The giant of the Brazilian construction gave a slice \r\nof his bribes to Egly Ram\u00edrez and the rest of the board of directors of PDVSA \r\nAgr\u00edcola. In Brazil, they estimate that they diverted over US$ 30 million from \r\nthe ethanol projects that Petr\u00f3leos de Venezuela promised in four towns of the \r\ncountry.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">PDVSA \r\nraised the flag of ethanol and renewable energy 10 years ago. In line with \r\nmarket trends, the state oil company drew the map of the country with 17 plants \r\nthat used the soils of the tropics to transform sugarcane into fuel made in \r\nVenezuela. It promised a clean energy future from the hand of official Egly \r\nAntonio Ram\u00edrez Coronado, who turned out to be the uncle of the then president \r\nof PDVSA and also one of the many Latin American officials involved in the now \r\ninfamous <I>Lava Jato<\/I> scandal.<\/p>\n\n\n<p class=\"wp-block-paragraph\">The \r\nfirst time he was known publicly was in October 2006. \"Venezuela has great \r\ncapacities to produce ethanol due to its geographical and climatic conditions, \r\nin addition to having excellent relationships with the fuel market, which favors \r\nthe implementation of this energetic resource in the industry processes.\" That's \r\nwhat Egly Ram\u00edrez said in a press release that presented him at the head of a \r\nflagship project that would later become a subsidiary of PDVSA. He is no longer \r\nthe same alchemist. Now he stands out in the files of the Brazilian justice as \r\none of the Venezuelans touched by Odebrecht corruption.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Through \r\nan offshore company, registered in Panama with the name of Juston Business Corp, \r\nEgly Ram\u00edrez received commissions along with three other directors of Pdvsa \r\nAgr\u00edcola: Alfonso N\u00fa\u00f1ez, Miguel Ruiz and Ra\u00fal Gonz\u00e1lez Ciavaldini. The key card \r\nin this tangle of transfers and negotiations leads to the Brazilian Osvaldo \r\nBasteri Rodrigues, who introduced himself as a representative of Pdvsa Agr\u00edcola \r\nin Brazil.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">He \r\nwas behind the ghost signature of Panama. He is one of the executives of the Brazilian company \r\nwho helped put together the puzzle of the <I>Lava Jato<\/I> case in exchange for \r\nprocedural benefits.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<h2 class=\"wp-block-heading\">Complot in Rubaiyat<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Those \r\nof Odebrecht inflated the amount of the four agro-industrial complexes with \r\nwhich PDVSA announced the exclusive of the national ethanol. A new file of \r\ndocuments and bank deposits <BR>- leaked for this report - now shows that the \r\nrefiners promised in the state of Trujillo, in the Venezuelan Andes, as well as \r\nin the plains states of Barinas, Cojedes and Portuguesa, resulted in costs \r\nincreased by fictitious subcontracts.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">\"I \r\nwas informed that payments of bribes were made to Osvaldo's company through the \r\nexecution of fictitious contracts,\" Marcio Faria Da Silva (one of Odebrecht \r\nexecutives that approved representatives in Caracas from Sao Paulo) explained on \r\nDecember 14, 2016, before the prosecutors.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\npaper company received US$ 33,184,000 from the firm Innovation Research \r\nEngineering and Development Ltd, currently one of the most known facades of the \r\nso-called Department of Structured Operations, which Odebrecht used as a \r\neuphemism to avoid presenting it as its unit of bribes and commissions. Brazilian Osvaldo Basteri must \r\nhave closed the business on behalf of Pdvsa Agr\u00edcola between some cuts of beef, \r\nwith a fictitious contract dated October 10, 2011. \"What was the result of that \r\nmeal? The result was payments for 32 million U.S. dollars,\" recalled C\u00e9sar Far\u00eda \r\nRocha, one of the attendees, but no longer from the comfort of a luxury \r\nrestaurant but before the prosecutors, who on December 14 of last year \r\ninterrogated him about his role as an Odebrecht executive.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Faria \r\ndoes not specify how the loot was divided inside Pdvsa, but there is no doubt \r\nthat the managers were also in the distribution. \"You will not pay 30 million \r\ndollars more without receiving money in return,\" he said to the prosecutors who \r\nasked about Venezuelans. His colleague Marcio Faria Da Silva did mention the \r\nmanagerial train of the agricultural subsidiary of PDVSA by name and surname. \"I \r\napproved the payments,\" he summarized. \"What I was informed is that he (Osvaldo \r\nBasteri) represented Alfonso N\u00fa\u00f1ez, Egly Ram\u00edrez, Miguel Ruiz, and Ra\u00fal \r\nGonz\u00e1lez. Photo: Armando.Info<\/div><\/a><\/figure><\/div><\/div><\/li><\/ul><\/div><\/div><\/div><\/div>\n\n<p class=\"wp-block-paragraph\">Today \r\nthe weed covers a good part of the 22,000 hectares (54,363.18 acres) of \r\nAnzo\u00e1tegui municipality of the state of Cojedes, where PDVSA proclaimed the \r\nAgro-industrial Complex Derived from Sugarcane (Cadca). The images are eloquent: \r\nthe infinite plain barely interrupted by a metal skeleton that must have laid \r\nthe foundations of an ethanol plant.