prostitutes imported from Brazil for special \r\noccasions in Panama and the Dominican Republic. \"The construction company bribed \r\nmore than 1,000 people in the world\", he said, although he assured he did not \r\nfully know the Venezuelan case. Last December, Odebrecht admitted to the U.S. \r\nDepartment of Justice - which imposed a fine - the payment of almost $100 \r\nmillion in bribes in Venezuela between 2009 and 2014, making it the second \r\ncountry - only behind Brazil itself - where the construction company distributed \r\nthe largest irregular incentives to state authorities and \r\nofficials.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Maduro's \r\nname had already showed up in the aforementioned declarations of Santana and \r\nMoura.