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Two \r\nyears ago, the noise of a construction was heard there for the last time. The \r\nworks stopped since then. Calculating the pecuniary losses is a complicated task \r\nbecause even before Odebrecht, from 2008 to 2011, the construction was in charge \r\nof the Cuban cooperation. Pdvsa Agr\u00edcola even bought a dozen farms from the \r\nsurrounding areas that are now unproductive.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nethanol promise ended in scam. The president of the Association of Sugarcane \r\nGrowers of Cojedes, Luisidio Herrera, recalls that the latest news they gave to \r\nproducers in the area, who received funding to plant sugarcane while they were \r\nbuilding the plant, is that the work did not exceed a 38% \r\nprogress.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">The \r\nsame occurred in the other three locations. \u2018It is not ready, we will see, call \r\nlater,\u2019 they summarized this week on the other side of the telephone in the \r\ncommunities involved in the states of Barinas, Portuguesa and \r\nTrujillo.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Meanwhile, \r\nthere are no answers in Pdvsa. The state oil company ignored the requests for \r\ninformation on the balance of this work. Neither did they give news of the \r\nofficials involved, who we tried to contact by written \r\ncommunication. \r\n<\/p>\n\n\n\t\t\t\t<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n\t\t\t\t<iframe loading=\"lazy\" title=\"CADCA DE PDVSA AGR\u00cdCOLA PRESENTA AVANCES SIGNIFICATIVOS\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/9TKBEhch2Go?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\t\t\t\t<\/div><\/figure>\n\t\t\t\t\n\t\t\t\t \n\n<h2 class=\"wp-block-heading\">Good by Pdvsa Agr\u00edcola<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The \r\naffected areas were informed that Pdvsa Agr\u00edcola is now winding up. On behalf of \r\nthe Association of Sugarcane Growers of Cojedes, Luisidio Herrera says that the \r\nregional coordinator of the agency, In\u00e9s Vel\u00e1squez, informed them that this \r\nsubsidiary of the Venezuelan oil company would cease its operations and that a \r\nnew organism called PDVSA Ethanol would be in charge of the project of \r\nagro-industrial complexes of sugarcane by-products (Cadca).<\/p>\n\n\n<figure class=\"wp-block-pullquote alignleft\"><blockquote><p>In Venezuela they were not even forced to terminate the contracts that allowed them to pay bribes in exchange for surcharges.<\/p><\/blockquote><\/figure>\n\nPdvsa Agr\u00edcola will be among the subsidiaries that the oil \r\ncompany had to re-launch. After the scandal of the business with decomposed \r\nfood, something similar happened in Pdval, a subsidiary precisely founded and \r\nregistered by the same uncle of Rafael Ram\u00edrez who stands out among the \r\nVenezuelans involved in the biggest scandal in the history of Brazil and Latin \r\nAmerica.\n<p class=\"wp-block-paragraph\">In \r\nother countries, Odebrecht at least completed the works, but in Venezuela, they \r\nwere not even forced to terminate the contracts that allowed them to pay bribes \r\nin exchange for surcharges. The Public Prosecutor's Office has not said a word \r\nregarding this or other stalled constructions. Not even because -paradoxes of \r\nthis story- the prosecutor appointed by the National Constituent Assembly, Tarek \r\nWilliam Saab, also promised two ethanol plants in the state of Anzo\u00e1tegui when \r\nhe was governor of that entity.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Saab \r\nreturned in 2005 from an official visit to Cuba with the promise of two ethanol \r\nplants in Anzo\u00e1tegui. In a committee with Pdvsa Agr\u00edcola, he showed photos of a \r\nprivate meeting with the then Cuban leader, Fidel Castro, as well as the plans \r\nof some sugarcane processors that were also no more than \r\nwords.<\/p>\n\n\r\n\n<p class=\"wp-block-paragraph\">Over \r\n12 years later, the prosecutor has ruled out investigating Governor Nicol\u00e1s \r\nMaduro, and others <I>Chavismo<\/I> leaders linked to the <I>Lava Jato <\/I>plot. \r\nHowever, not long after he denounce a conspiracy of his predecessors to the \r\nPublic Prosecutor\u2019s Office, after prosecutor Pedro Lopera -now in exile- \r\nsubstantiated a case against constituent Diosdado Cabello and two of his cousins \r\nfor the copies of transfers to company TSE Arietis, found during the raid on the \r\noffices that the construction company had in Caracas.<\/p>\n\n<div class=\"wps-pgfw-pdf-generate-icon__wrapper-frontend pgfw-icon-display pgfw-icon-display--default\" style=\"--pgfw-icon-justify:center;\"><a href=\"https:\/\/armando.info\/en\/wp-json\/wp\/v2\/posts\/2349\/?action=genpdf&#038;id=2349\" class=\"pgfw-single-pdf-download-button pgfw-single-pdf-download-button--default pgfw-single-pdf-download-button--icon-only\" title=\"Generate PDF\" style=\"--pgfw-icon-width:25px;--pgfw-icon-height:45px;\" aria-label=\"Download PDF\"><span class=\"pgfw-single-pdf-download-button__media\" aria-hidden=\"true\"><img src=\"https:\/\/armando.info\/wp-content\/plugins\/pdf-generator-for-wp\/admin\/src\/images\/PDF_Tray.svg\" alt=\"\" decoding=\"async\"><\/span><\/a><\/div>","protected":false},"excerpt":{"rendered":"<p>More than 550 million U.S. dollars went through the cliff in some Pdvsa Agr\u00edcola (PDVSA Agriculture) facilities, which were partly built in four provinces of Venezuela.
